Job Title: Consultant - Gender and Social Inclusion Analysis

Locations: Abuja, Bauchi, Ebonyi, Kebbi, Sokoto

Health Workforce Management Activity

  • The United States Agency for International Development (USAID) Nigeria Health Workforce Management (HWM) Activity supports establishing a cost-effective, well-trained and motivated health workforce in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi and Sokoto States and the Federal Capital Territory (FCT). Banyan Global implements the project in collaboration with Abt Associates, the Institute for Healthcare Improvement (IHI) and Solina Health. The project also collaborates with local experts, universities, training institutions, the Federal and State governments and the private sector and provides support via targeted grants under contract (GUCs).
  • The overarching purpose of the HWM Activity is to support the establishment of a cost‐effective, well-trained and motivated health workforce, particularly in targeted rural and remote areas in the focus States of Bauchi, Ebonyi, Kebbi and Sokoto and the FCT. This approach will help address the shortage of skilled healthcare workers within Nigeria’s primary health care (PHC) system. To achieve this, the activity focuses on:
    • Strengthening the pre-service training learning environment and enhancing teaching faculties’ capacity to deliver state-of-the-art and gender-sensitive curricula.
    • Building a robust human resources information system (HRIS) to keep track of recruitment, deployment, retention and continuing education in both the public and private sectors.
    • Strengthening governance and management of the health workforce, in particular targeting rural areas; and
    • Conducting human resources for health (HRH) research to understand HRH practices and retention.

Health Workforce Management (HWM) and Gender and Social Inclusion (GESI):

  • In rural health facilities, general constraints, like poor infrastructure, lack of equipment and shortages of highly trained medical professionals, reduce the quality-of-care health workers can provide for all populations, including the most vulnerable. Gender and social inclusion issues exacerbate these constraints. These gender and social inclusion issues relate to women’s and men’s equitable opportunities to enter the health workforce, their access to pre- and in-service training to develop or upgrade skills and governance and management of the health workforce to motivate, retain and promote talent.
  • Some of the key considerations for gender and social inclusion in health workforce management include occupational segregation, constraints in developing and upgrading professional skills such as access to training, gendered factors in distribution of the health workforce and relocation to rural communities, motivation and retention, and gender and social inclusion in health governance and management such as female leadership and gender-sensitive policies.
  • The HWM Activity is committed to explicitly integrating gender and social inclusion. This will contribute to the achievement of the project’s overarching objective to establish a cost‐effective, well-trained and motivated health workforce, particularly in targeted rural and remote areas in the focus States of Bauchi, Ebonyi, Kebbi and Sokoto and the FCT. This intentional focus on gender and social inclusion is in alignment with USAID/Nigeria’s cross-cutting strategic priority area of inclusion. GESI cuts across all project activities.

Goal of the Gender and Social Inclusion Analysis:

  • The goal of the gender and social inclusion analysis is to address constraints that restrict or limit women’s or men’s (including youth) participation, opportunity, and retention in the health workforce and to integrate the considerations into interventions of the HWM Activity in order to improve human resources for health in Nigeria.

Objectives
The objective of the GESI analysis will be to:

  • Determine the key gender and social inclusion considerations related to health workforce management per the domains of ADS 205.
  • Analyze the key considerations related to the four objective areas of HWM including
  • Pre-service training learning environment and enhancing teaching faculties’ capacity to deliver state-of-the-art and gender-sensitive teaching delivery.
  • Building a robust HRIS to keep track of recruitment, deployment, retention and continuing education in both the public and private sectors.
  • Strengthening governance and management of the health workforce, in particular targeting rural areas.
  • HRH research to understand HRH practices and retention.
  • Map GESI stakeholders by state and result area
  • Develop and facilitate a training for all HWM staff and local partners at the State level
  • Develop a GESI action plan for each result area

Tasks
The following tasks are required to be carried out by the local consultant with the associated level of efforts (LOE); Tasks - LOE:

  • GESI Analysis and stakeholder mapping - 5 weeks (approximately 25 days of LOE)
  • Develop and implement a GESI training for all HWM staff and local partners at the State level - 1 week (approximately 5 days of LOE) -
  • Develop a GESI action plan for each result area - 2 weeks (approximately 10 days of LOE)

Deliverables:

  • State- and result-specific GESI analysis
  • GESI trainings conducted.
  • Result-level GESI action plans

Timeline:

  • The Gender Analysis will require a period of 45 working days on a five-day work week basis and its anticipated to go from March 2021 through June 2021.

Expected Number of Travel days for the consultancy:

  • 20days at Banyan Global Rate

Logistics:

  • All travel arrangements will be provided by the HWM Activity. A technical support team made up of the HWM MEL Specialist, HWM Gender Officer in Washington, DC, and other field staff will assist the Gender Consultant in the fieldwork.
  • However, the research team should consider other medium of conducting the research such as collecting data through mobile phone and other virtual means if there are restrictions on movement because of the COVID 19 pandemic.
  • Where the use of mobile phones and virtual means are imminent for data collection, HWM will ensure that respondents have access to the relevant platforms and internet facilities to aid the process.

Required Qualifications and Skills

  • Degree in Sociology, Public Health, Research / Monitoring and Evaluation, International Development, and another relevant field.
  • Minimum of 7 years of experience in international development and gender.
  • Experience working on gender and health projects, with preference for human resources for health projects specifically.
  • Experience in conducting gender analysis; experience conducting gender analysis with health projects highly preferred.
  • Strong familiarity with the Nigerian socio-cultural norms and structures.
  • Knowledge of USAID gender policies and strategies.
  • Demonstrated skills in qualitative research methods required.
  • Demonstrated capacity to analyze complex issues, draw relevant conclusions and produce a comprehensive technical report.
  • Strong writing skills.
  • Excellent interpersonal skills, including experience successfully interacting with USAID, implementing partners, government officials, civil society partners, and other stakeholders and facilitating trainings.
  • Cultural sensitivity, particularly in multi-ethnic and multi-religious contexts.
  • Fluency in English.
