Job Title: Community Access Consultant
Location: Abuja, NG
Summary
Ipas Nigeria is seeking a consultant to develop a comprehensive Social and Behavior Change (SBC) Strategy.
The strategy will include a communication and monitoring and evaluation plan.
Strategy development should consider the viewpoint of multiple stakeholders including project participants and should be done through a gender lens.
The consultant will be based in Abuja with travels to Adamawa and Jigawa States.
Objectives The objective of the consultancy is to develop an SBC strategy to support Ipas Nigeria projects, including the following components:
To assess Ipas Nigeria adoption of the shifting gear strategy to the local environment.
To review current CBOs Scope of Work vis-à-vis 1) meeting on-going project commitment; & 2) meeting shifting Gear strategy expectations
To review and update community access CBOs engagement tool guides including but not limited to training manual
To develop community access specific IECs/SBC materials that strengthens access to services and enhances Ipas’s visibility
With pictorial illustration and in local dialect develop materials to mobilize women for services
Conduct a random assessment of Ipas’s CBOs to identify gaps and proffer recommendations
Consultant proposal to include:
Statement of interest and summary of relevant experience developing project-level SBC Strategies and desired consultancy fee
Theory driven approach to SBC
Previous experience in the region
Previous experience with the technical content
Proposed approach to project and high-level work plan
Represent the deliverables in a Gantt chart
Ability to use secondary data to conduct a specific contextual analysis and identify gaps that need to be filled in order to develop an SBC strategy
Familiarity with and ability to adapt pre-testing and communication planning tools
Familiarity with and ability to adapt M & E tools and methodologies for gauging the effectiveness of SBC Strategies
Qualitative/participatory research and analysis skills. Past experience with using research data to target messages to different primary and secondary audiences through appropriate media and channels
Collaborative working style
Ability to produce deliverables in a timely fashion
Excellent communication, writing, and organizational skills
Deliverables:
Based on Ipas’ Shifting Gears/SBC framework, develop a localized SBC Strategy in consultation with project staff, partners, and other key stakeholders including project participants.
Write Communication Plan outlining message themes and/or specific wording of messages, primary and secondary audiences, recommended communication channels and media, and roles and responsibilities for implementation.
Write M&E Plan setting benchmarks for success of the SBC strategy, for example message coverage, uptake of key behaviours and services, appropriate use of services and products.
The strategy should recommend specific methodologies and tools that can be integrated into existing project M&E system and roles and responsibilities for implementing M&E for SBC Strategy.
Update CBOs scope of work to reflect the new SBC strategy
Develop CBOs community engagement pictorial material, including IECs/SBC artwork.
Develop an Ipas visibility strategy guide.
SBC strategies that will be innovative in the engagement of community structures.
Deliver a 3-days capacity building workshop for Ipas Staffs.
Timeline:
The duration for this exercise shall be 30 days.

Rate to be negotiated
Ipas will cover travel expenses including meals and accommodations during the period of the consultancy.
