Grassroots Researchers Association (GRA) is a non-profit organisation which facilitates community-led initiatives promoting gender equality and advancing the status of women and girls in northern Nigeria. GRA partners with local and international NGOs to support victim-led initiatives to prevent and respond to violence against women and girls, particularly survivors of CRSV, female genital mutilation/circumcision, E/FM, as well as persons living with disability in north east Nigeria.

Project Background
With funding provided by the European Union (EU), the Project Partners are supporting youth from the three Nigerian States most severely affected by conflict and fragility – Borno, Adamawa and Yobe (BAY States) – to develop their capacities in leadership, organizational development, communication, and advocacy. The aim is to equip participants to contribute to peace, justice, and economic advancement within their communities, notably through advocating for solutions that will address the experiences, needs, and rights of Nigerian youth – including survivors of gender-based violence (GBV).

Participating youth will focus among others on the following substantive areas of engagement: (1) Peace-building; and (2) Democratic Governance. Once they investigate and decide upon opportunities to shape and influence policy and/or practice in each State, they will undertake engagement on the civic stage in Nigeria – locally, regionally, and/or nationally – with a view to achieving their goals.

About the Partners
The Dr. Denis Mukwege Foundation (MF) is an international human rights organisation, based in The Netherlands, working together with survivors of conflict-related sexual violence (CRSV) from around the world. The Foundation supports survivors’ demands for a world where sexual violence as a weapon of war is no longer tolerated, and bears consequences for individual perpetrators and States. It works for a future where survivors receive the holistic care & the reparations they need to rebuild their lives.

Grassroots Researchers Association (GRA) is a non-profit organisation which facilitates community-led initiatives promoting gender equality and advancing the status of women and girls in northern Nigeria. GRA partners with local and international NGOs to support victim-led initiatives to prevent and respond to violence against women and girls, particularly survivors of CRSV, female genital mutilation/circumcision, E/FM, as well as persons living with disability in north east Nigeria.

The Youth Initiative Against Terrorism(YIAT, formerly YOCAT) is a youth NGO that aims to weaken the appeal of Boko Haram in northern Nigeria through counter-radical peace education, skills training for vulnerable youth, and counselling services to victims of terrorism. Formed in 2010 as a volunteer-led network, the majority of their volunteers were themselves victims of terrorism.

Project Background
At the national level, the Nigerian federal government has attempted to put legislation in place which could support peace and reconciliation processes, but there have been persistent problems enacting and implementing same at State levels. There exists a Policy Framework and National Action Plan for Preventing and Countering Violent Extremism in Nigeria(‘National PCVE Policy’), and a 2017-2020National Action Plan(NAP) to implement UNSCR 1325 (Women, Peace and Security), plus the adoption of State Action Plans (SAP) to domesticate the latter in each BAY State. However, youth affected by CRSV and experiencing other fragility-related security concerns were largely uninvolved in influencing these initiatives where issues relevant to them were being determined. Also, Nigeria has no National Action Plan on UNSCR 2250 (Youth, Peace and Security).

There have been some attempts to involve youth and women in these initiatives, such as consultations around the development of NAP 1325 and preliminary dialogues to develop NAP 2250, but these have revealed a significant capacity and coordination gap. For example, the consultations for the second 1325 NAP highlighted gave rise to the observations about “…the limited synergy and inability to work cohesively among agencies as well as CSOs at federal, state and local levels... and very low prior knowledge of the existence of the NAP among those taking part in the consultations…”

This Project aims to overcome this capacity and coordination gap by supporting conflict-affected youth to be better informed and organized to participate effectively and in a structured way – at local, regional, and national levels – to influence decision-making on topics that directly affect their current and future well-being.

Objectives and General Approach to the Study

  • The study will focus on gathering data to enable the Project Partners to ascertain major priority areas that to-date have been left unaddressed by government, and influential actors that partner with government.
  • It will also gather information about where relevant policies, laws, and/or programmes have been adopted, but there exist major implementation gaps. As well, relevant platforms for engagement and implementation oversight will be identified.

This information will be gathered in relation to the following topics:

  • Youth participation and responsive and inclusive governance; and
  • Peace building by youth, and especially by young women and for women & girls.

The data gathered on topics (a) and (b) will be used by the youth groups from the 3 BAY States to generate ideas about: (i) interventions they would like to implement; or more predominantly (ii) related advocacy they want like to pursue, at the relevant community, LGA, State, or federal level.

To accomplish these aims, the Project Partners seek to hire:

  • One consultant to address topic (a)Youth participation and responsive and inclusive governance across the 3 BAY States. Number of working days: 12; and
  • One consultant to address topic (b) Peace building by youth, and especially by young women and for women & girls across the 3 BAY States. Number of working days: 16.5

In each case, the Consultant will:

  • Conceptualize the relevant study;
  • Ascertain appropriate data collection methodology;
  • Determine and develop data collection tools, methods, and reporting templates;
  • Instruct the Project Partner staff on data collection;
  • Analyse the success of data collection after a data collection trial-run;
  • Keep in regular contact with Project Partner staff during data collection;
  • Steer data collection across the 3 BAY States;
  • Analyse the data;
  • Seek clarifications/rectifications where necessary from the data collectors; and
  • Produce a Report of Findings.

Each study will gather data – as specified below under (5)Consultant-specific deliverables– in relation to:

  • The federal level;
  • The State level;
  • 6 specified LGAs within the BAY States, these being:
    • MMC and Jere;
    • Damaturu and Potiskum; and
    • Yola and Numan; and
  • Relevant communities within the 6 LGAs.

When producing the Report of Findings, in addition to answering the questions set out below in (5) Consultant-specific Deliverables, as each Consultant will have a view of the whole, s/he will provide recommendations on:

  • Whether policies / legislation / programmes / initiatives in one State can learn from take-aways (good and bad) experienced in another State;
  • Whether particularities in one State make using the approach in another State difficult or unlikely to succeed in another;
  • Successes in one BAY State that should be attempted in another;
  • Notable advocacy efforts used by civil society that should be attempted elsewhere;
  • Specific topics that may benefit from collective action or collective advocacy across all the 3 States.

Consultant-specific Deliverables
The respective studies must produce answers to the following topics for investigation:
1.) Youth Participation and Responsive & Inclusive Governance Consultant

  • Identify initiatives taking place in relation to LGA, State, and federal governance structures to encourage youth to participate in political discourse and political decision-making.
  • Do these initiatives also seek to integrate the voices of young women; vulnerable youth; or youth from difficult-to-reach or under-represented groups? What are the major topics and what implementation locations? What are key lessons learned from implementation?

Are these initiatives being implemented directly as a result of the policy direction set by the Federal Government at Component 3: Engaging Communities and Building Resilience of its National PCVE Policy, or independently thereof?

  • Identify initiatives taking place with the support of the LGA, State, and federal government to encourage the development of programmes that emphasise the provision of economic opportunities for internally displaced youth to promote­ entrepreneurship among young people.
  • What are the dimensions of the intervention; implementation locations; and lessons learned from implementation?

Are these initiatives being implemented directly as a result of the policy direction set by the Federal Government at Component 3: Engaging Communities and Building Resilience of its National PCVE Policy, or independently thereof?

  • Identify initiatives taking place with the support of community and State level governance structures, permitting youth to participate increasingly in local decision-making, i.e. inter-generational dialogue;youth/adult confidence-building; or traditional leaders engaging in consultations with youth.
  • On what topics; at what implementation locations; and what are key lessons learned from implementation?

Are these initiatives being implemented directly as a result of the policy direction set by the Federal Government at Component 3: Engaging Communities and Building Resilience of its National PCVE Policy, or independently thereof?

  • Identify initiatives taking place with the support of the State government to promote education programmes that promote civic education, critical thinking, peace education, tolerance and respect for diversity, etc, to promote open, equitable, inclusive and pluralist societies and respect for human rights.

Are these initiatives being implemented directly as a result of the policy direction set by the Federal Government at Component 3: Engaging Communities and Building Resilience of its National PCVE Policy, or independently thereof?

What steering committees exist at the LGA, State, zonal, and national levels for:

  • Monitoring implementation of the 2017-2020 Federal Government’s National PCVE Policy as relates to Component 3: Engaging Communities and Building Resilience; and
  • The formulation of the 2021-2024National PCVE Policy.

Does civil society have representation thereon, and is actively able to contribute to these topics? If yes, does this include youth groups?

What are the platforms, networks, or coalitions of NGOs/victim organizations working on these topics?

2.) Youth Peace building &Women, Peace and Security Agenda Consultant

  • What peace architecture exists at the State and Federal level permitting increased participation by youth in State and Federal government policy-making and programming related to: (a) prevention or resolution of armed conflict; and (b) post-conflict reconstruction?
  • What steering committees exist at the LGA, State, zonal, and national levels for:
    • Monitoring implementation of the 2017-2020 Women, Peace and Security policy framework; and
    • The formulation of the 2021-2024 Women, Peace and Security policy framework?
  • Does civil society have representation thereon, and is actively able to contribute to these topics? If yes, does this include: (i) youth groups; and (ii) victim networks?

What are the platforms, networks, or coalitions of NGOs/victim organizations working on these topics?

  • Provide contextual information relevant to the state-citizen relationship at the LGA level for the 6 LGAs. Does a low level of trust dominate, and if yes, in relation to which part of the LGA architecture? Are there opportunities for youth engagement with such institutions that have the potential to transform the relationship?
  • Identify significant and successful initiatives which encourage women, especially vulnerable women, to participate in prevention or resolution of armed conflict via community, LGA, State and federal governance structures? What are the dimensions of the intervention; implementation locations; and lessons learned from implementation?

Are these initiatives being implemented directly as a result of the policy direction set by the Federal and State Governments under the Women, Peace and Security NAP and SAP, or independently thereof?

  • Identify what public awareness-raising and education campaigns are taking place by State governments to combat stigma and social exclusion faced by children born as a result of rape and sexual slavery perpetrated by Boko Haram insurgents.
  • What are the dimensions of the intervention; implementation locations; and lessons learned from implementation?
  • To what degree are mothers of such children able to play an active role in creating or implementing solutions to such problems with relevant authorities or community actors?

Are these initiatives being implemented directly as a result of the policy direction set by the Federal and State Governments under the Women, Peace and Security NAP and SAP, or independently thereof?

  • Identify initiatives taking place with the support of LGA and State governments to provide psychosocial services to:
    • Women and girls abducted by Boko Haram insurgents; and
    • Women and girls who have been subjected to sexual violence perpetrated by armed groups, vigilante and community self-help groups, and Nigerian security forces.

In each case, what are the dimensions of the intervention and implementation locations?

To what degree are the survivors of such crimes involved in formulating related policy responses and/or programming?

Are these initiatives being implemented directly as a result of the policy direction set by the Federal and State Governments under the Women, Peace and Security NAP and SAP, or independently thereof?

  • Identify initiatives taking place at the LGA and State level to investigate, prosecute and punish perpetrators sexually exploiting persons living in camps for internally displaced persons, especially in Maiduguri. What are the dimensions of the intervention, and implementation locations?
  • To what degree are the survivors of such crimes actively involved in helping to create or implement solutions to these problems with relevant actors?

Are these initiatives being implemented directly as a result of the policy direction set by the Federal and State Governments under the Women, Peace and Security NAP and SAP, or independently thereof?

  • A Local Action Plan was adopted in Adamawa State in relation to the Women, Peace and Security agenda. Has localization at this level provided benefits that should be replicated? Did any promising initiatives result from this LAP at the LGA level, in terms of youth participation, and participation by women and girls? Has there been a local women, peace and security network established to monitor progress. Please describe.
  • Ascertain commonalities or differences in each BAY State towards achieving Women, Peace and Security SAP objectives to date. In in each State, what were the major impediments towards success?

Methodology

  • The Consultant for each study will adopt data collection tools, including but not limited to desk review and interviews/focus groups as relevant with key informants.
  • Each Consultant will be supported by one Project Partner staff member per BAY State, therefore 3 Project Partner staff across all locations.
  • This dedicated staff will organize and attend meetings with stakeholders in MMC and Jere (Borno); Damaturu and Potiskum(Yobe); and Yola and Numan(Adamawa) in order to collect qualitative and, as relevant, quantitative data. Therefore,the Consultant will not be required to travel and can conduct the engagement remotely.
  • The data collectors will report data back to the Consultant for collation, synthesis, and analysis.

Each Consultant is responsible for carrying out the following steps to realize the relevant study:

  • Development of the methodology: The Consultant will have initial conversations with the Project Partners to ensure that s/he has enough information to develop the study methodology. S/he is also expected to conduct desk research to gather necessary contextual information. S/he will propose a methodology that will allow for efficient and coherent data collection in order for the Consultant to answer the topics for investigation in(5)Consultant-specific Deliverables. This includes identifying appropriate government (i.e. ministry, department, agency) or organizational actors from whom Project Partners must collect specified data (and if known, specific individuals). The Consultant will also ascertain appropriate data collection methods and tools. After a discussion with the Project Partners about the aforesaid, including an assessment of what can be realistically achieved given time constraints, the Consultant will prepare an Inception Report / Workplan (see(7)General Deliverables) to be validated by the Project Partners before implementation.
  • Development of data collection and data reporting tools: The Consultant will develop the tools to be used by staff of the Project Partners who will collect the data. S/he will also develop standard templates that the data collectors must use to report the data to the Consultant for collation, synthesis, and analysis purposes.
  • Preliminary workshop with data collection team: The Consultant will conduct a 3-hour workshop remotely for Project Partner staff. This workshop will communicate the overall goals of the study; methodologies and data collection tools to be employed; and applicable ethical research standards to be respected.
  • Field testing of tools: In the first week of data collection, Project Partner staff will test run the data collection methodology and tools. Immediately thereafter, the Consultant will do an analysis of first results to determine relevance and appropriateness of the adopted methodologies and tools, such as: framing of questions, whether or not they generate appropriate responses, sensitivity to the context, labour-intensiveness, etc. Depending on the results, there may be modifications to the methodology and data collection tools; and/or the work plan, in light of time constraints and Project priorities. However, for this to happen, Project Partners must agree in advance and in writing to such modifications.
  • Field data collection: Project Partner staff will conduct field data collection using the approved tools developed by the Consultant. The geographical scope of the data collection must comply with (4) Objectives and General Approach to the Study.The addressees from which data must be collected is determined in view of the specific topics for investigation in (5) Consultant-specific Deliverables.

The Consultant will be responsible for collating the data being forwarded to him/her from Project Partner staff across the 3 States, both to render it into a presentable format and to permit a thorough analysis of the data.

  • Writing the Report of Findings: The Consultant will annex to the Report of Findings the aforementioned data collated in a presentable format. Based on the Consultant’s analysis and synthesis of this data, s/he will set out in the body of the report at least answers to the topics for investigation identified under (5) Consultant-specific Deliverables and the queries set out in the last paragraph of(4)Objectives and General Approach to the Study. The project team will review the first draft report and make inputs/comments and share with the Consultant who will factor all the inputs in the final report and reshare with the team before final approval.

General Deliverables
Each Consultant must deliver:

  • Inception Report / Workplan of 5 pages (excluding annexes) in Microsoft Word format, including:
    • Analysis of context
    • Purpose of the study
    • Key research questions
    • Ethical considerations
    • Timeline and methodology for research
    • Research tools (in annex)
    • Bibliography (in annex)
  • Final Report of Findings of ranging between 12-16 pages in length (excluding annexes) in Microsoft Word format, including:
    • Table of Contents
    • Executive summary (max.2pages)
    • List of acronyms
    • Objectives of the study
    • Methodology and tools for data collection
    • Challenges/limitations
    • Analysis of findings, which will include at the least:
      • answers to the specific topics for investigation set out under(5)Consultant-specific Deliverables, and
      • as relevant, addressing the queries set out in the last paragraph of (4) Objectives and General Approach to the Study.
  • Conclusions and recommendations
  • Annexes: Terms of Reference, list of documents consulted, tools used in study (questionnaires, FGD guides, interview questionnaires, observation checklists, etc.), collated data produced by the Consultant.

A soft copy of all data collation and analysis files must accompany said Report.

Ethics and data protection
Relevant policies on ethics, data protection, integrity practices, and relevant codes of conduct will be provided to the successful candidate. S/he is expected to fully comply with these policies.

Consultant profile
The following are required skills and experience:

  • M.A University Degree in relevant field (Gender Studies, Law, Political Science, Anthropology, International Relations, Development Studies, etc.)
  • Proven experience in conducting qualitative research and, as relevant, quantitative research.
  • Excellent skills in qualitative data analysis.
  • Excellent written and spoken English.
  • Excellent report writing skills.
  • An excellent communicator and ability to be conflict and gender-sensitive when addressing sensitive issues.
  • Knowledge and experience of gender sensitive approaches.

The following are desirable skills and experience:

  • Knowledge of Hausa, Kanuri, Fulani, Kare-kare, Babur and/or Bade languages.
  • In-depth knowledge of the socio-cultural, economic and political context of North East Nigeria,specifically, Yobe, Borno and Adamawa.
  • Field experience implementing or assessing activities in the topic of study.
