The United Nations Office on Drugs and Crime is a United Nations office that was established in 1997 as the Office for Drug Control and Crime Prevention by combining the United Nations International Drug Control Program (UNDCP) and the Crime Prevention and Criminal Justice Division in the United Nations Office at Vienna. It is a member of the United Nations Development Group and was renamed the United Nations Office on Drugs and Crime in 2002.

Job Decription
  • The position is located at the Country Office in Nigeria (CONIG) of the United Nations Office on Drugs and Crime (UNODC) in Abuja, Nigeria.
  • The incumbent will work under the direct supervision of the UNODC Country Representative for Nigeria and the substantive guidance of the Chief, Implementation Support Section II (ISS-II), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA) at UNODC headquarters in Vienna, Austria.
  • In addition, the incumbent will coordinate with the designated Programme Officer (Terrorism Prevention) in charge of the Nigeria programme in ISS-II/TPB/DTA.
Responsibilities
As a member of the project team (consisting of staff based both in the field and at UNODC headquarters), the focus of the job is to provide field-level project coordination and substantive supervision of project implementation. The work will primarily be conducted in Abuja with regular travel to Maiduguri, Borno State, Nigeria. The incumbent will perform the following duties:
  • Project management and coordination. Serve as team leader for the project team and carry out lead responsibility for overall project implementation, substantive supervision, coordination and related management functions at the field level, drawing on support of designated staff within the Terrorism Prevention Branch based in Vienna. This will involve, among other tasks, the following in particular:
    • Provide substantive input for the design, refinement, preparation of project activities
    • Ensure and provide for on-going coordination and information flow with the European Union Delegation in Abuja;
    • Ensure and provide effective ongoing liaison and coordination with the project’s national stakeholder entities;
    • Ensure effective coordination and liaison with United Nations agencies and international partners based in Abuja, as relevant for the project.
    • Represent the project at the national level at relevant fora and especially vis-à-vis the lead Nigerian authorities and entities;
    • Coordinate and prepare a variety of written outputs that relate to the implementation of the project, such as background papers, mission reports, briefings and presentations;
    • Contribute to the elaboration of project activities implementation reports, evaluation and impact reports and other relevant documents, as needed.
    • Identify problems and issues to be addressed and initiate corrective actions, as needed to ensure smooth and effective implementation of the project;
    • Manage and provide guidance for overall project coordination and administrative actions, to ensure efficient operations of the project, including overseeing human resources actions for national project personnel and obtaining timely consultancy and procurement services
    • Explore and identify opportunities available to strengthen EU’s visibility and UNODC’s role and profile in Nigeria as executing agency of the project
    • Ensure effective coordination and management of the project within UNODC Nigeria Country Office (CONIG).
  • Carry out other work related tasks as assigned.

Education
  • An advanced university degree (Master’s degree or equivalent), preferably in criminal law, international law, or general law, public or business administration, international relations, or a closely related field is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience:
  • A minimum of seven years of relevant experience in crime prevention, legal and criminal justice matters, preferably with a focus on terrorism, rule of law or related issues is required.
  • Experience in programme or project development, management and coordination is required.
  • Experience in technical assistance delivery is highly desirable.
Languages:
  • English and French are the working languages of the United Nations Secretariat.
  • For this position fluency in English is required. Knowledge of another official United Nations language is an advantage.
