We are recruiting to fill the position below:

Job Title: Consultant (MM / Capacity Building for Border Operatives)

Context

  • Over the past years, the Central and West Africa regions have become major migratory hubs for mixed migration flows towards North Africa and Europe. Indeed, the difficult socio-economic situations as well as difficult climate conditions, internal conflicts and terrorism push many people to look for better living conditions and professional opportunities. Most migrants leaving these regions attempt to reach Algeria or Libya, principally in an irregular way rendering them vulnerable to abuse from traffickers and smugglers.
  • IOM has observed that before departure or during the trip, many migrants are deceived regarding migration opportunities and become Victims of Trafficking (VoTs) in countries of transit or destination and are exposed to forced labour and sexual exploitation.
  • Subsequently, the phenomenon of trafficking in human beings and smuggling of migrants is a lucrative business which relies on international networks operating throughout the region, including in Niger and Nigeria.
  • Indeed, Nigeria represents a main country of origin for exploited, trafficked and smuggled migrants, while Niger is the main country of transit for migrants heading to Northern Africa where, through international networks, victims are trafficked and smuggled to Europe.
  • These migratory routes can be seen in data collected by the International Organization for Migration (IOM), which estimates that about 96,657 Nigerien and Nigerian migrants left their respective countries for North Africa in 2018. More specifically, in 2018, out of 72 VoTs assisted by IOM in Niger, 57 (i.e. 79%) were Nigerians.
  • Ongoing interventions by to address these crimes includes efforts aimed at improved border management systems as well as international cooperation between Nigeria and Niger. However, the scale of the phenomenon requires an understanding not only of the legal and technical elements but an acknowledgement of the impact of community engagement on the effective prevention and combating of trafficking in human beings and smuggling.
  • IOM’s comprehensive and holistic approach to countering SoM and TiP includes engaging and collaborating with broader stakeholders specifically border and transit communities to address the factors that enable and support criminal activity across the border corridor, ensuring that interventions do not increase the risk and vulnerabilities of migrants, and the provision of comprehensive protection and reintegration service for victims of trafficking is required to stem TiP and strengthen community resilience to the scourge.

Purpose

  • Support capacity building for Border Operatives on human right and victim-centered border management approaches, aimed at ensuring the protection of the rights of local population, migrants and VoTs.
  • Working under the overall supervision of the Programme Manager (IBM), under the direct supervision of the National Programme Officer (Migration Management) and in close coordination with the Project team, the consultant will support capacity building activities targeted at Nigeria Immigration Services (NIS), NAPTIP and border officials to carry out their operations adopting a human right and victim-centered border management approaches, aimed at ensuring the protection of the rights of local population, migrants and VoTs.

Core Functions / Responsibilities

  • Develop a training manual /guide on border control using a human rights and victim centered approach
  • Facilitate review and validation of the developed training guide / manual
  • Develop pre and post training evaluation guidelines and materials for the training.
  • To facilitate 4 capacity-building workshops including the Nigeria Immigration Services (NIS), NAPTIP and other border and law enforcement officials on human rights, victim-centered border management approaches. (2 Training of Trainers (ToT) workshops and 2 Step-down Training workshops)
  • Produce report for each training workshop
  • Produce Inception and final (including Financial) reports for the consultancy.

Working Methodology

  • Development of a training manual/guide on border control using a human rights and victim centered approach.
  • Physical facilitation of Training workshops on Human Rights / Victim focused approach to Border Management, including interactive sessions, and focus group discussions.

Scope of Work
Deliverables with Timelines:

  • Detailed inception report including work plan and methodology: 5 days
  • Development of Training manual / guide - 15 days
  • Review and validation Workshop: 5 days
  • ToT workshops: 10 days
  • Training Workshops: 10 days
  • Final Report: 5 days

Tangible and Measurable Output of the Work Assignment:

  • Detailed workplan and inception report.
  • Training manual / guide on border control using a human rights and victim centered approach Pre and post training evaluation guidelines and materials.
  • 2 ToT workshops and 2 training workshops to various stakeholders including the Immigration Service (NIS), NAPTIP and other border and law enforcement officials on human rights- victim-centered border management approaches
  • Report of training workshops that meets IOM’s standards, capturing key discussions, results, and recommendations.
  • Final consultancy report
  • Performance Indicators of the work assignment
  • 20% of the consultancy fees will be paid after the presentation and acceptance of the inception report.
  • 20% of the consultancy will be paid upon submission, review and validation of the training manual / guide
  • 20% of consultancy fees will be paid after the facilitation of the two ToT workshops and submission of the activity reports.
  • 20% of the consultancy fees will be paid after the facilitation of the two workshops and submission of the activity reports
  • 20% upon submission and approval of final report

Required Qualifications and Experience
Education:

  • Advanced University Degree from an accredited academic institution preferably in the Social Sciences, Law, Public Administration and Sociology with a specialization in migration and related matters.

Experience:

  • Seven (7) years of experience (Five years for candidates holding a first level university degree) in the field of Migration
  • Familiarity with human rights, border management, and trafficking issues in Nigeria will be an advantage.
  • Proven training experience for government in an intelligence environment.
  • Excellent experience working with diverse stakeholders.
  • Ability to conceptualize and integrate diverse views from government authorities, stakeholders and the broader community to achieve desired objectives.
  • Knowledge of local context in human rights and migration discourse.
  • Ability to train, write and produce narrative and financial reports.
  • Proven ability to meet deadlines.
  • Strong analytical skills as well as fluent and effective spoken and written English.
  • Excellent Microsoft Word skills and ability to take notes/drafts and produce high-quality written reports.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision.

Languages:

  • Fluency in oral and written English; knowledge of multiple languages advantageous.
