Founded in 1991, SIF is a non-profit and non-political organization dedicated to alleviate the suffering of the poorest people. SIF acts wherever humanitarian and social needs require mobilization of emergency relief and/or implementation of development programs.
We are recruiting to fill the position below:
Job Title: Project Development Officer
Location: Based in Maiduguri with visits to project locations
Line Manager: Head of Mission
Duration of contract: 4 month with possible extension
Role Within The Organization
Provide strategic leadership for the development of SIF programme; coordinate programme development and implementation across various locations in Nigeria; ensure quality programme implementation and timely delivery of all programme commitments; support results based management in project portfolio management (monitoring and evaluation, achievement of targets) and in relation to staff managed directly; monitor adherence to financial planning; manage field based programme staff, develop project proposals and represent Nigeria mission programme towards external parties within agreed parameters.
Missions And Activities
SIF is seeking to recruit a highly motivated individual for the position of Project Development Officer (PDO) to work in its office in Maiduguri office with frequent travelling to the project site.
The tasks described in this job description are not exhaustive or limited. Due to the nature of the mission and the organization, PDO Officer may be requested to perform further tasks related to his responsibilities.
Objective 1: Strategic Programme Design and Development Activities:
Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy partner meetings.
Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.
Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.
Obtains approvals by reviewing proposal with key providers and project managers.
Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate; implementing changes.
Updates job knowledge by participating in educational opportunities; maintaining personal networks.
Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
Ensure that all programme activities meet required quality assurance standards, including international SIF standards as well as Sphere, sectoral good practice standards and donor requirements.
Ensure that programmes are in line with Nigerian Government Humanitarian and development priorities and Nigeria Humanitarian Response Plans.
Ensure that all projects have timely and quality inception and exit strategies.
Ensure the development and application of best practices and sound technical interventions in programmes is duly documented and disseminated and incorporated into strategy development and planning
Ensure that communities in the programme areas are centrally engaged on the programming and give full social acceptance to SIF and its activities.
Support decision-making in relation to programme implementation, and assist in identifying solutions to problems that arise during the implementation of programmes.
Ensure that programmes are implemented and evaluated in a participatory and consultative manner through regular field visits.
Maintain online tools for the systematic tracking of programme targets, result and output indicators, ensuring updated and accurate measurement of all achievements against commitments.
Ensure the timely submission of high-quality reports, to donors and to HQ according to appropriate guidelines including compliance with donor standards.
Objective 3: Networking
Activities:
Along with the Head of Mission maintain and build in-country relationships with institutional donors, government, INGOs, NGOs, and civil society organizations in the area of operations within agreed parameters.
Proactively identify opportunities to build key stakeholder relationships that further programme development and take initiative to follow-up with necessary actions.
Participate regularly and proactively in clusters and coordination networks and platforms, in coordination with colleagues, both contributing and gleaning information, and ensure that SIF Nigeria mission is well represented at national.
Ensure that area and sectoral managers actively participate in relevant clusters and working groups.
Ensure that project budgets are judiciously spent according to the intent and purpose of the donor and SIF and are spent in a timely and a transparent manner in order to reach programme goals.
Objective 4: Reporting
Activities:
Submission of monthly report to Head of Mission by 5th of following month.
Qualifications And Experiences
University degree in Project Management or any related subject from recognized University.
Post-graduate qualifications (or equivalent experience) in social sciences and/or international development, humanitarian relief, public administration or related fields.
At least 5 years’ experience in International NGO as program / Field Officer
