Consortium Coordinator - Dutch Joint Response for Nigeria at Save the Children Nigeria

Save the Children is a leading international organization helping children in need around the world. First established in the UK in 1919, separate national organizations have been set up in more than twenty-eight countries, sharing the aim of improving the lives of children through education, health care and economic opportunities, as well as emergency aid in cases of natural disasters, war and conflict.

In Nigeria, Save the Children has been working since 2001. The early focus was on getting children actively involved in shaping the decisions that affect their lives. Today, Save the Children is working in seven federal states - Zamfara, Yobe, Jigawa, Katsina, Kano, Bauchi and Kaduna - focusing on providing basic healthcare and protecting children.

We are recruiting to fill the position below:

Job Title: Consortium Coordinator - Dutch Joint Response for Nigeria

Role Purpose
  • The job holder will be responsible for the effective implementation of the various components of the Nigeria Joint Response Programme and ensure effective coordination among the implementing members, local partners and UNOCHA in Nigeria and the donor in the Netherlands.
  • S/he has principal responsibility for representation for the NJR program to donor and local Government entities. S/he provides strategic leadership and supervision of all grant activities across consortium members while ensuring the security, feasibility, and sustainability of the program and contribution to the beginnings of SCI Ambition 2030. He/she is employed by the SCI Country Office in Nigeria and based in Maiduguri.
Scope Of Role
  • Reports to: Humanitarian Programs Director (HPD), with technical reporting line to the Consortium Coordinator in the Netherlands
Dimensions:
  • Save the Children International is the lead agency of the Dutch Joint Humanitarian Response for Nigeria. The consortium is an initiative of 5 INGO’s funded by the Netherlands Ministry of Foreign Affairs under the Dutch Relief Alliance and include;  ICCO/ChristianAid, Tearfund, Terre de Hommes , ZOA and Save the Children
  • This initiative aims to contribute to more effective delivery of humanitarian aid by the Dutch government and humanitarian organisations. By implementing their own projects whilst collaborating under the umbrella of the joint response, the participating agencies aim to provide added value for several actors in the Netherlands and Nigeria. The value added ranges from efficiency gains for the Ministry of Foreign Affairs by funding humanitarian response through one humanitarian lead agency; improved learning and innovation by humanitarian agencies through exchanging resources and methodologies; to maximized impact on beneficiaries through strong collaboration in the field.
  • The projects are implemented in the Food Security and Livelihoods (FSL), Nutrition, Water, Sanitation and Hygiene (WASH) and Protection sectors. The identified results and locations fall largely within the strategic framework and objectives of the UNOCHA Humanitarian Response Plan for 2019.
  • The Consortium Coordinator role will be the overall lead for the consortium to ensure effective Programme implementation, monitoring, reporting, learning and innovation, coordination across 5 NGOs, 5 local partners and donor liaison. S/he will be responsible for the day-to-day management of the NJR program; resolving any arising issues during implementation of the program; maintaining contact with UN-OCHA, Sector leads, INGO forum, Netherlands Embassy, and other stakeholders; maintaining direct contact with the NJR Coordinator in the Netherlands; supporting cooperation amongst NJR partners and coordinating with all relevant coordination mechanisms; initiating added value activities; consolidating reporting; generating visibility.
  • He/she will be responsible for the effective implementation of the various components of the Dutch Joint Humanitarian Response Programme for Nigeria (NJR) and ensure effective coordination among the implementing members and local partners in Nigeria and the donor in the Netherlands.
Key Areas Of Accountability
Strategic Leadership and management:
  • Responsible for the overall planning, implementation and management of the consortium as well as the achievement of the goals and objectives of the consortium in a timely and cost effective manner
  • Ensure strong communication and coordination with all consortium members as a means to effectively achieve program objectives. Encourage transparency among and between consortium members to promote coordination and effectiveness
  • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
  • Design strategies, partnerships and interventions to guarantee the NJR program is gender and ability-sensitive/transformative and that Save the Children and implementing partners are accountable to beneficiaries.
  • Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by the donor.
  • Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Constantly look for more effective and efficient implementation and opportunities to increase impact
Programme Coordination And Quality:
  • Facilitate and advise implementing partners on reporting tools and adherence with MoU requirements and strategies. Ensure timely and quality reporting to the lead agency in the Netherlands for review and ultimate donor submission.
  • Ensure cooperation and coordination between the implementing partners regarding MEAL, knowledge and best practise sharing among member organizations to ensure effective and efficient delivery of the project.
  • Facilitate and lead the process of programme review and revision at country level in line with guidelines provided by the Lead in the Netherlands.
  • Ensure that effective information sharing mechanisms are established and maintained among all member organizations and partners in the country, and the Lead NL.
  • Provide technical assistance to member organizations in the development and implementation of the response and consolidated country strategies aimed at enhancing efficiency.
  • Promote harmonisation & complementarity amongst members, stimulating efficient use and sharing of resources, capacity and expertise aimed at achieving maximum impact of the joint response.
  • Promote collaboration on field level to maximize impact for the beneficiaries.
  • Ensure effective coordination of the joint response with INGO, UN, Diplomatic and Cluster coordination mechanisms through rapport building and regular face to face meetings
  • Monitor programs in the field through regular project visits, identify opportunities for strengthened collaboration and maximized impact for beneficiaries.
Learning, Reporting and Communication:
  • Ensure timely technical and financial reporting, review and provide feedback on compliance, progress, quality and completeness to members.
  • Promote and support members in generating Added Value, eg efficiency, effectiveness, relevance, and timeliness, while programming under the Joint Response.
  • Promote learning among members and organize learning events, plan and facilitate monitoring/support visits by Nigeria Joint Response Manager – Netherlands and the donor.
  • Supervising implementation of plans developed by CoP’s and support in the roll-out of these plans
  • Develop communication tools to be used for creating visibility on the response and the situation in Nigeria, eg, infographics and human interest stories. Document and disseminate project best practices, lessons learnt and success stories
  • Ensure adherence to the DRA vision 2018 – 2021 with a particular focus on strengthened accountability to beneficiaries, focus on gender transformative programming, localization of aid and harmonized programs and collaboration
Accountability and Compliance:
  • In coordination with NL lead coordinator ensure that guidance on budget realignment and programme revisions are shared with all members in country.
  • Provide assistance and support to country members on programme and budget revisions if and when needed.
  • Collect, review and analyze the individual members’ proposed revisions and ensure that they are in line with the guidance on realignment.
  • Consolidate country proposal for realignment (if applicable) and submit to Lead NL and SCI Nigeria approval process and procedures.
  • Convene quarterly country meetings (consisting of the Country Directors/designates) and advice and report on implementation progress, challenges and issues arising that require management attention.
  • Ensure compliance with MoU and Donor requirements.
  • Ensure NJR program expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.
Qualifications And Experience
Essential:
  • A self-starter with a minimum of Master’s degree in Social Sciences or relevant discipline
  • At least five years’ experience working experience in a senior management position within an emergency context,
  • Experience in more than one of the core sectors (Food Security and Livelihoods (FSL), Health, (Child) Protection and Water, Sanitation and Hygiene (WASH)).
  • Robust implementation and NGO emergency program cycle management experience, and with experience of working within a complex and matrix organisation structure
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Experience engaging with (institutional) donors and experience identifying and securing funding opportunities for consortia
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Significant knowledge of MEAL, monitoring and evaluation tools and experience with undertaking evaluations and reviews.
  • An  in-depth  understanding  of  national  and  international  development  issues  in particular in relation to children
  • Previous  experience  of managing  and  developing  a  team  and  the  ability  to  lead, motivate and develop others
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken English.
  • Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
Desirable:
  • Previous experience in Nigeria
  • Experience in managing a consortium portfolio.
  • Spoken Dutch is a value add.
