The Center for Clinical Care and Clinical Research is an indigenous, non-profit organization that promotes best practices in health care delivery, medical training and research using locally adapted models of health systems strengthening. We are recruiting to fill the position below:

Job Title: Monitoring, Reporting and Database Specialist

Reports to: Deputy Chief of Party/Director of Programs

Job Summary

  • The USAID/Nigeria funded Integrated Child Health and Social Service Award (ICHSSA) is to ensure that Orphans and Vulnerable Children (OVC) are cared for, and protected by their households, communities, and local and state government to reduce their vulnerability to HIV.
  • CCCRN urgently require the service of skilled, competent, and seasoned specialist in the field of Orphans and Vulnerable Children (OVC) program who understands the recent development in PEPFAR programming for Children and households susceptible to HIV.
  • The primary function of this STTA role is to setup and manage relevance, quality, availability and use of data and contextual information for the ICHSSA 1 project in Akwa Ibom and Cross River states.
  • The work focuses on the areas highlighted in Monitoring, Evaluation and Learning Plan (AMELP), gives particular emphasis to the areas of HIV/AIDS, although other areas will also be covered as per the OVC Case Management.
  • The main functions are to support data analyses and database management of HIV/AIDS related indicators of primary concern to USAID, including with quality assurance and fact checking of data; to assist in the analysis of core HIV intervention coverage results on the ICHSSA project.
  • The specialist is expected to embrace the shared vision for the project and effectively manage available financial and human resources to make that vision a reality.

Major Responsibilities

  • Update and maintain NOMIS databases on HIV/OVC related indicators, including forestimates and programme data
  • Support conduct of baseline survey, programme and estimate data at state and national level, including reviewing data from implementing community-based organizations and providing feedback to based on performance.
  • Validate the data from various sources, to ensure they are of high quality and meet the key standards before inclusion into the databases.
  • Support with the setup of ICHSSA Situation Room in Project Head office in Uyo, Akwa Ibom
  • Ensure that project activities are carried out in a timely manner per USAID approved work plan, and that the project achieves results in line with its annual approved work plan, and that the project achieves results in line with its annual PEPFAR targets in each program area.
  • Conduct monitoring visits to project locations to assess progress against targets and to provide coaching and direction to activities in areas where improvements are needed.
  • Act as the initial trouble-shooter when difficulties in implementation are identified; meet with necessary project participants, listen to challenges and actively identify solutions such that projects can continue as needed.
  • Assist in statistical analysis of HIV-OVC related data and support the production of key reports on HIV Cascade for Children in collaboration with the Programme Division and the CBO partners.Produce fact sheets and infographic on the HIV cascade performance for ICHSSA 1
  • Contribute to the on-going improvement of data quality at data collection stage, including through household verifications and routine programme reporting systems
  • Support development, modification and testing of OVC tools, where appropriate
  • Submit timely, accurate and professional reports that meet donor requirements. Prepare reports to be submitted for donors, State and local government offices.
  • Monitor local context and report on how changes in context may affect program activities. This includes changes in the security environment.
  • Closely collaborate and network with government stakeholders and others in order to ensure transition and sustainability of the program, continued partnership and sharing best practices in various fields.
  • Co-ordinate with other USAID partners or organizations in the area to ensure complimentary service provision to the project beneficiaries.
  • Perform other tasks assigned to him/her by ICHSSA Project Management Team.

Supervisory Responsibilities

  • The job holder will be supervised by the Director of Programs and would have supervisory responsibilities to monitor and supervise the activities of CBOs M&E focal persons
  • Key Working Relationships
  • Internal: Chief of Party, Deputy Chief of Party, Director of Programs, CCCRN Finance Management, And Administrative Officers
  • External: Community-based Organizations, USAID Implementing Partners, caregivers and household heads.

Skills, Qualification and Experience

  • Advanced Degree (Master's Degree or higher in Statistics, Public Health, Epidemiology, Demography, Monitoring and Evaluation, or related Social Sciences preferred); experience of PEPFAR/ USAID funded programs for HIV/AIDS programs is mostly desired.
  • Strong track record of HIV/AIDS programming, understanding of the PEPFAR 95-95-95 goals and proven ability to produce demonstrable technical and program results
  • Knowledge and understanding of OVC issues, Child Protection and Adolescent challenges and policy for HIV Care for Children, and OVC Case Management, in addition to extensive knowledge of key actors in these fields
  • Other skills and attributes: Must have computer skills in advanced Excel, Access, Word, PowerPoint, and other graphical software, as well as manipulation and analysis of data, preferably using STATA or SPSS. Ability to learn and use GIS for geo-spatial analysis and map production would be a must. Strong writing, communication, presentation, and interpersonal skills are required. Ability to cope with pressure and meet strict deadlines.
  • Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams
  • Proven track record of excellent relationship-building skills, including the ability to work effectively and with sensitivity, particularly in cross-cultural settings
  • Ability to think strategically and deliver results
  • Recent experience in OVC programing and service delivery in the designated states
  • Currently resides in Akwa Ibom or Cross River State and available to start immediately.

Required Travel:

  • Approximately 80% within the assigned state

Language:

  • Excellent English language oral and written communication skills
  • Fluency in English required, with fluency in either of the local languages in Cross River and Akwa Ibom.
