Job Title: Consultant - MHPSS Trainer

Organizational Unit: Mental Health and Psychosocial Support (MHPSS)

Objective

  • The objective of this consultancy is to develop contextualized training manual, implement training for Mental Health and Psychosocial Support (MHPSS) and health actors in identified focal agencies on community-based counselling approaches in Edo and Kano States.

Context

  • Nigeria remains a country of origin, transit, and destination country for trafficking in persons and smuggling of migrants. Driven by the demand for cheap labour and commercial sex, trafficking and smuggling networks across borders and within the country capitalize on economic, social, and political vulnerabilities to lure and exploit their victims.
  • Since April 2017, through the Assisted Voluntary Return and Reintegration (AVRR) programme and in coordination with the Federal Government of Nigeria IOM has facilitated the voluntary return of over 2000 Nigerians stranded in Libya, Niger, Mali as well as European countries.
  • Aside from these factors, the recent outbreak and spread of the coronavirus (COVID-19) has further impacted irregular migration trends, with thousands of migrants currently still stranded in Libya, Niger, Mali, and the Middle East, including Lebanon and Oman.
  • IOM continues to work with the Federal Government of Nigeria to strengthen migration management through capacity-building, advisory services, and technical assistance on migration matters, including migration health and information, assisted voluntary returns, and counter-trafficking.
  • Strong collaboration has been established with national migration stakeholders to enhance border management, fight trafficking in persons, reduce irregular migration, and mainstream migration in the country’s development plans.
  • Reintegration of returned migrants into their community of origin could be a tough process as returnees struggle with challenges related to economic, social, and psychological changes, these include limited employment opportunity, housing, absence of institutional finance, and social safety nets, acceptance by family/community and stigmatization.
  • These stressors further exacerbate psychological conditions of returnees already grappling with distressing experiences of gross human rights violations including torture, modern slavery, sexual violence, forced labour, detention, and exploitation by their captors and traffickers.
  • Target: The Community-based psychosocial approach is considered pivotal to promoting psychosocial recovery and wellbeing for the returnees. It aims to include returnees into social support systems within the community by fostering mutual understanding and acceptance and limiting the stigmatization of returning migrants.
  • The activities fit returnees by giving them social links and support for their empowerment through the consultancy, capacity building training for MHPSS and health actors on counselling within facilities and identified focal agencies on community-based counselling approaches in Edo and Kano States, returning migrants will have access to quality support for self-sufficiency, social stability, and improved psychosocial wellbeing.

Core Functions / Responsibilities
Working under the overall supervision of the Programme Manager (MM/AVRR), under the direct supervision of the MHPSS Officer (Migration Management), and in close coordination with the MHPSS team, the consultant will be responsible for the development of a contextualized training manual on community-based counselling guided by the mhGAP Toolkit and facilitates in Edo and Kano States. In particular, the consultant will:

  • Develop a work plan and methodology for the delivery of the consultancy in coordination with the MHPSS Officer (Migration Management).
  • Submit an inception report on the assignment.
  • Actively engaging relevant stakeholders, developing gender-sensitive training manuals on MHPSS with the framework and international best practices while reflecting national context.
  • Facilitate one review and validation workshop with relevant stakeholders including trainers from the training institutions and operatives.
  • Participate in advocacy sessions to the stakeholders
  • Facilitate training for MHPSS and Health workers in Edo and Kano using the developed manual.
  • Undertake duty travel as necessary to complete the above-mentioned tasks.
  • Draft and submit a comprehensive final report of the assignment

Tangible and Measurable Output of the work assignment:

  • Inception report
  • Training manuals on community-based counselling for MHPSS and health workers
  • Training workshops facilitated (Training of Trainers and Training of operatives)
  • Final report with all the relevant materials annexed.

Deliverable - Timelines

  • Detailed inception report including work plan and methodology - 5 days

  • Advocacy sessions/Training need assessment and integration of training manual into the training curriculum of the relevant stakeholders - 3days

  • Training of Health and MHPSS Actors workshop Kano - 5days
  •  Final Report

Performance Indicators

  • Presentation and acceptance of the inception report of the task.
  • Training need assessment assessments.
  • Validation and adoption of the training manual (Training of Trainers and Training of operatives)
  • Facilitation of the training of trainers’ workshop, the training workshops for operatives, and submission and approval of the final report.

Required Qualifications and Experience
Education:

  • Advanced Degree in Mental Health (Clinical Psychology, Psychiatry, Counselling, and rehabilitation) from an accredited academic institution with certification to practice in Nigeria,
  • Or a related field from an accredited academic institution with seven years of relevant professional experience;
  • Or University Degree in the above fields with Ten years of relevant professional experience.

Experience:

  • Demonstrated experience in the development of training manuals and execution of the training.
  • Proven ability to meet deadlines.
  • Knowledge of the dynamics of trafficking in person and smuggling of migrants in Nigeria and understanding of national, regional, and global issues.
  • Demonstrated experience in the coordination of complex programs implying multiple partners and stakeholders.
  • Experience in liaising with governmental authorities, other international/national institutions, and bodies
  • Proven facilitation skills are highly desirable.
  • Excellent Microsoft Word skills and ability to take notes/drafts and produce high-quality written reports.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision.
