UN Women - In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.

We are recruiting to fill the position of:

Job Title: Program Analyst (Support to Women's Movement and Civil Society Reference Group)

Background

  • UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
  • The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary-General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the centre of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative is helping to operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages.
  • The Spotlight Initiative in Nigeria is implemented through five UN agencies (UN Women, UNFPA, UNDP, UNICEF, and UNESCO) with a focus on addressing gender-based violence against women and girls. It follows a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. The overall vision of the Spotlight Initiative in Nigeria is that women and girls enjoy their right to a life free of violence, within an inclusive and gender-equitable nation.
  • As a core element of the Spotlight Programme in Nigeria, UN Women is supporting the capacity strengthening of the women’s movement, as well as other CSOs representing faith-based communities, youth, women and girls with disabilities, women living with HIV, and other groups facing intersecting forms of discrimination/marginalization, in their capacity to advocate for gender equality and ending gender-based violence. The aim is to ensure that women civil society organizations, especially at the grassroots level, have strong capacity and a well-coordinated voice that can consistently demand and monitor progress on gender equality in the country.
  • Under the direct supervision of the Programme Specialist- Technical Coherence, the Programme Analyst will be responsible for ensuring quality implementation; monitoring and reporting on the Spotlight Initiative Pillar 6 and implementing partners under the Women, Peace and Humanitarian Fund.  S/he will facilitate the delivery of the UN Women components of the Spotlight Initiative that focuses on movement building, including initiating and coordinating activities to enhance the capacity of women-led/ women’s rights-focused civil society organizations/ networks including the civil society reference group; monitoring results achieved during implementation; and ensuring appropriate application of systems and procedures. Through the Programme Specialist-Technical Coherence, the Programme Analyst will work closely with the Spotlight Coordination team based in the Resident Coordinators office, the other Recipient UN Organizations (UNDP, UNFPA, UNICEF and UNESCO), Implementing partners, the EU and other donors, civil society, and Government officials to ensure coordinated and successful implementation of UN Women’s activities under the Spotlight Initiative.

Duties and Responsibilities

  • Provide substantive technical support to the implementation and management of the Spotlight Programme, with a specific focus on Movement Building and Civil Society Reference Group
  • Provide technical inputs to the development of the annual work plan and budget:
  • Support the implementation of programme activities supporting women-led organizations and movement building.
  • Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of implementing partners.
  •  Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Provide technical assistance and capacity development support to partners implementing the Spotlight Programme with a focus on women civil society organizations and networks:
  • Strengthen consolidation for the support provided to individual women's rights organizations in Phase 1 and strengthening the network and community of practice among women's rights organizations working to end EVAWG in Nigeria.
  • Support to build greater coherence among the key women's rights organizations working on Spotlight
  • Coordinate and provide technical support in the implementation of programme activities.
  •  Maintain relationships with Spotlight and WPHF Implementing Partners to support the implementation of the Programme.
  •  Identify opportunities for capacity building of women-led organizations and facilitate technical/ programming support and training for them.
  • Participate in donor meetings and public information events, as delegated.
  • Provided technical assistance and secretarial support to civil society reference group in Nigeria:
  • Facilitate the convening and capacity building of the civil society reference group.
  • Provide technical, secretarial and admin support to the civil society reference group.
  • Provide the civil society reference group support to convene quarterly meetings, conduct quarterly monitoring visits.
  • Support with the development of trip and annual reports of the civil society reference and any other task as may be required.
  • Provide technical inputs to resource mobilization and monitoring and reporting of the Spotlight Programme.
  • Contribute to the resource mobilization activities such as the private sector GBV fund, through the development of concept notes/project proposals.
  • Monitor progress of implementation of activities and finances from Implementing partners.
  • Draft reports on monitoring missions, programme results (outputs and outcomes).
  • Provide substantive inputs to the preparation of donor and UN Women reports.
  • Provide technical support to inter-agency coordination to achieve coherence and alignment with other UN organizations (RUNOs) implementing the Spotlight Initiative.
  • Participate in UN coordination group meetings as delegated and provide support to conduct meetings where required.
  • Provide substantive inputs to advocacy, knowledge building and communication efforts.
  • Develop background documents, briefs and presentations related to eVAW, with a particular focus on movement building.
  • Coordinate and organize advocacy campaigns, events, training, workshops, and knowledge products.
  • Coordinate the development of knowledge management methodologies, and products on EVAWG.

  • Timely and quality substantive technical inputs to Implementing partners under Spotlight pillar 6 and WPHF.
  • Timely and quality substantive inputs to work plans and budgets.
  • Adherence to UN Women standards and rules.
  • Timely monitoring and tracking of programme results; and finances with Implementing partners.

Required Skills and Experience
Education

  • Master’s Degree or equivalent in Social Sciences, Human Rights, Gender / Women's Studies, International Development or a related field is required;
  • A first-level University Degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage.

Experience:

  • At least five years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • At least five years of technical experience in gender issues, focus on gender-based violence is preferred;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Experience in leading/managing interventions supporting women civil society organizations and networks is a strong asset.
  • Ability to administer and execute administrative processes.
  • Strong IT skills. Experience in the use of computer applications and software packages (MS Word, Excel, ATLAS, etc.) is an asset
  • Experience working in the UN System is an asset;

Language:

  • Fluency in English Language
  • Knowledge of any other UN official working language is an asset.
