Organizational Context
  • This job is found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.
  • At this level work is carried out under minimum supervision. Job holders are expected to produce organised and accurate technical work and reports. They may provide guidance on standard practices to other staff and counterparts in their area of work.
  • The Field Monitoring Assistants will support the planning/design and directly implement all WFP Nigeria process, output and outcome monitoring activities in WFP accessible LGAs of Borno State including Onsite/distribution monitoring, Beneficiary Outreach Monitoring (BOM), Entitlement Monitoring/Basket monitoring, activity implementation monitoring, retailer/shop monitoring in collaboration with supply chain, delivery monitoring and warehouse monitoring in collaboration with logistics and food security outcome monitoring. 
Job Purpose
  • To perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.
Key Accountabilities (not all-inclusive)
Under the general supervision of the Programme Officer-Monitoring and Evaluation and direct supervision of the Programme Associate (Monitoring & Evaluation), the Field Monitoring Assistants will:
  • Routine Monitoring (Planning and implementation):
    • Undertake onsite monitoring for at most 5 active FDPs per week that includes basket monitoring, monitors assessment/contextual analysis and partner’s assessment;
    • Interact directly with 12 randomly beneficiaries during beneficiary contact monitoring to collect beneficiary perceptions and proposed areas of improvement about the quality of products/services delivered by WFP/CP.
    • Inspect storage places and points where WFP commodities are received and/or distributed (in conjunction with Logistics;
    • Support the implementation of quarterly food security and nutrition outcome monitoring events
  • Reporting-FMA expected to dedicated not less than 2 hours for weekly and monthly reporting:
    • Prepare and submit daily field visit reports as per agreed upon reporting templates recommending corrective actions, in conjunction with partner and WFP programme staff.
    • Support the implementation and maintenance of the M&E ONA process monitoring Platform
    • Ensure the complete and timely submission of process monitoring data.
    • Support the end to end implementation of COMET (including compilation and data entry processes of output data into COMET as and when needed; ring data to the ONA server;
  • Follow Up and Feedback (5Ws) -5% FMA expected to commit at least 30 minutes’ hour to following up recommendations and getting feedback from responsible units and beneficiaries Contribute to the compilation and tracking of monitoring issues using the issues tracking sheet;
  • Networking and Collaboration (adaptation to social context of work environment):
    • Build useful alliances with respective units, partners, beneficiaries and communities for organization benefits
    • Perform M&E capacity reinforcement visits to government counterparts and Cooperating Partners implementing/co-implementing WFP food assistance activities;
    • Provide guidance to partners, beneficiaries and local communities related to programmatic implementation (i.e. entitlements/rations, targeting & verification procedures, assistance period,  ..) and changes;
    • Perform contextual analysis and triangulate information collected by Third Party Monitors (TPM) to facilitate better understanding and interpretation of monitoring finds;
  • Other Duties:
    • Perform any other duties as may be deemed necessary by the supervisor for the overall performance of the M&E unit;

Data Analytics and Visualization:
  • Collects and summarizes programme data, including information on shipments, distribution site logistics, the status of personas in need, and beneficiaries planned and reached for all programme assistance modalities and activities.
Programme Monitoring and Review:
  • Gathers, organizes, and provides data on programme outputs, processes, and outcomes, including distribution plans and the status, quantity, and quality of food and cash distributed and technical assistance provided.
Standard Minimum Qualifications
  • Education: Completion of secondary school education. A bachelor’s Degree in Statistics, Social Sciences, Public Health, Economics, Computer Sciences or other field related to Monitoring and Evaluation an added advantage
  • Language: Fluency in both oral and written English communication. Fluency in Hausa or Kanuri. Fluency in both a plus.
  • Experience: At least 4 years work experience.  Minimum of one-year experience in development/humanitarian programming
  • Skills: Proficiency in use of Microsoft Office Applications. MS Word & Excel is a requirement. Experience using ICT (mobile based and web-based desktop software) for data collection
Desired Experiences For Entry Into the Role:
  • Has experience analysing programme output and outcome data.
  • General knowledge of WFP monitoring and evaluation systems and standards.
  • Experience using appreciative inquiry and conflict sensitivity techniques a plus.
  • Excellent oral and written communication and interpersonal skills.
  • Demonstrates diplomacy, flexibility, and resourcefulness.
