We are recruiting to fill the position below:

Job Title: Design, Monitoring, Evaluation and Learning Assistant

Location: Benue (with frequent travel to Adamawa State to assess partners implementation)
Employment Type: Full Time

The Project

  • Search, in co-collaboration with its partners Justice Development and Peace Commission (JDPC) and Foundation for Justice, Development and Peace (FJDP) is implementing a 24-month project in response to the challenges and opportunities outlined above.
  • The overall goal of the project is to promote collaborative multi-stakeholder engagement and advocacy processes to reduce human rights abuse by police forces in Benue and Adamawa States.

This goal is supported by the following three specific objectives and five interrelated expected results:

Objective 1:

  • To strengthen the capacity of target CSOs, media, and community stakeholders to advance evidence-based HR monitoring, reporting, and constructive advocacy.
  • Expected Result (ER) 1.1: Increased knowledge and skills of target CSOs and media actors in human rights monitoring, reporting, and constructive advocacy.
  • ER1.2: Strengthened communication and coordination between target CSO, media, and community stakeholders to build evidence to influence security sector policy and practice related to accountability and human rights.

Objective 2:

  • To foster collaboration around increased accountability between target police actors, government authorities, CSOs, and local communities
  • ER2.1: Increased understanding of human rights principles amongst police actors.
  • ER2.2: Increased constructive interaction between affected communities, key government and civil society stakeholders, and police on issues related to human rights and protection.

The Project is Underpinned by the Following Theory of Change: 

  • If target CSOs, media, and community stakeholders have increased skills and avenues to collaborate around evidence-based human rights reporting and non-adversarial advocacy, building on existing institutional efforts, and if trust and positive relationships between these actors and police and government stakeholders are nurtured through regular solution-oriented interactions, then human rights violations committed by Nigerian police forces will decrease in target locations, because constructive multi-stakeholder engagement will lead to joint ownership and upholding of accountability efforts in target areas.

Reporting Line:

  • The position holder will report directly to the Design, Monitoring and Evaluation Manager who will oversee the technical M&E components of the project. 

Roles and Responsibilities

  • Coordinate weekly with DMEL officer to determine priority tasks.
  • Ensure the state team is aware of and up to date on all DMEL tasks and reports.
  • Conduct monthly DQAs and site visits during the project implementation phase in assigned areas.  
  • In concert with the DMEL Manager, develop Monitoring and Evaluation plans for field-level Activities.  
  • Implement Search M&E standards around project planning meetings, data collection tools, monitoring missions as required.  
  • Identify lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in Monthly and Quarterly Reports.  
  • Share observations from monitoring visits with the DMEL officer when findings demonstrate questionable actions.  
  • Support quality, conflict sensitive, innovative and effective DMEL process in middle belt with close support from the DMEL officer;   
  • Work closely with the communications team on the development of advocacy and outreach materials to promote research results.

Requirements

  • A Bachelor's Degree / HND qualification or equivalent.
  • Minimum of one year experience in field monitoring, evaluation design, empirical and statistical analysis, management information systems and/or information management design is required.
  • Understanding of the use of offline/online data collection tools.
  • Good report writing skills
  • Good knowledge of data collection process
  • Know-how at using Microsoft office software: MS Word, Excel, PowerPoint, etc. is required.
  • Good analytical and report writing skills;
  • A demonstrated commitment to professional ethical standards and a diverse workplace; and
  • Ability to prioritize, plan and organize workflow and handle tasks
  • Attention to detail and ability to follow up on tasks to completion is required.
  • Experience of working in a conflict environment is a plus.
  • Written and spoken fluency in English is required.
  • Fluency in one or more of the local state languages in the North Eastern part of Nigeria is required.
