Job Title: Terms of Reference, Recruitment of Consultant to Provide Trauma Management and Psychosocial Support Services During Story Telling Exchanges

Location: Yobe

Background

  • Plan International Nigeria is implementing the BMZ UH Project to Restore the Peaceful Coexistence and Social Cohesion of the Population Affected by the Conflict in the Lake Chad Basin.
  • With the aim to promote social cohesion through the rehabilitation of social infrastructure and the integration of IDPs and refugees, the project will ensure that adolescent girls and boys, as well as young women and men in Yobe state of Nigeria, have access to appropriate and timely SRHR services and structures and also, that Community mediation structures are in place in the project areas in Cameroon, Nigeria and Niger to prevent and deal with conflicts between members of the community and to promote non-violent conflict resolution and peaceful coexistence of the various different groups living there.
  • In the field of social cohesion and peaceful coexistence (all three countries), the target groups (beneficiary and/or target) are host communities, IDPs and refugees, as well as conflict resolution structures to be strengthened.
  • These conflict management structures are already existing community committees (in most communities), which are functional and recognised by the communities as conflict resolution bodies.
  • By supporting the structure-building activities (sub-goals 1-3) by strengthening the (already existing) community committees, tensions and conflicts between the various groups should be resolved peacefully and thus ensure the long-term impact of the development outcomes.
  • At the same time, it should be ensured that these communities do not take a "step backwards" and become stabilising communities again.
  • To this end, the community committees must be strengthened and legalised (support that the state cannot provide).
  • In addition, conflict-sensitive mechanisms for referring conflict cases to the competent authorities should be developed, a conflict database set up and conflict analyses carried out.
  • The mandate of the committees is to resolve emerging tensions and conflicts within and between the various population groups, e.g. to resolve access to basic social infrastructure, access to land, etc., to deal with cases of gender-specific violence and to resolve emerging tensions and conflicts between different age groups (young people - adults) or groups of different sexes (women and men, young women and men.

Overall Objective

  • To provide Trauma Management and Psychosocial Support services to participants at storytelling exchanges across 5LGAs where BMZ is working, namely Damaturu, Fune, Bursari, Yusifari and Nguru

Scope of Work:

  • Consultant will give a general MHPSS awareness and services to all participants during all sessions of storytelling exchanges that will be facilitated by the storytelling consultant
  • Consultant will identify participant(s) requiring further MHPSS therapy as the storytelling exchanges is being conducted
  • Consultant will provide counselling and MHPSS therapy to the identified participant(s)

Deliverables - Expected Time Frame - Consultancy Days:

  • Preparatory Meeting with Project team to agree on timelines and other deliverables - 20 December 2021 - 1 Day
  • Provide general support to overcome distress and improve trauma management and psychosocial well-being of participants  - 4 to 11 January, 2022 - 6 Days
  • Detailed report and recommendation - 21 January, 2022 - 1 Day

Qualifications

  • University Degree in Clinical Psychology with proven experience in providing mental health therapy
  • Certified MHPSS practitioner with a proven license to practice
  • Proven knowledge of Mental Health and Psychosocial Support
  • Strong knowledge of the North East context and proven experience working in the North Nigeria context
  • Understanding of peacebuilding, conflict resolution and social cohesion
  • Understanding of Interpersonal Communications and Exchanges
  • A good understanding of the principles of youth participation and adult-youth partnerships
  • Proven experience in report writing skill
  • Strong Analytical skill
  • Familiarity with the Humanitarian-Development-Peacebuilding Nexus
  • A vast experience of participatory approach with strong facilitation and fluency in English and Hausa
  • Understanding Kanuri is an added advantage.
