We are recruiting to fill the position below:

Job Title: Terms of Reference Recruitment of Consultant to Coordinate and Facilitates Story Telling Exchanges

Location: Yobe

Background

  • Plan International Nigeria is implementing the BMZ ÜH Project to Restore the Peaceful Coexistence and Social Cohesion of the Population Affected by the Conflict in the Lake Chad Basin.
  • With the aim to promote social cohesion through the rehabilitation of social infrastructure and the integration of IDPs and refugees, the project will ensure that adolescent girls and boys, as well as young women and men in Yobe state of Nigeria have access to appropriate and timely SRHR services and structures and also, that Community mediation structures are in place in the project areas in Cameroon, Nigeria and Niger to prevent and deal with conflicts between members of the community and to promote non-violent conflict resolution and peaceful coexistence of the various different groups living there.
  • In the field of social cohesion and peaceful coexistence (all three countries), the target groups (beneficiary and/or target) are host communities, IDPs and refugees, as well as conflict resolution structures to be strengthened.
  • These conflict management structures are already existing community committees (in most communities), which are functional and recognised by the communities as conflict resolution bodies.
  • By supporting the structure-building activities (sub goals 1-3) by strengthening the (already existing) community committees, tensions and conflicts between the various groups should be resolved peacefully and thus ensure the long-term impact of the development outcomes.
  • At the same time, it should be ensured that these communities do not take a "step backwards" and become stabilising communities again.
  • To this end, the community committees must be strengthened and legalised (support that the state cannot provide).
  • In addition, conflict-sensitive mechanisms for referring conflict cases to the competent authorities should be developed, a conflict database set up and conflict analyses carried out.
  • The mandate of the committees is to resolve emerging tensions and conflicts within and between the various population groups, e.g. to resolve access to basic social infrastructure, access to land, etc., to deal with cases of gender-specific violence and to resolve emerging tensions and conflicts between different age groups (young people - adults) or groups of different sexes (women and men, young women and men).
  • In addition to revitalizing / strengthening community-based mitigation structures, the project also aims at involving representatives of women's and youth groups (including a fixed proportion of adolescent girls) in these structures as representatives of their groups, to ensure that: the statistical majority of the population has the opportunity to share their views and suggestions for solutions to conflict mitigation processes.
  • A special attention will be paid to adolescent girls because in this constellation, they may not be able to participate actively - even among youth groups because of their age and gender. This is needed, as existing committees mainly include very influential members of the community, which usually means adult men (religious leaders, businessmen, etc.).
  • In general, women and young people are not sufficiently involved and rarely have the same rights (in terms of influence and number) in the relevant committees of these communities, which are highly patriarchal.

Overall Objective

  • To conduct story telling exchanges for partners and staff of BMZ project as TOT and support to implement story telling exchanges across 5LGAs where BMZ is working, namely Damaturu, Fune, Bursari, Yusifari and Nguru.

Scope of Work

  • Consultant will facilitate a 2-day Training of Trainers on story telling exchanges to staff and partners of the BMZ project.
  • Consultant will support staff and partners to conduct 4 story telling sessions for beneficiaries of BMZ project, 1 in Damaturu, 3 in Gashua.
  • Consultant will submit a comprehensive report of the 2 events

Share Training materials with Plan staff    
  • Conduct Two-day Story Exchange training in Yobe for 50 Conflict Resolution Committee members.
  • Support trained facilitators plan their first story exchanges in the communities they work in/preside over.
  • Work with Plan-International to plan exhibition exchange with members of the communities who have participated in the community exchanges.
  • Co-facilitate the exhibition exchanges with PLAN trained facilitators.

Ethics and Child Protection

  • Plan International Nigeria places a high premium on Child Protection issues in all its working relationships with its partners and associates and mandates all its working partners and associates to adhere to its Child Protection Policy.
  • As such, the activity must ensure appropriate, safe, non-discriminatory participation; a process of free and un-coerced consent and withdrawal; confidentiality and anonymity of participants.
  • Consultants are required to provide a statement within their proposal on how they will ensure ethics and child protection in the development process. This must also include consideration of any risks related to the activity and how these will be mitigated.

Disclosure of Information / Child Protection:

  • It is understood and agreed that the Consultant(s) shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by Plan, any information obtained in the course of the performance of the Contract. Information will be made available for the consultants on a need-to-know basis.
  • Any necessary field visits must be budgeted for in your proposal. Plan staff under the coordination of the National Program Manager will support the consultant in facilitating all necessary engagements required by the Consultant.
  • The selected consultant will commit to respect Plan’s Child Protection Policy to prevent any harm from participating children and youth.

Anti - Corruption:

  • The Consultant and partners declare and guarantees that no offer, gift or payment, consideration or benefit of any kind, which constitutes an illegal or corrupt practice, has been or will be made to anyone by the Consultant either directly or indirectly, as an inducement or reward for the award or execution of this agreement.
  • The Consultant declares and guarantees that neither Consultant, nor partners or associates, temporary nor permanent, would be involved in the implementation of this agreement:
    • Have been convicted during a period of three (3) years prior to the submission of their   proposals for this project, by a court of law in Nigeria or in any other jurisdiction for an offence involving bribery or corruption
    • Are under sanction, for an offence involving bribery or corruption, imposed by a government, a governmental organization or a development organization providing development assistance

Anti-Terrorism:

  • The Consultant or partners declares and guarantees that the funds provided by Plan International Nigeria for the service shall not be knowingly be used to benefit terrorist groups as defined in the criminal code of Nigeria or individual members of those groups or for terrorist activities either directly or indirectly

Whistle Blower Policy:

  • Plan International Nigeria has a Code of Conduct including a Whistle Blower Policy (attached) and enjoins its entire staff and associates to “whistle blow” (raise legitimate concerns about violation of the Code of Conduct without fear of recrimination in the course of their engagement with Plan International Nigeria).
  • The Consultant will report directly to the Project manager.
  • Other project and support staff will provide coordination and support as necessary.

Qualifications

  • University Degree in Political Science, International Relations, International Development and / or African studies and / or Peace and Conflict Studies, and/or (applied) Statistics
  • Well versed with training methods, moderation, facilitation and outstanding skills in information and communication
  • Understanding of peacebuilding, conflict resolution and social cohesion
  • Understanding of Interpersonal Communications and Exchanges
  • Knowledge of Mental Health and Psychosocial Support
  • A good understanding of the principles of youth participation and adult-youth partnerships
  • Proven experience in report writing skill
  • Strong Analytical skill
  • Familiarity with the Humanitarian-Development-Peacebuilding Nexus
  • A vast experience of participatory approach with strong facilitation and fluency in English and Hausa
  • Understanding of Kanuri is an added advantage.
