We are recruiting to fill the position below:

Job Title: Project Manager - CCCM (NHF)

Supervision of: 15 national staff

General Context of the Project

Nigeria has been experiencing an influx of internally displaced persons since the beginning of the conflict in 2009 as a result of violent insurgencies by armed organised groups attacking villages, killing people, abducting women and girls and using children as human bombs. States such as Borno, Bauchi, Taraba, Gombe, Yobe and Adamawa were the most affected. The government carried out military operations, to defend, take back control of its territories and free and rescue the trapped civilian in these areas. As a result of these Armed Organised Group (AOG) attacks and military operations, the situation quickly escalated into a humanitarian crisis in 2015 due to the large number of internally displaced civilians that were in an urgent need of protection and lifesaving assistance.

To date, 2,026,602 displaced people have been registered in the different Local government safer areas, where camps or camp-like settings have been formed for people searching for refuge and assistance. However, only 40% of the displaced population stays in the camp while about 60% live with relatives and friends in the host communities. Over one million more people are believed to be trapped in the hard to reach areas, who may also want to find safety in the safer LGA across the North eastern states. The 10 years unending insurgency has left a heavy toll on the government infrastructure and capabilities to meet the demands of its affected population yet adding on the already existing chronic poverty levels and underdevelopment, with now over 7.6 million people in need of life saving assistance and 2.02 million people of these are internally displacement, while 1.6 million people are returnees.

The largest IDP, refugee and returnee’s population is in the three north eastern state of Borno with 73% IDPs, Adamawa with 10%, and Yobe with 7% (DTM around 26 report), who have also suffered repeated displacement. In response to this humanitarian crisis, 94 humanitarians implement partners have been registered to provide lifesaving assistance targeting about 6.1 million people in the eight main sectors of intervention including food, WASH health, Shelter/CCCM, education and protection. The CCCM/Shelter/NFI sector targeted 900,000 IDPs for assistance within the camps and camp like settings for the last three years, and now predicts an increment in new arrival movement in the next three years. This increase in IDPs is expected to rise to about 1.4 million people in the next few years where the need of assistance and protection services within camp and camp like settings will be required.

According to the recent multi sector needs assessments, DTM report round 25, Humanitarian Situation Reports and the Humanitarian Needs Overview, shelter and non-food items ranked among the most unmet needs of the IDPs and returnees. It was also noted that the need for coordination and monitoring partner service delivery as well as the movement trend in the camp was very pivotal in this humanitarian crisis through the provision of camp coordination and camp management services in collaboration with National Authorities.

Currently in Borno State where this CCCM project will be implemented, IDPS, returnees and refugees together with the host community still face massive need for life saving assistance such as food, water, health, education and protection. When fleeing from their places of origin to the camps due to the conflict, communal clashes or natural disaster, IDPs usually bring nothing with them for restarting their life. This situation creates urgent need for shelter and non-food items as basic human needs for survival. The national authorities (SEMA and NEMA, LG chairmen) remain the camp administrators in the camps, but due to the size of the population and lack of capacity, the CCCM humanitarian partners support the national authorities to manage camps, share information and coordination responsibilities in order to bridge the gap between beneficiaries and service providers.

General Purpose of the Position
  • Under the overall supervision of the Head of Base, the PM will be responsible for the whole management of the project (implementation, financial management and project reporting).
Main Responsibilities and Tasks
Project Management:
  • Start-up, monitor and evaluate activity plan and implementation of the project activities;
  • Production of monthly internal specific report and elaboration of mid-term and final report according with Donor rules and regulation;
  • Contribute to the start-up and implementation of specific data collection and M&E tools related to the Protection/CCCM/NFI activities;
  • Represent INTERSOS into cluster meetings (if needed)
  • Supervise the implementation of project activities in a timely manner
  • Manage all financial resources allocated to the project, including budget holding responsibility, production of financial plans and cash forecasts and verification of budget vs. actual on a weekly and monthly basis
  • Manage all logistical procedures for the project in coordination with the Logistic Coordinator – ensuring INTERSOS and donor requirements are met and proper documentation is collected and maintained for all procurement
  • Ensure data is collected regularly to respond to agreed indicators
  • Carry out rapid assessments to investigate further programming opportunities inside Borno State;
  • The PM will be in charge also to support the HoM and HoB in management specific activities such as:
  • New project proposal along with Technical Coordinator
  • Rapid assessment related to INTERSOS strategy in the country.
Program Quality:
  • Build capacity of INTERSOS to meet minimum standards for Protection, CCCM and NFI programmes in Emergency, including training and mentoring of the staffs with the technical support of the senior management
  • Technical support for Protection/CCCM/NFI activities throughout the programme providing insights to national and international staff on the standards including tools and methodologies.
  • Work with the mission Protection, CCCM and shelter team to strengthen these sectors in INTERSOS Nigeria Mission.
Coordination:
  • Ensure 5W matrices are submitted to the State Clusters as per the agreed reporting schedule
  • Represent in close coordination with the HoB and the Protection, CCCM and shelter/NFI departments the program with national authorities, non-state actors, UN agencies, NGOs, donors, etc. in Borno State and in Abuja;
Human Resources:
  • Recruit and train national staff as required to achieve the project objectives;
  • Work with the HR and administration department to ensure all administrative procedures are followed for Staff in the field - updated personal details on file, accurate ToRs for each staff member, payrolls etc.
Education
  • University Degree in International Cooperation and/or other relevant sector related to the project component
Professional Experience:
  • At least 3 years of experience as project manager, multi-sector approach experience preferred
  • Technical background in protection and Camp Management - related project
Professional Requirements:
  • Demonstrated leadership and interpersonal skills
  • Excellent computer skills (proven computer literacy, in particular proficiency with MS Office tools is a must)
  • Demonstrated experience in staff supervision and remote management models
  • Strong experience with monitoring tools and systems
  • Willingness to accept basic living standards, curfew and frequent field missions;
  • Experience in working and living in multi-ethnic and multicultural context;
  • Stress - management
Languages:
  • Full professional proficiency in written and spoken English
