Overview
The Hadejia Jamaare Komadugu Yobe Basin - Trust Fund (HJKYB-TF) is in the process of recruiting individual Consultants to undertake Environmental and Social Impact Assessments (ESIA's) and propose Environmental and Social Management Plans (ESMP’s) and Environmental and Social Safeguards for the following projects: (i) Challawa Gorge Dam Watershed Management Sub-Program; (ii) Gashua Irrigation Scheme Rehabilitation Sub-Program ; and (iii) Jama’are River Regulation Sub-Program.

An individual consultant will be assigned to one project (1 individual consultant per project) and the assignment is part of the preparing and appraising of the Komadugu Yobe Basin Priority Projects Program in Nigeria for possible financing by the AfDB and other Development Partners.

The services included under each assignment are as follows:

• The Consultant will be required to undertake an Environmental and Social Impact Assessment (ES IA) and propose an Environmental and Social Management Plan (ESMP) and Environmental and Social Safeguards. The land acquisition, resettlement, compensation and valuation of land required or affected by infrastructure shall be fully determined by the Consultant induding stakeholder consultations and disclosure requirements consistent with the applicable environmental laws and regulations.
• The consultant will assess and summarize the current available data on the major environmental and social characteristics of the proposed project areas: water, air, land, biological, socio-economic, health and historical / cultural aspects. Carry out site visits to the identified project sites.
• The consultant will assess potential environmental impacts of alternative scenarios included in the feasibility report of the proposed project. The Environmental Specialist will identify cost-effective mitigation measures to reduce or avoid adverse impacts or to enhance beneficial impacts
• The Consultant should prepare site-specific ESMP (draft and final versions). The site-specific ESMP should identify in detail relevant impacts, specific measures and practices suited to avoid or minimize adverse effects as well as specific monitoring program, institutional and implementation arrangements together with related cost estimates.

Qualifications
The minimum qualifications and experience of the Consultant are:

• Environmental Management Specialist shall have a Master's degree in Environment Engineering / Environmental Science with fifteen (15) years relevant experience in undertaking strategic environmental assessments, environmental impact assessments, etc. and in environment management planning. Also, knowledge of Financier Social and Environmental Safeguards is a must. In addition, must have a specialized training in EIA / EM.
• The EIA and Environmental Specialist shall be fully certified and registered for conducting of EIA in accordance with the recognized environment management authority.
• Have excellent team work and communication skills and both oral and report writing ability in English.

Assumption of duties and Duration of Contract:

• The successful applicant may be expected to assume duties on April 22, 2021 or earlier. The duration of each contract is Two and a half (2.5) months.

Evaluation Criteria
The prospective consultants’ expression of interest will be evaluated based on the following criteria:

• General qualification and suitability for the task to be performed: 40%
• Experience in the specific assignments described in the TOR: 40%
• Experience with international organizations: 10%
• Language Proficiency: 5%
• Knowledge of the African Region, and Nigeria in particular: 5%
