Job Title: Consultant (HIV Landscape Analysis) SSA level 9 (P2/NOB equivalent)

Background and Purpose of the Assignment
In West and Central Africa, only 26 percent of children and 41 percent of adults living with HIV had access to treatment in 2017, and AIDS-related deaths have only declined by 24 percent. Nigeria has the second largest HIV epidemic globally, the largest number of paediatric HIV cases in the world, and more than one-half (51 percent) of the HIV burden in the region. The country has made little progress in reducing new HIV infections in the past seven years with a reduction only five percent. Although HIV treatment coverage has increased, just one in PLHIV is on treatment (33 percent). In 2016, Nigeria had 220,000 new HIV infections, including 37,000 children newly infected with HIV due to mother-to-child transmission, with around 160,000 deaths from AIDS-related diseases.

The ongoing insurgency in North East Nigeria has led to the displacement of large populations, most of whom are women and children. Reports have shown that the crisis has impacted negatively on regular access to HIV/AIDS care, treatment and support services. The disruption also affects adherence to ART care and treatment amongst persons living with HIV/AIDS (PLHIV), which may lead to life threatening health conditions.

Nigeria’s HIV and AIDS response, as a Fast-Track country, is guided by the National Strategic Framework 2017–2021, which aims at ending AIDS by achieving zero new infections, zero AIDS related deaths and zero discrimination. Elimination of mother-to-child transmission of HIV is a priority. Stigma and discrimination are major challenges, especially towards key populations and PLHIV.

In Borno, Yobe and Adamawa states in northeast Nigeria, the violence has affecting the lives and livelihoods of millions of people. Almost three million persons are facing hunger and almost one-million children under five years are acutely malnourished. The insecurity are causing mass movements of people, with 1.92 million living in camps or host communities within Nigeria and tens of thousands seeking refuge in neighbouring countries, including Cameroon, Chad and Niger. Many of those who left the country are now returning, needing food and shelter. With its Emergency Operations (EMOP 200777), WFP Nigeria has been supporting these vulnerable populations since 2015 with general food distribution, preventative nutrition assistance, and livelihood support.

Longer-term and resilient solutions for those affected will be a complex and multi-faceted process that WFP will seek to address in its Country Strategy Programme document, which is presently being developed (2019-2022). To inform WFP on the its potential niche within an existing multi-stakeholder HIV/AIDS environment, a landscape analysis in needed. The results will provide an understanding of the disease burden within WFP’s operational areas, service delivery gaps, integration efforts, and potential for engagement with government authorities, stakeholders, and donors.

Specific Accountabilities/Responsibilities
  • Perform a thorough situation analysis, as a team of two consultants, including a desk review of the many documents, studies, strategies and policies that are available in Nigeria, and produce a landscape report, including recommendations.
  • At the State level, engage with Government counterparts, partners and key HIV and AIDS stakeholders to discuss national priorities, ongoing programmes, plans for the coming years, opportunities and areas for potential collaboration.
  • Meet with key State level HIV and AIDS stakeholders and institutions, including the State Primary Health Care Departments, United Nations Agencies, e.g. UNAIDS, UNICEF, WHO, UNFPA, UNHCR, and relevant Non-Governmental and Civil Society Organisations.
  • Review the draft WFP Country Strategic Plan and provide recommendations that will strengthen the incorporation of any HIV and AIDS activities and/or collaborations and partnerships.
Deliverables at the rnd of the Contract
The Consultant shall contribute to the following reports that will be submitted by the Lead Consultant:
  • An inception report upon selection and signing of the contractual agreement: the inception report will include a detailed work plan and specification of the techniques to be used for the landscape analysis. This will be submitted within 7 days after signing of the consultancy agreement.
  • A draft ‘HIV and AIDS Landscape Analysis Report’ and feedback upon collection, analysis and interpretation of all qualitative and quantitative data. This will be submitted not more than 42 days after signing of the consultancy agreement. The draft final report will be submitted for feedback. Relevant comments and suggestions will be incorporated into the final version of the report.
  • A comprehensive final ‘HIV and AIDS Landscape Analysis Report’ of maximum 30 pages (hard copy & electronic copy in English) upon review, validation and acceptance by the WFP Nigeria Country Office shall be submitted not later than seven days after receiving final feedback.

Standard Minimum Qualifications
  • Education: Postgraduate degree in one of the following areas: Public Health, Nutrition, Epidemiology, Social Sciences  or other relevant field.
  • Experience: At least three years of experience in international development, with a focus on HIV and AIDS, public health and programme management;  A demonstrable experience of undertaking and leading literature reviews, as well as assessments and/or evaluations and extensive report writing.  Experience on HIV and AIDS is a requirement.
  • Language: Fluency (level C) in Oral and Written English language.
Knowledge & Skills:
  • Engagement and coordination with different HIV and AIDS actors, such as international organizations, governments, donors, civil society;
  • Experience in report analysis, compilation of information from various sources, and drafting of analytical reports;
  • Experience in HIV and AIDS research, programme monitoring and evaluation and budget monitoring;
  • Previous working experience in West and Central Africa with a UN organization is desirable.
Key Accountabilities (not all-inclusive)
  • Reporting to the WFP Nigeria Country Office senior nutritionist, and in collaboration with the WFP Nigeria field offices in Maiduguri and Damaturu, the Lead Consultant will be overall responsible for carrying out an HIV landscape analysis for WFP Nigeria.
Overall:
  • Produce a landscape analysis for WFP Nigeria that provides guidance on potential HIV-specific and HIV-sensitive opportunities for the agency to align WFP’s corporate responsibilities in the areas of HIV, food and nutrition, HIV in emergencies and HIV-sensitive social protection, and that are aligned with WFP’s HIV and AIDS Policy (2010).
  • With a primary focus on the State level (Borno, Adamawa, Yobe), the Consultant will contribute the approach the team will adopt to achieve the listed deliverables to an inception report. The two consultants will include the following techniques amongst others: literature review, data analysis, group discussion, individual interviews, and direct observation of the situation, and the working environment.
Functional Capabilities:
  • Knowledge of Nutrients - Has strong understanding of key nutrients requirements, food sources, food science and food technology related to vitamins and minerals to present evidence on nutrition effectively to WFP staff and partners.
  • Situation Analysis and Evidence Assessment - Leverages new evidence and applies that to provide technical advice, identify and prioritise country nutrition gaps, design programmes and train staff and partners on the new evidence.
  • Knowledge of Public Health - Ability to analyze data to determine overall health status, determining factors relating to nutrition, and possible areas of intervention for health and nutrition.
  • Knowledge of Food System - Expert knowledge of emerging trends and developments in food systems and value chain transformations, as well as innovative programming, policies and interventions achieving good nutrition-promoting food systems.
  • Applying Programme  & Policy Standards - Leverages nutrition knowledge to provide technical advice to governments to design and implement country nutrition programmes that follow international and WFP agency standards and guidance.
