The Partnership to Engage, Reform and Learn (PERL), a five-year DFID-funded programme (commenced in May 2016), will support the development of stronger public- sector accountability to deliver public goods and services required for poverty reduction and growth, including to women and girls by strengthening links between governance reforms and service delivery.
PERL which will be delivered through three pillars, the first pillar is the Accountable, Responsive and Capable (ARC) Government pillar. ARC will work towards the goal of bringing about accountable public administration, resource management and delivery of public services at the state level, through regional reform hubs and at the federal level.

Working in close collaboration with the Finance Officer in Abuja and with the North East Reform Manager, the Reform Facilitator will assist in the preparation of timely periodic expenditure forecasts and accurate financial reports; he/she will also ensure that the regional office maintains a healthy cash flow devoid of cash pile-ups or cash-outs. In addition, the role also includes:
Implementing work plans and budgets; oversee the effective implementations of planned activities to the highest results and in a timely manner;
Support the administrative and logistical arrangements for the implementation of program activities;
Facilitating improved governance, resource management and service delivery within the state through the provision of technical support in PERL’s areas of expertise;
Using a flexible, responsive and adaptive approach to facilitate regional governance reform in the North-East.
Work collaboratively with development partners and donors who are working in similar sectors in the region; identify opportunities for collaboration to expand impact and avoid duplication of work;
Qualifications
Interested persons should have a Degree or its equivalent in Accounting, Social Sciences or any relevant field from a recognized institution of higher education.
A minimum of 5 years’ experience of managing change in the public sector and a strong track record of delivering results on complex multi-component programmes.
S/he should have knowledge of Accounting processes and procedures of donor funded organizations (Preferably DFID) and experience in budget formulation, cash forecast and disbursement and auditing;
Experience of advising successful reform interventions and evidence of good working relations with relevant state governments as well as extensive networks in the North East would be valuable.
In addition, an understanding of financial and technical delivery, monitoring and evaluation of programme impact and reporting against result with the ability to converse in Hausa or Kanuri languages is preferred.
