Conflict Sensitivity Advisor at Canada's Field Support Services Project (FSSP)

Canada's Field Support Services Project (FSSP) is a project designed by Global Affairs Canada (GAC) to assist in ensuring quality and relevance of Canada development programme in responding to Nigeria’s development challenges by providing access to technical expertise with local knowledge.

We are recruiting to fill the position below:

Job Title: Conflict Sensitivity Advisor

Location: Abuja (FCT)

Job Description

  • The Field Support Services Project (FSSP) seeks to contract a local Conflict Sensitivity Advisor on a part-time, as required basis, to support Canada's International Development Assistance Program in Nigeria in applying a Conflict Sensitive approach
  • In order to ensure that Global Affairs Canada (GAC)-funded projects do not lead to unintended negative impacts and go beyond "doing no harm" to also maximize opportunities to build and strengthen peace, GAC encourages partners to adopt a conflict-sensitive approach in programming, policy and decision making and implementation.

Roles and Responsibilities

  • The general goal of the mandate is to assist in the integration of conflict sensitivity considerations into project planning, implementation, monitoring, reporting and policy dialogue, as well as to enhance the technical and institutional capacity of the Department and its partners.

Specific responsibilities include:

  • Conduct a program gender-sensitive conflict analysis, including an actor analysis, and update this analysis periodically.
  • Proactively advise and recommend on current or emerging conflict sensitivity issues as they relate to Canada's programming sectors including health, gender equality, humanitarian assistance, renewable energy, sustainable economic growth and education.
  • Promote conflict sensitivity with implementing partners of GAC-funded projects in Nigeria, including building capacity for conflict sensitivity and monitoring project-context interaction.
  • Support Canada's programming teams in the review and development of project proposals and documents linked to operational projects in various programming areas including annual reports, annual work plans, project implementation profiles, and other relevant project documents.
  • Provide technical assistance to incoming missions from Canada and accompany visiting GAC staff, Canadian Government officials and consultants to visit projects in the field as requested.
  • Media monitoring, documenting progress, findings and results through progress reports, and make recommendations about any needed corrective or additional measures as required.
  • Research, collect, analyze and exchange data related to humanitarian assistance programming, as well as conflict sensitivity implications of Canada's development programming in Nigeria with GAC field staff, HQ desk officers, recipient country partners, and other members of the community of practice.
  • Any other tasks linked to conflict sensitivity analysis.
  • This assignment is expected to start immediately with a level of effort (LoE) up to 10 days/month (120 days for 12-month contract).

Essential Qualifications / Experience

  • Graduate Degree (Master's Degree required, PhD or equivalent would be an asset) in Peace and Conflict Study, International Development, Gender Studies, Peace Building or other related fields.
  • Candidates with combined degrees will have an added advantage.
  • Minimum of 8 years of cumulative experience as senior specialist or senior program management positions in development work related to conflict, peace building or identity-based and religious communal conflict in Nigeria.
  • At least five years' experience directly related to conflict sensitivity and Do-No- Harm approaches, including experience in mainstreaming these concepts into development and humanitarian programing.
  • Experience in conducting gender-sensitive conflict analysis and experience in applying such analysis to local development and humanitarian contexts.
  • Experience in conducting training on Conflict Sensitivity and Do-No-Harm approaches.
  • Good understanding of underlying causes of different conflicts, and its causes and consequences in Nigeria.
  • Demonstrated knowledge / understanding of Nigeria's political, social, and economic aspects of conflicts. 
  • Demonstrated experiences in the design and/or implementation of development and humanitarian programmes.
  • Prior experience in an international development institution (public, NGO or private) is preferred. Ability to function effectively in multidisciplinary teams is essential Demonstrated ability in producing clear, high quality analytical written work on conflict sensitivity in development and humanitarian topics.
  • Strong interpersonal, cross-cultural and communication skills; and
  • Commitment to teamwork and ability to build constructive and effective relationships.
