Job Title: Final Evaluation Consultant

Background to the Assignment 
IMC started operations in Nigeria in 2013 with a focus on building the capacity of local health systems and communities and ensure the provision of quality, accessible health and nutrition care for vulnerable groups such as children under five years. Currently 

International Medical Corps works in two states of the Federation namely; Borno and Kano. In 2013, the Nigerian government declared a state of emergency (SoE) in Adamawa, Borno, and Yobe states in the Northeast. Since the SoE was declared, there has been a significant increase of internally displaced persons (IDPs) in the Northeast with over two million IDPs to date, the majority of whom are in Borno State. International Medical Corps is implementing an emergency program in Borno with the IDPs as primary beneficiaries.

The OFDA funded project to be evaluated “Emergency WASH, Nutrition and Protection Assistance Project to Conflict Affected People in Borno State, North East Nigeria” is currently being implemented in Nigeria in 2018-2019 and the overall objective of the project is to “Scale up the response to the acute GBV, WASH and Nutrition needs of conflict affected populations.”

Purpose of the Assignment
  • The endline assessment is to assess the project implementation and assess its impact on the target beneficiaries by validating project outputs and outcomes. The results of the endline survey will be essential in determining the success of the intervention in achieving the project objectives.
  • To ensure that affected people have access to water, sanitation and hygiene promotion services. 
  • To increase protection for women and girls and provide critical response services for survivors of GBV. 
  • To prevent and reduce morbidity/mortality resulting from Acute Malnutrition amongst children 0-59 months through the provision of CMAM and IYCF-iE in Damboa, Maiduguri, Jere, and Konduga LGAs, Borno State.
Scope of the Assignment:
  • Project Timeframe: July 1, 2018 - June 30, 2019 
  • Geographical Coverage: Maiduguri Metropolitan Council (MMC), Konduga, Jere and Damboa in Borno State, Nigeria 
  • Target groups to be covered: this evaluation needs to cover the target primary and secondary beneficiaries as well as broader stakeholders 
  • Consultant, supported by M&E and sectoral Advisor of IMC, will conduct the evaluation. The consultant and the IMC national and HQ team will work as a team as much as feasible; support each other in developing methodologies, tools and approaches of the evaluation.
  • They will also support each other for conducting Key Informant Interview (KII) with relevant stakeholders, training for enumerators, data collection/validation, data analysis and interpretation and finalization of report.
Deliverables Description
The overall objectives of the evaluation are to: 
  • To evaluate the entire project in terms of effectiveness, relevance, efficiency, coverage and impact, with a strong focus on assessing the results at the outcome and project goals; 
  • To generate key lessons and identify promising practices in humanitarian work for learning; 
  • To undertake comparative assessment on the progress achieved in delivering the program results and identify key successes, gaps, and constraints that need to be addressed as well as issues that affected progress. 
  • To document good practices and generate evidence-based lessons learned and actionable recommendations to strengthen the strategies of ongoing and future programs. 
  • While the specific objectives are the following: The evaluation will include quantitative approach such as WASH and IYCF household survey which results will be compared to the baseline survey find on the below indicators and also formulate and provide practical and sustainable recommendations based on the survey findings. 
Evaluation Methodology 
The consultant who will be hired to conduct the evaluation will need to propose the evaluation design, and methodologies for the final evaluation. This will be detailed in his/her technical proposal for the evaluation and reviewed by IMC team. The following aspects should be included in the methodology:
  • Proposed evaluation design
  • Data sources
  • Proposed data collection methods and analysis
  • Proposed sampling methods
  • Field visits
Evaluation Ethics 
Ethics in data gathering and conducting evaluations is a key aspect for International Medical Corps. The consultant evaluator will imperatively need to follow specific precautions to ensure ethics and a no harm approach:
  • Guarantee the safety of respondents and the research team.
  • Apply protocols to ensure anonymity and confidentiality of respondents.
  • Select and train the assessment team on ethical issues.
  • Provide referrals to local services and sources of support for beneficiaries that might ask for them.
  • Ensure compliance with legal codes governing areas such as provisions to collect and report data, particularly permissions needed to interview or obtain information about children and youth.
  • Store securely the collected information.
The evaluator(s) must consult with the relevant documents as relevant prior to development and finalization of data collection methods and instruments. The key documents include (but not limited to) the following: Implementation of the Assignment Deliverables 
The consultant will, in coordination with the International Medical Corps team and under direct supervision of the Program Director: 
  • Review the core documents, including project baseline assessment, concept note, baseline survey and any other data/ information collected. 
  • Design the assessment and develop comprehensive data collection tools in line with internationally acceptable standards. The consultant will do this in consultation with the IMC team. These tools to include surveys and other approaches necessary, including focus group, gender disaggregated discussions, checklists etc. 
  • Be responsible for preparation of the endline WASH and IYCF Household survey, including review of population statistics, calculating the sample size, selecting clusters, and developing an efficient survey schedule 
  • Train the survey teams (including pre-testing questionnaire); work closely with the IMC team in the selection of surveyors as well as data entry teams 
  • Assume overall responsibility for implementation of the survey, including recruiting (in collaboration with HR and senior management at country level) and training of enumerators, data entry clerks 
  • Throughout the evaluation process special attention to be given to include women, pregnant women, girls, and persons living with disabilities and older persons in the process. Methodologies are expected to make necessary adjustments to ensure the inclusion of the above. 
  • Daily supervision of survey teams and daily data quality assurance 
  • Supervise data entry and assure data entry quality 
  • Be responsible for data cleaning and analysis 
  • Present preliminary findings to International Medical Corps 
  • Present the draft report of the findings for comments and feedback 
  • Revise and submit a final copy of the survey report including recommendations to International Medical Corps

Job Requirements
Qualification:
  • Degree in Public Health, Nutrition, Statistics or equivalent
Experience:
  • Experience in evaluating multi-faceted international health projects in conflict areas.
  • Minimum of 5 years’ experience working with INGOs
Competency:
  • Extensive evaluation and data collection and analysis experience.
  • Familiarity with project in emergency settings.
  • Strong analytical and problem-solving skills.
  • Belief in and understanding of gender equality, women’s rights and empowerment.
  • Willingness to travel to field sites frequently.
Languages:
  • Fluent English language skills are essential.
