Job Title: International Consultant - Baseline Assessment for the Spotlight Initiative on Ending Violence Against Women and Girls in Guyana

Background
  • In September 2017, the EU and the UN launched an ambitious joint partnership to eliminate all forms of violence against women and girls worldwide. The Spotlight Initiative (SPI) aims at mobilizing commitment of political leaders and contributing to achieving Sustainable Development Goals (SDGs). The Initiative aims at ending all forms of violence against women and girls, targeting those that are most prevalent and contribute to gender inequality across the world. The Spotlight Initiative will deploy targeted, large-scale investments in Asia, Africa, Latin America, the Pacific and the Caribbean, aimed at achieving significant improvements in the lives of women and girls. Guyana is one of the countries in the Caribbean to benefit from this transformative initiative.
  • The overall vision of the Spotlight Initiative in Guyana is that women and girls realize their full potential in a violence-free, gender-responsive and inclusive way. The Spotlight Initiative will directly contribute to the achievement of three of the Sustainable Development Goals (SDGs): Goal 5 on Gender Equality, Goal 3 on good health and well-being and Goal 16 on inclusive and peaceful societies.
  • The program will contribute to the elimination of SGBV through the creation of a broad partnership with Civil Society, Government, Private Sector, Media, among others; and, build a social movement of women, men, girls and boys as champions and agents of change at the national, subnational and community levels. A specific focus will be on reaching and including in the program women and girls who are often isolated and most vulnerable to SGBV and HPs due to intersecting forms of discrimination. The program will also seek to address the SRHR needs of all women and girls using a life-cycle approach.
The specific objectives of the baseline study are;
  • To provide quantitative and qualitative information as regards the prevailing situation with respect to VAWG, including DV and IPV data management at both national and subnational levels in line with the principle of ‘leaving no one behind and reaching those furthest behind first’;
  • To complete the Spotlight Initiative Results framework with appropriate baseline values for the identified indicators with missing data to determine the measurement of the Spotlight Initiative’s impact for all Stakeholders (Central Government, Regional Government and Local Government, Senior Management within the UN, the donor(s) and other partners, such as civil society and the women’s movement and even the general public);
  • To inform strategic decisions, allowing for the refinement of program and communication interventions through identification of possible constraints and opportunities for programming for the four main target groups  and
  • To provide recommendations on areas that need more attention and focus during implementation and ways to strengthen performance monitoring and maximize learning.
Scope of Work
The study will focus on collecting data for a set of Outcome and Output indicators drawn from the Spotlight Results Framework. The study will include the following:
  • Assessment of technical and financial capacity and needs of national data collection institutions and organizations for data collection, analysis (including gender analysis) and use;
  • Preliminary Assessment of policy and legislative gaps;
  • Analysis of national and sectoral plans and budgets, that is,
  • Analysis of development plans and strategies for all 6 sectors (health, social services, education, justice, security, culture) to assess whether or not VAWG is integrated into each and to what degree that integration exists.
  • Analysis of the national budget, calculating the proportion of national funding allocated to preventing and eliminating all forms of VAWG for both national and sectoral plans (Gender, Health, Social Services, Education, Justice, Security and Culture).
  • National Budget Allocation to SGBV and SRHR and performance auditing for relevant ministries.
  • Compilation of final report
Methodology:
  • This study will be designed in a modular approach and will consist of Knowledge, Attitudes, Beliefs and Practices (KABP) community-based study, mapping of existing coordination mechanisms, networks and institutions and in-depth analysis of national and sectoral plans and budgets.
  • The consultancy will propose methodology, tools and work plan for the  assessments and will also complie the final report- including the report of the field work- led by a local consultancy. The consultancy will also provide a capacity statement showing their previous experience in carrying out this type of work in the same or a similar context.

Requirements

Education:
  • Masters' degree in Statistics, International and Political Affairs, Development Studies or Economics, Law, Public Health Social Sciences or related fields.
Experience:
  • 5+ years demonstrated experience in similar capacity;
  • Good knowledge and understanding of research methodologies and processes;
  • Good organizational and programming skills with a focus on monitoring of project implementation;
  • Previous experience in the area of gender and development;
  • Experience in gathering and systematizing large amounts of data, evaluation of public policies, analysis of gender indicators and other related issues.
  • Knowledge of Guyana is required
  • Ability to manage people and work in teams is required as this consultancy is expected to work with a local consultancy.
Language:
  • Fluency in English, both oral and written is required.
