Training Facilitators to conduct Capacity Building Workshop on Social Accountability and Managing SGBV and VAWG Cases

About GRA

Grassroots Researchers Association (GRA)is a non-profit rights-based organization committed to ending sexual and gender-based violence (SGBV) in North-eastern Nigeria and assisting victims of SGBV in accessing services, maintaining a decent standard of living, acquiring appropriate knowledge and skills, enjoying the fullest possible extent of human rights, and leading a long and healthy life. GRA provides evidence-based grassroots interventions towards promoting social accountability, community-based prevention, and response towards ending SGBV and violence against women and girls (VAWG).

GRA is partnering with UN Women in Nigeria to implement a 2-year project funded under the Women's Peace and Humanitarian Fund (WPHF) and EU-supported Spotlight Initiative on Ending Violence against Women andGirls (Spotlight Initiative) in Adamawa, Yobe, and Borno State. About the Project

With funding from the WPHF and the Spotlight Initiative, and technical support of UN Women Nigeria, in November 2020, Grassroots Researchers Association (GRA) started implementation of a project aimed atstrengthening SGBV networks and women-focused groups on social accountability mechanisms and tools to more effectively mobilize local support to end SGBV and VAWG in Adamawa, Yobe, and Borno State.

The project titled “Strengthening Social Mobilization and Accountability towards Ending SGBV and VAWG” aims at (1) Supporting women's rights groups and relevant civil society organizations to more effectively use social accountability mechanisms to support their advocacy and influence in preventing and responding to VAWG, including SGBV/Harmful Practices (HP), and Gender Equality and Women Empowerment (GEWE); (2) Strengthening and empowering women's rights groups and relevant civil society organizations representing groups facing intersecting forms of discrimination/marginalization to design, implement and monitor programs and policies on VAWG, including SGBV/HP, and promote women’s and girls’ Sexual and Reproductive Health and Rights (SRHR); and (3)To promote advocacy for GEWE and ending VAWG, including SGBV/HP.

The project will contribute to the elimination of SGBV/VAWG through the creation of a broad partnership with Civil Society, Government, Private Sector, Media, among others; and, build a social movement of women and girls as champions and agents of change at the national, subnational and community levels.

Rationale and Purpose

The conflict in the Northeast has continued to exacerbate SGBV and VAWG, the pandemic further deteriorated the situation. The context is characterized by multiple stakeholders working within the space towards addressing SGBV and VAWG. However, coordination and coherence still remain a thing of concern among actors working in the space. The overlapping functions of the various service providers also continue to reinforce the divide as against complementarity. This necessitates a concerted effort to enhance mutual understanding of roles and foster joint action towards improving coordination and networking towards quality delivery of services to the survivors of sexual and gender-based violence in Northeast Nigeria.

The overall purpose of this training is to build the capacity ofSGBV and VAWG service providers to effectively manage cases of SGBV and VAWG, defend their fundamental human rights and utilize context-specific social accountability tools to improve their service delivery.

Training’s objectives

100 service providers selected from the three states will be empowered in legal, psychological and medical health through capacity building training on managing cases of SGBV and VAWG, Human Rights and context-specific social accountability tools. The training is categorized into 3 phases as follows:

Phase 1: Introductory Class to Social Accountability and managing cases of SGBV and VAWG, best practices, and trends from other climes.

Phase 2: Context-Specific social accountability and management of SGBV and VAWG cases, looking at viable local models and mechanisms.

Phase 3: Cross-Cutting roles among different service providers towards social accountability and managing cases of SGBV and VAWG.

During the trainings, local referral system will be established among the trainee service providers working within the implementing communitiesas well as a peer review of the Clearing House system to be developed by the project.

The Objectives of the Training:

  1. To improve existing capacities to utilize social accountability tools to effectively manage SGBV and VAWG cases locally.
  2. To strengthen viable locally existing models and mechanisms for social accountability and approach in managing SGBV and VAWG cases.
  3. To harness the different roles of the various service providers towards effective mobilisation of social accountability in managing SGBV and VAWG by networking and referral system.

Expected Outcomes:

  1. Local service providers have improved capacity to utilize social accountability tools to effectively manage SGBV and VAWG cases locally.
  2. Strengthened existing local models and mechanisms for social accountability and approach in managing SGBV and VAWG cases.
  3. Local referral system and network is created and the different roles of the various service providers in effectively mobilizing social accountability in managing SGBV and VAWG cases is utilized.

Scope of work

The facilitator is expected to:

  1. Develop training manual for the workshop around the 3 phases above, includingSocial accountability tools in managing cases of SGBV, Human Rights and cross-cutting issues ;
  2. Develop and submit training plan indicating segments, topics, and delivery methods.
  3. Facilitate 2-day training series each for either 20 to 30 service providers (legal, psychosocial and medical health) per session in Borno, Adamawa and Yobe state using participatory approaches to effective learning, using both English language and Hausa.
  4. Identify key locally existing social accountability tools in the context of the BAY states.
  5. Assess participants’ understanding of the topics and provide evidence-based recommendations on areas for further training;
  6. Produce technical report of the training workshop and share with GRA’s WPHF Spotlight team.

Duration and Timelines:

The duration of the short term consultancy is Three (3) days with specific timelines as follows:

  1. Development of training modules: 27th November 2021
  2. Facilitation of training: 29th– 30th November 2021
  3. Submission of Technical Report: 2nd December 2021

Training Methodology

The training will be primarily based on:

  1. Case studies
  2. Facilitated discussions
  3. Practical group exercises sessions
  4. Graphic illustrations and
  5. Short videos.

Key deliverables

  1. Training manual;
  2. Training plan
  3. Pre and post training assessment report
  4. Technical report on training
  5. Training notes/presentations

Qualifications and profile

The facilitator must have:

  • A minimum of a master’s degree in Gender and Development Studies, Sociology, Social Work, Anthropology, Humanitarian affairs and International development, or a related discipline.
  • At least five (5) years’ experience in facilitating capacity building training relating on social accountability, and gender/SGBV/EVAW.
  • Knowledge of social accountability tools.
  • Be fluent in English and Hausa.
  • Be familiar with the context of Northeast Nigeria and overall knowledge of existing service providers.
  • Have excellent communication skills.
