Job Title: Gender Based Violence (GBV) Officer (GAC SRH/ GBV Project)

Location: Dikwa, Borno
Employment type: Full time

Job Summary

  • CARE Nigeria is seeking the engagement of a Gender Based Violence (GBV) Officer for its GAC- funded integrated Sexual Reproductive Health (SRH) and Gender Based Violence/protection project.
  • The GBV officer will be responsible for planning, implementing and providing technical support for the provision of quality survivor-centered case management/psychosocial support services to GBV survivors in the project’s field operational areas in Borno State.
  • She/he will be based in Bama.
  • The position reports to the Project Manager and works with a team of GBV Assistants from the partner local organizations, together with community structures and health.

Key Responsibilities and Tasks
Job Responsibility 1: Case Management and Psychosocial support:

  • Support provision of professional psychosocial and confidential services to survivors of GBV, grounded in the CARE’s holistic, survivor-centered case management approach.
  • Facilitate access sexual assault survivors access to clinical care at the support centers
  • Ethically and confidentially document client information through accurate filling of CARE provided intake forms and ensure confidential and safe storage
  • Support the maintenance of the CARE’s case management system by maintaining client confidentiality
  • Regularly update the GBVIMS data base with information collected in the intake forms during case assessment and action plan.
  • Ensure all Women and Girls safe spaces and Case management standards and guidelines are upheld at all times.
  • Supervise and coordinate the activities case workers and GBV assistants in the Safe spaces.

Job Responsibility 2: Monitoring and Evaluation:

  • Participate in interpretation of the analyzed data on GBV reporting trends to inform intervention areas.
  • Participate in the development of case management monitoring systems and ensure consistent use and application.
  • Work with the GBV team to implement the activities in the work plans as per the logframe specifications.
  • Participate in preparation of relevant reports regarding the CARE’s psychosocial activities.
  • Support the MEAL officer in administering post distribution monitoring for Dignity kits and Cash assistance for the vulnerable women and girls and survivors of GBV.
  • Work with MEAL, case workers, GBV and PSS Assistants to ensure proper sex, age and disability disaggregated data is collected and stored.

Job Responsibility 3: Training and Capacity Building:

  • Provide ongoing couching and mentorship to partner’s case workers and psychosocial assistants supporting case management services.
  • Conduct capacity needs assessment for project stakeholders and organize all training logistics with the support of program support colleagues and project managers
  • Identify and build the capacity of community based support groups/committees to provide community based support e.g. PFA, awareness raising and information on the referral channels to GBV survivors to facilitate their long term recovery.
  • Participate in capacity building of other service providers and community based structures to ensure that survivors receive appropriate and timely support.

Job Responsibility 4: Coordination, Networking and Advocacy:

  • Make timely consent based interagency referrals for survivors in need of other services.
  • Participate in the interagency case review meetings as need be.
  • Follow-up with service providers, community based support groups and the survivors themselves to ensure GBV survivors receive timely support.
  • Coordinate discrete home visits by the refugee para-counsellors that minimize potential risks to survivors and the involved staff.
  • Strengthen and maintain networks with community leaders, women leaders, service providers and camp management to ensure that survivors receive compassionate support from the community.
  • Participate in psychosocial assessment of women registering for women safe space activities and support the GBV and psychosocial Assistants to run group therapy and psycho education activities at the women and girls’ safe spaces.
  • Convene and chair the quarterly field based coordination meetings for the WGSS actors in the LGA.
  • Coordinate other support services for individual survivors with other team actors such as the legal support for those in need of legal aid, safety and security e.t.c

Job Responsibility 5: Administrative:

  • Maintain transparent and accountable records of beneficiaries issued with non-food items
  • Conduct NFI needs assessment of GBV survivors and initiate purchase requests to respond to the needs in line with approved budgets.
  • Support the lead counselor in managing assets/inventory assigned to the support centers

Work Conditions

  • The position is based in Dikwa with minimal travels to Maiduguri to receive support, plan activities and update the PM on progress on activities in the field. 90% of time to be spent in project locations mainly liaising with and coordinating activities with GBV assistants, community health workers, community structures, Local Government Authorities, implementing partners, other humanitarian actors and stakeholders within the area of operations. It is essential that the GBV Officer maintains active presence in the field to ensure proper technical support, implementation and supervision of GBV/protection activities. However, she will be required to travel to Maiduguri at periodic intervals, for meetings, planning, training events and reporting purposes

Minimum Qualification and Experience

  • Degree in Social studies, Counseling and/or psychology Social sciences. Diploma holders with extensive work experience will be considered.
  • Minimum 2 years of GBViE experience with a reputable agency; experience working with survivors of violence preferred.
  • Clear understanding of Gender, power relations, and issues surrounding violence against women
  • Able to maintain apply all GBV guiding principles, counseling ethics and uphold the rights of the survivors at all times.
  • Positive, highly motivated, innovative, with strong organizational and inter-personal skills.
  • Able to work as part of a team.
  • Strong report writing skills
  • Strong knowledge of computer applications, including MS Word and Excel.
  • Willing to work in a remote location.
