Background
  • In line with the recently approved 9th Country Programme 2018 – 2022 and UNDP’s global strategic plan, the UNDP office in Nigeria manages a diverse portfolio structured into 3 pillars: Governance, Peace and Security; Inclusive Economic Growth; and Environmental sustainability and resilience. The governance, peace and security portfolio includes the following areas of intervention:
Accountability and public sector transparency:
  • Supporting government to formulate policies, frameworks and systems to strengthen prevention;
  • Building the capacity of judiciary for improved handling of corruption cases and the National Assembly for improved oversight functions and implementation of SDGs;
  • Collaborating and empowering civil societies including women and youth groups, faith based organizations, trade associations, and people with disabilities for increased participation in anti-corruption campaigns, and
  • Developing youth-focused, gender and disability-sensitive regulatory frameworks to provide inclusive pathways to the SDGs.
Security and conflict management:
  • Formulation of legal and regulatory frameworks for peacebuilding, prevention of conflicts, and small arms proliferation.
  • State/local level interventions taregting communities affected by violence and conflict,
  • Strengthen capacities for mediation and reconciliation through the establishment of early warning mechanisms/responses, and fortify the national peace architecture.
  • Integrated strategies of disarmament and reintegration, early recovery and livelihood support include empowering victims of violence, and using “arms for development” approaches when implementing cross-border activities, and community policing and social cohesion measures.
Promotion of participatory governance:
  • Consolidating electoral reforms, implementing electoral acts (including electronic voting), and strengthening the capacity of Electoral Management Bodies and relevant stakeholders, including the media, political parties, and civil society.
  • Partnerships with civil society organizations (CSOs) so they can serve as a legitimate interface in political and social dialogue on issues of anti-corruption; peacebuilding; elections; gender equality; social cohesion, and local governance.
Access to justice and the protection of fundamental rights:
  • Strengthening justice and human rights institutions in providing quality services;
  • HIV/AIDS responses and ensure fair access to stigma and discrimination-free HIV prevention, care and treatment, especially for young people and high-risk population groups.
Under the overall guidance of the Country Director and the direct supervision of the Deputy Country Director for Programmes, the Team Leader for Governance, Peace and Security will be responsible for the development and management of this portfolio. In close collaboration with government and civil society counterparts, he will support the implementation of the national vision via conflict-sensitive and do-no-harm approaches. S/he will act as advisor to senior management on all aspects of Country Office (CO) Governance programme, ensure implementation of resource mobilization strategies, strengthen strategic partnership and donor intelligence, undertake knowledge building and sharing as well as monitoring and evaluation of Governance programme interventions.

The TL also ensures that Governance interventions respond creatively to emerging challenges and opportunities. In addition to undertaking strategic planning and repositioning of Governance interventions, the TL also ensures that CO’s Governance interventions are consistent with United Nations Development Assistance Framework /CPD priorities.
The TL manages the staff of the governance, peace and security unit and provides sound leadership to the unit. S/he works in close collaboration with all country office business units. S/he will ensure synergies and cross-portfolio approaches with other programme portfolios and closely collaborate with / support the Head of Sub Office and Northeast Coordinator based in Maiduguri in implementing governance-related interventions in the Northeast. In addition, the TL also collaborates with the UN system through the UN Theme groups and with government officials, and donors, and civil society organizations
   
Duties and Responsibilities
  • Ensuring the strategic direction of Governance, Peace and Security portfolio
  • Management of the CO Governance Programme and supervision of the Programme team.
  • Lead and guide formulation of Governance projects and programmes.
  • Strategic partnerships and support to resource mobilization
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management particularly in the areas of governance related issues.
Functions / Key Results Expected
As a member of the CO Management Team, ensures strategic direction of the Governance, Peace and Security portfolio focusing on the achievement of the following results:
  • Provides a thorough analysis of the governance and political situation of the country and collaborative preparation/revision of Common Country Assessment (CCA), United Nations Development Assistance Framework  (UNDAF), Country Programme Document (CPD), Country Programme Annual Plan (CPAP) and other documents.
  • Ensures operationalization of the Governance aspect of UNDAF/CPD in collaboration with the main partners and other UN agencies.
  • Identifies and develops strategic and innovative areas of intervention, and development of programmes and projects that integrate such approaches.
  • Presents UNDP policies and programmes and ensures their application within the governance, peace and security portfolio in the CO.
​Ensures effective management of the Governance, peace and security portfolio and supervision of the governance team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
  • Ensures planning, budgeting, implementing and monitoring of the governance, peace and security portfolio
  • Effectively applies application of RBM tools, establishment of management and delivery targets and monitoring and achievement of results of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
  • Under delegated authority, may perform the function of Manager Level 2 in Atlas for development projects transactions approval.
  • Effectively monitors and measures the impact of the governance portfolio and evaluation. Constant monitoring and analysis of the programme environment, timely adjustment of programme.
  • Ensures effective follow up to Audit recommendations regarding the governance portfolio.
  • Ensures application of CO cost recovery system to the programmes and projects of the governance portfolio in close collaboration with deputy country director for operations.
  • Supports CO business processes mapping and establishment of internal standard Operating Procedures in Results Management, control of the workflows in the Governance Unit.
  • Ensures effective quarterly, monthly and weekly work planning of the governance unit.
  • Provides guidance and mentoring to the staff of her / his unit.
Institutionalizes and maintains enduring donor intelligence, strategic partnership and resource mobilization focusing on the following:
  • Determines programmatic areas of cooperation based on strategic goals of UNDP, country needs and donor priorities.
  • Analyzes information on donors, preparation of substantive briefs on possible areas of cooperation and identification of opportunities for cost sharing.
  • Continuously scans the national environment and the donor landscape to determine areas of priorities and resource mobilisation opportunities on governance, peace and security.
  • Develops effective partnerships with key partners for thematic collaboration and resource mobilization in support of programme outcomes.
  • Establishment and coordination of partnerships with UN Agencies, international financial institutions, bilateral and multilateral donors, government institutions, organized private sector, civil society organizations and other stakeholders.
Provides top quality advisory services to the Government and Development partners, and facilitates knowledge building and management focusing on the achievement of the following results:
  • Identifies sources of information related to governance policy issues.
  • Identifies and synthesizes best practices and lessons learned directly linked to the governance, peace and security portfolio in support of country development goals.
  • Provides advice, and development of policies and institutions that will address the country problems and needs in the area of governance, peace and security, in collaboration with the Government and other strategic partners.
  • Provides sound contributions to knowledge networks and communities of practice.
  • Organizes trainings for governance and project staff on programme development and implementation.
Undertakes advocacy and information, education and communication (IEC) activities regarding development challenges relating to governance, peace and security:
  • Ensures broad public awareness regarding development challenges and UNDP’s vision and approaches to governance, peace and security.
  • Creates high level advocacy on pertinent development policies and programmes across representatives of the top echelon of the country’s stakeholders, based on international best practices.
  • Determines and implements approaches to strategic outreach to the public regarding the country office governance, peace and security interventions, and designs strategies to reaching defined outreach targets in collaboration with the CO Communication Unit.

The key results have impacts on the overall success of the CO’s program and reaching UNDAF/CPD goals. In particular, the key results have impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets. In specific terms, it has impacts on the following results areas:

Required Skills and Experience   
Education:
  • Master’s Degree or its equivalence in Political Science, Economics, Public Administration, Social Sciences or related fields.
  • Additional qualifications in the areas of governance, peace-building and security sector reform will be an added advantage.
Experience:
  • 5 years of relevant experience at national and/or international level in the area of governance, peace-building and security sector reform.
  • Demonstrated expertise in the design and management of development programmes and multi-project portfolios
  • Proven knowledge and experience in the provision of advisor services on the area of human rights and access to justice; parliamentary development; electoral systems and processes; decentralization and local governance, crisis management, prevention and recovery; peace-building; security sector reform, reconciliation and reintegration; and public-sector reform will constitute an important advantage.
  • Demonstrated experience in interacting with senior-level government officials and senior representatives of development partners.
Language Requirements:
  • Excellent writing and oral skills in English is a fundamental requirement. Fluency in another UN and one or more national languages is strongly desired.
  • Other: This is a national position and therefore carries no expatriate benefits. Non-Nigerian nationals are not encouraged to apply
