Job Title: Laboratory Systems Strengthening Lead

Position Summary
Under the supervision of the Laboratory Program Director, the incumbent shall lead the development of laboratory systems in Nigeria in alignment with the health systems framework.
S/he serves as a key contributor to the planning, development and review of policies and guidelines related to Laboratory services at national and sub-national levels.
Position holder shall provide technical expertise to the Federal Ministry of Health and other relevant key stakeholders, on sundry Laboratory issues including the use of Laboratory evidence to inform program strategies and implementation.
S/he will implement and review the laboratory clinical governance plan.
Major Responsibilities
Lead the development of sustainable Laboratory systems/services in accordance with the WHO health systems framework and serve as the liaison between the project, government, laboratory stakeholders and CDC
Develop and submit monthly, quarterly and annual work plans and status reports on the implementation of the National Medical Laboratory Strategic Plan and policies
Coordinate the collection and analysis of information and data and prepare general plans and periodic reports, technical briefs and success stories on systems strengthening efforts
In conjunction with other partners, lead the conduct of cost analysis of laboratory systems strengthening effort in Nigeria and conduct economic evaluation of lab programs
Contribute to any cross-programme workforce development initiatives
Contribute to review of in-country IHR and support NCDC in its implementation
Provide Technical support to the Division of Medical Laboratory Services, FMOH in coordinating the secretariat of the National Laboratory Technical Working Group (NLTWGI
Provide technical support in delivery of high-quality laboratory services for HIV, TB and other priority diseases, laboratory quality management, bio -risk management, and lead national waste drive .
In conjunction with other partners and stakeholders, coordinate the evaluation of specimen referral network, and make appropriate recommendations on strengthening the system.
Requirements
Education:
A University Degree in one of the following disciplines: Medical Laboratory Sciences, Clinical Chemistry, Medical.
Microbiology, Hematology with minimum of Master’s Degree in a Health-related field (Microbiology, or Public Health); Must hold a practicing license from the MLSCN.
Experience, Skills, and Minimum Qualifications:
Experience working in a clinical and public health laboratory is required and candidate must have at least 5 years work experience;
Must have at least 3 years’ experience in a management role; previous responsibility implementing a project for an international NGO is highly desired;
Demonstrated experience working in Nigeria; previous work with laboratories in Nigeria the MoH, national and regional institutes, and international organizations, on laboratory strengthening and/or infectious disease programming is highly desired;
Knowledge of diagnostic tests and laboratory processes for infectious diseases is required;
Knowledge of the Global Health Security Agenda, pandemic preparedness, and emergency response, highly desired;
Demonstrated experience using project management tools and techniques to plan, schedule, implement, and evaluate complex projects and multidisciplinary staff is also desired;
Must have strong skills in coordination, communication, and developing relationships with colleagues.
