We are recruiting to fill the position below:

Job Title: Consultant - MHPSS and Community Theatre

Type of Appointment: Consultant, 50 working days over a period of 3 months

Objective

  • The objective of this consultancy is to strengthen the resilience of returnees vulnerable to violence, exploitation, and abuse, by sharing first-hand experiences on their migratory journey, learning supportive messaging, and communication to enhance their capacity to meet their own needs, improve their social functioning, and eventually overcome unhappy situations.

Context

  • Since 2002, International Organization for Migration (IOM) has been working with the Federal Government of Nigeria to strengthen migration management through capacity-building, advisory services, and technical assistance on migration matters, including migration health and information, assisted voluntary returns, and counter-trafficking.
  • Strong collaboration has been established with national migration stakeholders to enhance border management, fight trafficking in persons, reduce irregular migration, and mainstream migration in the country’s development plans.
  • Building on existing projects, IOM seeks to improve the access to trusted information sources and promotes informed decision-making by sensitizing potential migrants on regular migration options, vulnerabilities to trafficking in persons (TiP), and risks associated with irregular migration. In addition, the project seeks to build institutional capacities and implement community-based actions in high-risk states of irregular migration such as Lagos, Edo, and Delta.
  • In collaboration with the Federal Government of Nigeria (FGN), the intervention aims to build the capacity of state and non-state actors to exercise evidence-based planning and monitoring of behavioral change communication to prevent TiP and Smuggling of Migrants (SoM).
  • Secondly, through community-based actions (peer education, community dialogue, art-based mental health, and psychosocial support activities) and capacity building, the project aims to enable returnees, community members, government, and non-government actors to take action to prevent exploitation and promote informed decision making on safe and regular migration pathways.

Target:

  • This intervention will contribute to output 2.2 of the project which aims to ensure community-based intervention(s) are designed and implemented targeting youth, returnees, and host communities.
  • It is for this purpose IOM seeks to engage a consultant to develop and conduct training on community theatre as an MHPSS intervention for IOM partners and facilitate community theatre sessions to strengthen support groups within the communities as an avenue to provide support to vulnerable returned migrants.

Core Functions / Responsibilities
Working under the overall supervision of the Programme Manager (MM/AVRR), under the direct supervision of the MHPSS Officer (Migration Management), and in close coordination with the MHPSS team, the consultant will:

  • Develop an Inception report, including a detailed methodology and work plan.
  • Conduct consultation meetings with MHPSS partners to assess the need and context of the activity
  • Design a contextualized, innovative curriculum for community theatre with a focus on building resilience and leveraging available social support within the local community. This curriculum must be suitable to be delivered by NGOs providing support to vulnerable returned migrants. The curriculum should draw from the “Community Theatre Manual on Irregular Migration, including Trafficking in Persons and Smuggling of Migrants” (IOM 2019)
  • Deliver one training of trainers (TOT) for key partners working with returned migrants to strengthen their capacity on using community theatre as an MHPSS intervention.
  • Providing supervision for trained key partners and NGOs to facilitate a community theatre session for returning migrants, guiding the returnees through the creative process, and encouraging them to engage with their feelings and explore the thought processes behind them.
  • Develop monitoring and evaluation framework and tools for the intervention
  • Final report, incorporating feedback from the IOM project team.
  • Perform other duties as may be assigned.

Tangible and Measurable Output of the Work Assignment
Specific Task - Deliverable (Timeline (working days)):

  • Inception report to establish a methodology and work plan, schedule of training for NGOs, and group sessions with returned migrants - Inception report, work plan including timeline and training dates (5)
  • Draft/adapt curriculum of training manual including a list of materials, monitoring and evaluation framework, and tools (including the pre and post-tests required for sessions) - Draft curriculum, list of materials for training, monitoring, and evaluation tools (9)
  • Presentation and approval of draft curriculum - Approval of draft curriculum (5)
  • Face to face training with relevant actors - Conduct training (5)
  • Community theatre for returned migrants including supervision of trained relevant actors during group sessions with returned migrants - Conduct sessions & Conduct supervision (5)

Performance Indicators

  • Submission of the approved inception report including work plan and schedule of training and approval of the draft curriculum.
  • Completion of training for relevant actors and conducting sessions for returned migrants.
  • Submission of the accepted final report and evaluation.

Required Qualifications and Experience
Education:

  • Advanced Degree in Psychology, Counselling, Theatre Art, Art Education, or related field from an accredited academic institution or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with Two years’ experience in Mental Health and Psychosocial intervention

Experience:

  • Knowledgeable of and ability to promote inclusivity in working with diverse groups including women, children, youth, and people with disability.
  • Excellent oral and written communication skills.
  • Demonstrated ability in developing innovative treatment modalities and group facilitation skills.
  • Knowledge /experience in conducting community theatre.
  • Previous working experience in the West African region or Nigeria desirable.
  • Computer proficiency including MS Office Microsoft tools and ability to take notes/drafts and produce high-quality written reports.
  • Motivated, committed, responsible, and able to work independently with limited direct supervision.

Languages:

  • Fluency in English; knowledge of multiple languages advantageous.
