We are recruiting to fill the position below:

Job Title: Consultant - Architectural Firm for Infrastructural Extension/Classroom Construction

Location: Nigeria

Background
The Universal Declaration of Human Rights, 1948, International Covenant on Civil, Political and Cultural Rights, 1966, United Nations Convention of the Rights of the Child (UNCRC), 1990, African Charter on Human and Peoples’ Rights, 1981, African Charter on the Rights and Welfare of the Child, 1989, Convention on the Rights of Persons with Disabilities and its Optional Protocol, 2006, the EU Guidelines for the Promotion and Protection of the Rights of the Child (2017), are international legal provisions that seeks to protect the rights and sanctity of life. At the national level, Section 33 (1) of the Constitution of the Federal Republic of Nigeria, 1999, as amended, stipulates that “Every person has a right to life, and no one shall be deprived intentionally of his life, save in execution of the sentence of a court in respect of a criminal offence of which he has been found guilty in Nigeria”. 

The Child’s Rights Act, 2003, domesticated the Convention on the Rights of the Child and serves as a legal instrument for the protection of children’s rights in Nigeria and details associated with government responsibilities. Section II of the Child Rights Act of 2003 provided that “no child shall be subjected to physical, mental or emotional injury, abuse, neglect or maltreatment, including sexual abuse as well as torture, inhuman or degrading treatment or punishment, among others”.

The EU Strategic Framework on Human Rights and Democracy, adopted in June 2012, committed to integrating all children’s rights standards and principles into the design, implementation, monitoring and evaluation of all its policies and programmes[1]. Article 2 (Non-discrimination) of the EU guidelines affirms that ‘All children shall be protected from all forms of discrimination based on their and their parents’ race, colour, sex, language, religion, political or other opinion, national, ethnic or social origin, property, disability, birth or other status’.

The MATAI project sponsored by the European Union (EU) kick started in January 2019 working in partnership with the Vines Heritage Home (VHH) at Kuje in Abuja. One of the major interventions of the project is the construction of school and living facilities within the VHH compound in response to the educational needs of young children in the home

For this purpose, ActionAid requires the services of an experienced Architectural firm to carry out a series of activities necessary to achieve the construction component of its Mobilizing Action Towards the Abolition of Infanticide (MATAI) project. This component will involve structural extensions and the construction of school blocks at the VHH facility.

Deliverables
The following are expectations from the consultant:
  • To assess available facility at project site, take apposite measurements and produce appropriate building design
  • Submit Assessment Report/Risk Report
  • Produce costing plan, Implementation Plan and workable budget for developed building plan
  • Lead the process of and ensure that all Approvals are acquired from the relevant/legitimate authority
  • Support the development of an Expression of Interest (EOI) to get contractors for the building process
  • Provide technical support to AAN procurement committee and EU team that would be procuring the building contractor
  • Supervise the building process and monitoring on Defects Liability
Note: All applicants are kindly expected to note the following:
  • The core staff proposed in response to this EOI shall not be changed or replaced during implementation stage unless approved by AAN
  • The selected firm will work closely and under the supervision of the AAN MATAI project
  • The workers of the firm must adhere strictly to local, ethical and social norms. They must deal with all people impartially and equally regardless of sex, religion, ethnicity as well as social orientation and origin
  • Given that this construction will be carried out in a children’s home, all workers must sign and adhere to the child protection of the home
Qualifications and Criteria for Selection
The selected Architectural Firm is expected to have the following:
  • Must be registered in Nigeria
  • Must meet all the requirements set out in this document as note and criteria for selection
  • Must demonstrate experience and proficiency acquiring approval and supervising the construction of classrooms and hostel facilities in Nigeria
  • A minimum record of 3 similar projects must be provided in form of a list with contact details of previous clients
  • Must demonstrate the capacity to deploy enough qualified architects and personnel when required
  • Must have a clear plan on how to always monitor the project in site
  • Should have experience working with Charity or Non-Governmental Organisation.
Place of Work:
  • The consultant will establish an office at the site and equip it with minimum facilities.
  • The consultant will be expected to provide his/her own work equipment and space except where otherwise stated.
  • The selected consultant will sign a contract with AAN and is responsible for acquiring relevant tools for the task.
Timelines for Submission of Deliverables:
  • The consultancy ends on December 31, 2019. The construction project is expected to be completed before the end of 2019. The final report is expected to be submitted not later than February 02, 2019
Ownership of outputs:
  • Outputs of the work done belongs to ActionAid Nigeria.
Mode of Payment
  • The consultant firm shall be responsible for paying all necessary statutory taxes, however AAN shall deduct 10% Withholding Tax (WHT). The firm is expected to submit a Tax Identification Number (TIN) for the purpose of remittance
  • Payments to the firm for services rendered shall be made in tranches by AAN as follows: -
  • First Payment: this shall be upon signing a contract and shall be 50% of all eligible payments
  • Second Payment: upon 90% completion of the construction work, the firm shall be paid 30%
  • Final Payment: This payment will be 20% of the total payment. This payment shall be upon the approval of payment of the retention fee to the building contractor, even after the expiration of the contract. This amount (20% less the withholding tax of 10%) is also the retention fee for the Architectural firm, which would be six months after completion of the construction project.
