We are recruiting to fill the position below:

Job Title: Programme Officer, Inclusion Works

Location:
Sightsavers Country Office, Kaduna Nigeria
Reports to: Snr Programme Manager Operations, Nigeria Country Office
Responsible for: Coordination and Supervision of Inclusion Works Programme

Overall purpose and responsibilities: (the overall purpose and function of the job)
  • The Programme Officer Inclusion Works Programme (IWP) will work to enhance the quality of the IWP, which focuses on the economic empowerment of persons with disabilities through formal employment.
  • The post holder will ensure that the programme is planned, implemented, monitored and evaluated to the highest possible quality standards.
Principal Accountabilities (specific activities and end results)
Working with Partners (25% of time):
  • Identify partner organizations with whom Sightsavers can work to achieve the programme and organization’s strategic objective of ensuring that people with disabilities have equal rights and opportunities through both service delivery and advocacy work.
  • Build effective partner relationships and support longer term relationships that go beyond the duration of the project by disseminating information and advocating for the programme goals and Sightsavers work in general.
  • Support partners to identify their own technical and organizational capacity building needs and facilitate providing technical assistance to support them through the programme cycle.
  • Establish partnership agreements with partners where appropriate
  • Promote shared learning and collaboration between partners by facilitating partner networks and meetings.
Programme Management 50% of the time):
  • Work with the UK Inclusion Works programme team and other members of the consortia to coordinate implementation of activities and sharing of lessons learned.
  • Manage all aspects of the programme cycle with the partners including effective planning, implementation, monitoring and evaluation, financial and asset management, reporting and documentation.
  • Liaise and work with the Global Technical Lead (Disability Inclusive Economic Empowerment) and other internal expertise as required.
  • Supporting partners to ensure that programme documentation and reports are made available in a timely and accessible way.
Financial & Resource Management (15% of time):
  • Assist programme partners in the preparation of budgets and forecasts.
  • Monitor expenditure of project financial resources in liaison with the Finance and Support Services Manager (FSSM) and the Programme Manager.
  • Ensure that partners submit timely and accurate financial returns.
  • Ensure that partners manage and utilize programme assets as per Sightsavers’ and/or donor policy.
  • Follow up with partners on actions arising from audits carried out by the finance team or external auditors.
Information & Communication Management (10% of time):
  • Be proactive in providing good quality information on case studies and interesting news stories relating to the programme to support preparation of fundraising materials and advocacy materials for Sightsavers headquarters in UK
  • Ensure that the fund-raising and communication department in HH receive appropriate materials and information as required to support donor reporting requirements.
  • Participate in all PR activities related to social inclusion e.g. World Sight Day, Person with Disabilities Day etc.
  • Represent Sightsavers in programme and disability related meetings and advocate for Sightsavers philosophy and policies.
  • Disseminate information about Sightsavers and its work to partners
  • Attend to visitors to and from the programme and partners.
The principle accountabilities are not meant to be an exhaustive list of tasks. The need for flexibility is required and the job holder is expected to carry out any other related duties that are within the employee's skills and abilities whenever reasonably instructed.

Qualifications, Knowledge and experience
  • A tertiary qualification (Bachelors or above) in Social Sciences, Education, Development Studies or Public Health.
  • Prior experience with labour market issues including labour market skills assessment, skills training/development, internships, job placements and job fairs
  • Knowledge of current issues and best practices in disability, the Sustainable Development Goals (SDGs) and employment.
  • Familiarity with national legislation and policies in the field of disability, human rights and employment.
  • Extensive experience implementing programmes, including experience of the disability sector.
  • Experience of designing, managing and carrying out advocacy work for social inclusion/disability programmes.
  • Experience providing technical assistance to other organizations
