Job Title: Laboratory Program Director

Position Summary
The Laboratory Program Director will be responsible for overall technical leadership, management and operations of theproject.
S/he willensure that the project’s goals, objectives and strategies are achieved and contractual requirements aremet on time and within budget.
S/he will take leadership role in the coordination of all activities across all relevant parties,including the donor and partners for the project.
The LPD will oversee project staff and sub-partners to result-orientedplanning, leadership and coordination of project activities for improved access and sustainable delivery of high-qualitylaboratory services for HIV, TB and other priority diseases, and the efficient use of a resilient network of public healthlaboratories for disease detection, outbreak response, and surveillance in Nigeria.
S/he will provide leadership andrepresentation at bi-lateral and multilateral fora, national and subnational levels and collaborate with all relevant MDAs insupporting laboratory strengthening initiatives.
Major Responsibilities
Provide overall management, strategic direction, and leadership to the project to achieve expected project goals.
and results within budget and timeframe.
Provide overall programmatic and technical leadership in laboratory quality management systems; and in the design, development, planning and implementation of project activities.
Manage project budget to meet expected results, ensuring cost-effective use of donor resources.
Oversee project staff and help partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
Provide guidance to ensure that program implementation adheres to appropriate laboratory technical standards and guidelines and that programs are technically sound.
Serve as the principal liaison responsible for reporting program results to donor/stakeholders and cultivating and maintaining a positive relationship with stakeholders and staff.
Share laboratory best practices and contribute to the knowledge base through participation in scientific and technical forums.
Develop and maintain collaborative relationships with donor/client organizations, relevant government agencies, partners and other NGOs.
Review, analyze and evaluate the effectiveness of the project and make recommendations for enhancements.
Education
A Bachelor’s Degree in Medical Laboratory Sciences; Master’s Degree in Science or Public Health (MPH) preferred;
A PhD, or DrPH public health will be an advantage. Must hold a practicing license from the Medical Laboratory Science Council of Nigeria (MLSCN).
Experience, Skills, and Minimum Qualifications:
15 years of experience in clinical laboratory medicine in developing countries with at least 5 years’ experience in a laboratory quality management role.
Knowledge and experience in the laboratory diagnosis of infectious diseases including specific hands-on laboratory experience.
Informed of current laboratory developments in the diagnosis of infectious diseases including point-of-care and molecular methods.
Knowledge and experience with strengthening laboratories to achieve international quality standards.
A demonstrated ability to create and maintain effective working relations with multiple partners, the government, its agencies and international organizations.
Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
Excellent English communication skills.
