Job Details
  • As part of the coordination team and reporting to the Deputy CD, and working closely with the program and support departments at coordination level, as well as the base teams, the Grant Manager is the mission’s focal point on ensuring accountability to donors. Specifically, he/she is in charge of:
    • Contributing to the mission’s strategic development.
    • Direct management of the RCO.
    • Contributing to the CD/DCD’s representation with donors.
    • Monitoring and identifying funding opportunities in line with SI country and global strategy.
    • Oversees the compilation of timely and high quality concept notes, proposals and contract modification requests in compliance with deadlines, donor and internal requirements. Validates Interim and final narrative and budget reports before submission to donor or Consortium lead, in consultation with the DCD/Program coordinator, technical coordinators and support department managers.
    • Monitoring compliance between internal and donor procedures and builds the capacity building of new and existing staff on internal guidelines/tools (i.e. GERB) and donor procedures.
    • Proactively follows-up on donor contractual obligations, from contracting to closing and archiving.
  • Archiving preparation for external audits and audit report archiving.
Donor relations:
  • Contributing to the CD/DCD’s representation with donors by providing briefing papers and accompanying meetings as requested.
  • With the contribution of HQ Communication Department and in consultation with the CD, Coordination (DCD/Program Coordinator and Technical Coordinators), Field Coordinator/PMs, leads in developing  communication strategy and communication materials (country or project specific) targeting donors and other external partners.
Financing strategy:
  • In collaboration with the CD and the Communications and Development department, responsible for actively monitoring and identifying funding opportunities from SI institutional donors, new institutional donors, funding from foundations and private donors as well as co-funding opportunities.
  • Analyzes funding opportunities and eligibility in line with SI country and global strategy.
  • Responsible for drafting the framework for launching concept notes and proposals and supports the CD and/or DCD/Programme Coordinator in the dissemination.
Project Development:
  • Disseminates the needs assessment report to relevant staff (base and coordination).
  • In collaboration with the DCD/Programme Coordinator, lead in coordinating the dialogue between departments in the response design phase and coordinate the involvement of consortium partners.
  • Responsible for designing, disseminating and following-up on the retro-planning on proposal/concept note writing.
  • Drafts high quality concept notes and proposals – including corresponding annexes- compiling the contributions from SI coordination, base teams and consortium partners when SI is Consortium lead.
  • Provide final proposal narrative and budget proofreading and validation before submission to donor, ensuring compliance with internal and donor requirements, and done in close consultation with the DCD/Program coordinator, technical coordinators and support department managers.
  • Ensures the global proposal pack and minimum control point checklist is complete and submitted to HQ Desk for review and validation.
  • Submits proposals to donor at field level (including submission via platform such as GMS), and shares submitted version with HQ for record.
Contractual management/monitoring of projects (grant management):
  • Contributes to reviewing terms of contract with donors or prime recipients before signature.
  • Ensures contract archiving at mission level.
  • Facilitates kick-off meetings to disseminate contractual obligations to all relevant staff.
  • Responsible for coordinating contract amendment requests, budget or schedule revisions and NCE requests.
  • In collaboration with the Finance coordinator, requests installments/funds (or transfer funds if SI is lead in a Consortium).
External compliance:
  • Collaborates with the coordination team (Finance, Logistics, HR, DCD/Program Coordinator, Compliance Manager) to ensure due diligence and vetting potential partners is conducted.
  • Archives MoU at mission level and monitors implementation partners' compliance.
  • In coordination with the coordination team (Finance, HR, DCD/Program Coordinator, Compliance Manager), responsible for answering to the due diligence process conducted by donors or Prime recipients.
  • Monitors compliance related to grants between internal procedures and donor procedures.
  • Provides trainings to new and existing staff on internal (i.e. GERB) and donor procedures.
  • Works closely with the DCD/Programme Coordinator and technical coordinators to proactively and regularly monitor programmatic compliance (progress against indicators, project schedule) in accordance with internal and donor requirements.
  • Monitors and disseminates reporting, proposal and audit deadlines to all relevant staff and ensures quality information management related to grants by overseeing, in coordination with Desk HQ, the regular maintenance of reporting follow-up tool.
Program Implementation (compliance with internal/external requirements):
  • Disseminates diagnostic report to relevant staff (base and coordination).
  • Works closely with the DCD/Programme Coordinator to introduce or disseminate tools and methodologies to improve project implementation follow-up/ good grant management (including tools from GERB, such as minimal control points)
  • Responsible for launching of interim and final report writing phase and report compilation.
  • Validates Interim and final narrative reports before submission to donor, in consultation with the DCD/Program coordinator, technical coordinators and support department managers.
  • Ensures the global interim and final report pack and minimum control point checklist is complete and submitted to HQ Desk for review and validation.
  • Submits interim and final repots to donor at field level (including submission via platform), shares submitted version with HQ Desk for record.
  • Leads in compiling contract modification requests (MR), proofreading MRs, validating the global pack in consultation with DCD/Program Coordinator and mangers from support department, submitting to Desk HQ for review and validation..
  • Facilitates project closure meeting.
  • Monitors validation by the donor of final reports and last payment - closure of the grant.
Your profile
  • University degree in International Affairs, Mass Communications or related subject
  • At least two years experiences working in emergency programs
  • Previous successful experience developing projects and writing proposals for public donors
  • Knowledge of main donor regulations and priorities, especially ECHO.
  • Excellent written and oral communication skills
  • Detail oriented, organized, and able to manage competing urgent requests and priorities
  • Works well in team, comfortable in a multi-cultural environment, flexible and able to handle pressure well
  • Previous experiences in unsecure and tense environment
SI Will Offer You
  • According to experience, starting from 1980 euros gross per month (1800€ base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 600 USD
  • SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Vacation:
  • During the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
Social and medical cover:
  • Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions:
  • The living conditions of the base are comfortable (A.C, comfortable beds, TV, tennis table, good cooking etc) with possibility of finding a wide range of goods for cooking. Despite restriction (curfew & limitation of movement), the level of activities is quite good (Sport: Soccer, volleyball…and interactions with other INGO).  The multicultural environment allows for enriching exchanges and extensive discussions, as the atmosphere is very uplifting. The problematic aspect is that security procedures are quite restrictive (which is normal given the context) but it means that movement are limited and that knowledge of the city and the culture will be also very limited.
