Job Description
  • The FPSO Project Manager has accountability for the safe delivery of the BSWA Floating Production, Storage and Offloading (FPSO) system, post DG-4 through to First Oil in line with agreed budget, schedule, Shell, Co-Venturers' (CoVs) and host government aspirations and TQ plan. The FPSO Project Manager sits in the BSWA Project Technical Leadership Team (TLT) and reports directly to the BSWA Project Manager/Director.
  • The position will be located at the project head office in Lagos throughout the Define Phase and there is a potential opportunity for the incumbent to continue into the Execute Phase subject to the project achieving Final Investment Decision (FID) and satisfactory performance by the incumbent.
  • In the Execute Phase, the position will continue to be located in Lagos with frequent travels to areas of project activities within Nigeria and internationally as required.
  • Other TLT members include the Project Manager/Director, SURF Delivery Manager, Wells Delivery Manager, Project Controls & Services Manager, Project Assurance & Technical Delivery Manager, Operations Readiness Manager, HSSE Manager, CSU Manager, Finance Manager, QA/QC Manager, HSSE Manager, Asset Development Manager, C&P Manager, External Interface Coordinator, Nigerian Content Coordinator and HR focal point
  • The FPSO Project Manager will lead the FPSO Leadership Team comprising her/his direct reports - Hull Manager, Topsides Manager, FPSO Construction Manager, FPSO Integration Manager and those from other functions including the FPSO Project Services Lead, FPSO CP Lead, FPSO HSE Lead and the BSWA Commissioning and Start-up Manager. 
  • The FPSO Project Manager is accountable for coordinating and managing all the out of country and in-country FPSO hardware delivery execution activities to promised project assurance, technical delivery, HSSE, quality, schedule and cost targets.
  • A major element of the FPSO Project Manager’s job is the execution of the FPSO design, construction, integration, offshore and hook-up scope of work.
  • This job will include responsibility for ensuring that all surface facilities interfaces with the Subsea, Umbilicals, Risers and Flowlines (SURF) team and interfaces with Wells, Subsurface, Technical Delivery and Operations Readiness are properly managed.  She/he will ensure effective and seamless working with various organisational stakeholders in PTP/D, STASCO, STUSCO, SNEPCo and UPO.
  • She/he will support the BSWA Project Manager/Director in representing the project from an FPSO technical viewpoint in managing external interfaces with Co-Venturers (CoVs) and Nigerian government agencies including NNPC, NAPIMS, DPR, NCDMB, FME, NIMASA, etc.
  • She/he will be one of the two deputies for the Project Manager/Director on all technical matters
Accountabilities will include:
  • Participate as a member of the Project Technical Leadership Team (TLT) in setting and steering overall project goals and direction.
  • Contribute to the evergreen maintenance of the Basis for Design, Project Execution Plan, Risk Management Plan, HSE/QA Plan, Contracting Strategy, Nigerian Content Plan and other key project documents during the Execute Phase.
  • Function as Contract Holder (CH) for the FPSO and Design & Manufacture of Major Rotating Equipment (D&M) contract packages with a total estimated value of US$2.4 Bln during Execution Phase 2018 to 2023 within budget and in accordance with Goal Zero objectives. The Contract Owner (CO) will be the Project Director.
  • Manage site teams during design, procurement and fabrication or conversion of the FPSO hull and the design, procurement and fabrication of the FPSO topsides modules work scope.
  • Manage the onshore integration of the FPSO hull and topsides both in the Far East and Nigeria in-country locations and the offshore installation and hook-up of the completed FPSO.
  • Manage contract execution as well as monitoring and reporting cost, schedule, progress, quality and HSE.
  • Ensure integration of SNEPCo Operations Readiness team throughout design, construction and commissioning.
  • Develop Nigerian nationals assigned to the project to enhance their competence through knowledge transfer in project management and technical disciplines associated with major deepwater production systems.
  • Driving and achieving compliance with the Nigerian Content requirements of the BSWA project
  • Driving and achieving the BSWA project HSSE & SP, FPD, QA/QC, TIV, Classification and Certification targets.
  • Resource the sub-project team adequately to execute the work, manage Shell interfaces with PTP/D, STASCO, STUSCO, SNEPCo and UPO.
  • Ensure that all work is done in a manner consistent with Shell policies and standards.
Responsibilities/Scope of Work
  • The FPSO scope of the project will be delivered through two major EPC contracts, EPC-1 for FPSO and a contract for Design and Manufacture of Major Rotating Equipment (D&M) to be novated to the EPC-1 contractor at project sanction. The FPSO Project Manager will in addition be responsible for a project management budget (Owner’s cost) of US$250 Mln or US$40 to US$60 Mln annually. There will be 4 or 5 direct and about 15 indirect reports to the positon.  The Shell FPSO project team size will be approximately 90+ Shell and contract staff personnel (JG 7 – 2 or equivalent) of diverse nationalities at peak execution. The peak number of this job position’s Execution organisation including EPC contractors, subcontractors, vendors, etc. will be in excess of 900 people resulting in 5 – 7 million man-hours of work during Execution. 
  • The execution of the FPSO scope will take place in at least two, potentially three or four, key geographical areas as follows:
    • Detailed design work will be carried out partly in Europe and partly in Nigeria or Far East and Nigeria.
    • A new-build FPSO will be fabricated in the Far East or an existing trading tanker hull will be procured and will be converted in the Far East.
    • At least 50% of the topsides modules will be constructed in the Far East and integrated with the hull in the Far East.
    • About 50% of the topsides modules will be constructed in Nigeria and some of it integrated with the hull in Nigeria.
    • FPSO installation and hook-up will be carried out in Nigeria.
    • FPSO site teams will be located in the various contractor engineering offices and fabrication sites within and outside Nigeria.
    • The FPSO Manager will be responsible for the technical and commercial scope of the FPSO contract.
    • Primary interfaces include the BSWA Technical Leadership Team, the BOM, General Manager SNEPCo Deepwater Projects (DWP), DWP Leadership Team, Bonga Main Asset Manager, PTP/D, STASCO, STUSCO, SNEPCo, UPO Co-Venturers, NNPC/NAPIMS, Government Regulators (e.g. DPR, NCDMB, FME, etc.), other contractors and vendors.
Requirements
  • Minimum Bachelor's degree in Engineering with at least 15 years’ experience in upstream EP projects with emphasis on Design and Execution, preferably in the deepwater
  • Past work experience in the Gulf of Guinea (GoG) particularly in Nigeria will be an advantage. At least 10 years of experience directly related to deepwater (FPSO with subsea systems) delivery
  • Understand deepwater developments and played a leadership role in at least one major deepwater development project involving a Host and subsea infrastructure
  • Assessed at GPES Level 2 at least, but preferably at Level 3
  • Visibly demonstrate personal and company HSE commitment
  • Demonstrated capability to proactively implement plans, following through with sustained execution, meeting project milestones
  • Ability to deal with substantial uncertainty and multiple, often conflicting, goals and priorities. Provides clear and decisive leadership in an environment of many competing priorities and diverse activities and issues
  • Keen awareness of key customer and stakeholder needs and business drivers, including economic, political, environmental, and social issues
  • Experience in managing major EPC contracts
  • Familiar with project development challenges in Nigeria or in other regions with similar challenges
  • Excellent communication skills.
