The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014, the IRC moved into Adamawa State in North East Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations.
IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri and Monguno of Borno state and Damatru of Yobe State. The IRC is responding at scale to the humanitarian situation across sectors including Education, Child Protection, Health, Nutrition, Women Protection and Empowerment, Environmental Health, Economic Recovery and Development, Protection and Rule of Law, and Governance.
Job Overview / Summary
IRC is currently implementing:
FCDO-funded Education in Emergency project (2017 – 2021) that aims to ensure that 54,000 children are able to learn in a safe environment responsive to their needs (literacy, numeracy and social and emotional skills) in Borno and Yobe States by September 2021.
A USAID-funded project (2019 – 2021) in collaboration with Harvard University’s Graduate School of Education, which aims to test the delivery model of an array of flexible social and emotional activities and games in IRC-supported schools in Borno and Yobe states.
ECHO - funded ‘Protective and adaptive Education Approaches for Children in Emergencies (PEACE)’ which aims at supporting more than 81,000 school-aged boys across BAY states to access and learn in safe educational environments, together with Child Protection.
Educate A Child Programme “Improving Access to Education for Conflict-Affected Children in Northeast Nigeria” that aims to reach 20,000 children in BAY States with quality non-formal education services.
The M&E Officers to be based in Damaturu and Maiduguri will be responsible for the overall coordination of the monitoring, learning and evaluation related activities of the FCDO-EiE, USAID DIV, EAC, and ECHO PEACE Projects in the respective state (Yobe or Borno). This position is based in Damaturu or Maiduguri and reports to respective State Education Managers.
Major Responsibilities
Closely work with Education and M&E staff in Borno, and Yobe to make sure that all the education projects in the state have standard monitoring tools that capture both program activity and indicators progresses.
Ensures proper implementation of the education projects’ accountability/feedback mechanism in their respective states.
Assist Education M&E Manager in conducting and documenting project learning, and sharing lessons learned and best practices, incorporating these into project implementation.
Facilitate the preparations of monthly project activity plans including M&E plans
Work with project staff to determine which monitoring activities will take place and which data collection methods to use
Work with project staff to ensure that the project work plans include monitoring activities (or that a stand-alone monitoring work plan is in place), is up-to date and progress tracked
Work with project staff to develop, translate, pilot, and finalize data collection tools as needed.
Work with projects to ensure that data is collected and entered databases and tracking sheets, and the data platform regularly.
Work with project staff to track progress on action points related to implementation and M&E activities
Work with EAC project staff to provide M&E inputs for reports written during project implementation.
Closely follow up the field data collection and flag the data collection issues to the Education Managers and Education M&E Manager
Conduct data quality audits of project data to identify and resolve systemic problems affecting data quality.

Qualifications
University degree in Statistics, Social Science, Development Economics, or a related discipline.
Minimum of three years of experience within the development / humanitarian sector
Proven technical skills in monitoring and evaluation, experience with qualitative and quantitative data collection and analysis
Proven abilities in developing monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring
Demonstrated ability to train and build the capacity of others
Comprehensive knowledge of humanitarian accountability principles and their translation into practice
Strong planning, organizational and interpersonal skills
Excellent analytical, presentation, and reporting skills
An excellent database, data management, and data analysis skills, with experience using at least two software applications such as Microsoft Excel, Access, SPSS, STATA, Epidata, Epi-Info
Willingness to travel extensively in northeast Nigeria, including to remote and/or insecure locations
