Project Overview and Role
Health Policy Plus (HP+) is a USAID-funded seven-year $222 million project awarded to Palladium in August 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.
HP+ provides technical assistance to governments, civil society, and the private sector to effectively engage in domestic resource mobilization (DRM), put in place sustainable financing and accountability mechanisms, and make progress toward global, national, and subnational health goals. HP+ has been engaged by the USAID Nigeria Office to conceptualize and design activities to improve sustainable financing for HIV/AIDS.
Primary Duties and Responsibilities
The Technical Advisor will provide technical and coordination support to health financing work of HP+ state level and national level activities under the guidance of the Lagos State Team Lead and the Country Director.
The Technical Advisor will work together with the State Team Lead in HIV DRM and state health insurance system (SHIS) Integration work in Lagos state, as well as provide support to national level HIV DRM efforts.
Key Responsibilities
Provide technical support on budget advocacy for HIV in Lagos state to State Ministry of Health (SMoH) and State Agency for Control of AIDS and other relevant agencies
Support collection, analysis, and generation of evidence for local production of HIV commodities in Nigeria, and the development of a policy brief
Provide technical support towards integration of HIV services into the benefit package of Social Health Insurance Scheme, and monitor and track implementation progress
Provide necessary technical support to Lagos State Health Management Agency towards expanding health insurance coverage to the people of Lagos State
Participate in design, preparation and facilitation of workshops and roundtable engagements with stakeholders as necessary
Other tasks assigned by State Team Lead and Country Director.
Required Qualifications
An M.B.B.S degree or similar qualification in public health, economics, statistics, or other related discipline
A postgraduate qualification in public health or health economics, or certifications in health financing
Three to five years of relevant work experience in health financing, DRM or public financial management (PFM)
Experience in HIV/AIDS and health insurance preferred
Proficiency with Microsoft Office Suite (MS Excel, Word, PowerPoint, etc.)
Ability to meet tight deadlines and attention to detail
Excellent interpersonal skills
Strong English writing, oral communication, and reporting skills
Flexibility, adaptability, and resourcefulness. Ability to take initiative and/or respond independently to situations.
