Job Title: International Consultant to Conduct Child Protection Needs and Service Gap Analysis in North East Nigeria

Purpose of this Post

  • Under the guidance of the Child Protection Sub-Sector (CPSS), the Consultant is responsible for conducting a gap analysis on child protection needs and services, including the development of relevant tools, in selected priority Local Government Area (LGAs) of Adamawa, Borno and Yobe States in Nigeria.

How Can You Make a Difference?

  • Identify and analyse existing child protection risks in the three prioritized states to inform prevention, risk mitigation, and response strategies and activities for children affected by the emergency situation in NE Nigeria.
  • Map and assess existing multi-sectoral services, resources, and activities for children to understand the availability, accessibility, acceptability, and quality of child protection services, ensuring children’s voices and perceptions are reflected in the analysis and ensuring prominent gaps and barriers to services are identified.
  • Recommend priority actions and effective approaches to address the most concerning child protection needs and service gaps identified, promoting a child protection perspective highlighting links to other humanitarian and development efforts and sectors.

Key Assignments / Tasks

  • Conduct a Secondary Data Review, reviewing key documents and data, including the 5Ws (i.e., Who, What, Where, When, and for Whom tracking), Humanitarian Needs Overview and Response Plan, previous assessment reports, and other secondary data from Child Protection and other sectors that describe the situation of children.
  • In collaboration with the Nigeria CPSS, develop questionnaires and tools for consultations related to child protection needs and service gap analysis, including tools to assess the availability, accessibility, acceptability, and quality of services and to understand perceptions of risks for girls and boys across various age ranges. 
  • Tools must be adapted for preferred methodology (e.g., Key Informant Interviews, Focus Group Discussions, observation, or other methods) and according to target audience.  Tools to be used with children must reflect safety and ethical principles for engaging with children. 
  • Coordinate with the CPSS to translate tools in 9 languages and contextualize for each LGA, Hausa and Kanuri Languages to be prioritized first for immediate use.
  • Facilitate brief orientation/training on developed tools and interacting with children and ensure familiarity with existing referral pathways for sub-sector members who will be supporting on consultations, interviews, and focus group discussions
  • Conduct interviews with key stakeholders, including community leaders, children, youth, local authorities and relevant ministries, service providers, and Child Protection partners, including NGOs and UN agencies.  This will include travel to the three States to conduct Key Informant Interviews and Focus Group Discussions.
  • Draft report with findings, analysis, and recommendations, covering all specific objectives detailed above.  This analysis and recommendations will be reflected in the 2022 Humanitarian Needs Overview and Response Plan.
  • Consult with sub-sector members and other key actors to present initial findings, analysis, and recommendations and facilitate a workshop to review and receive feedback on the draft report.
  • Based on consultation, adjust, finalize, and present the final report.

Qualifications
To qualify as an advocate for every child you will have…

  • University Degree in Social Sciences, Data Management and Statistical Analysis, or other related Degree
  • At least 6-7 years of demonstrated professional experience in Child Protection in Emergencies (CPiE) in humanitarian contexts. Additional 2 years for candidates holding only bachelor’s degree.
  • Knowledge of and familiarity with the Child Protection Minimum Standards, their role within the child protection sector and humanitarian sectors.
  • Strong research, assessment, analytical skills.
  • Strong information management (IM) skills and familiarity with CP IM tools.
  • Demonstrated skills in communicating with children and designing focus group discussions with children
  • Demonstrated experience in planning and conducting humanitarian assessments, preferably child protection-related assessments.
  • Computer skills, including MS Office, Excel, PowerPoint, online survey tools.
  • Familiarity with multi-sector approaches to assessment and programming preferred.
  • Exceptional English speaking/written skills.
  • Previous experience working with UNICEF is highly desirable.
