Job Title: Monitoring and Evaluation (M & E) Lead

Position Summary

  • The Monitoring and Evaluation (M&E) Lead is responsible for providing oversight for the implementation and monitoring of the project.
  • S/he will facilitate the implementation of data quality strategy and be responsible for designing, reviewing, and implementing the evaluation and performance monitoring plan (EPMP) for the proposed CDC-funded project,
  • S/he will work with teams to develop and implement standardized practices and sound protocols with practical application across the organization
  • S/he will build a culture of learning and will work collaboratively with staff, members, partner agencies and other stakeholders to monitor and evaluate the projects to determine performance indicators and measurable outcomes, and support continuous quality improvement (CQI).

Major Responsibilities

  • Lead the planning, development, and implementation of M&E activities aimed to improve capacity to deliver quality-assured laboratory services and improve the efficiency and fidelity of program and guidelines of implementation.
  • Ensure robust electronic systems and tools are in place and provides related capacity building in support of a national health data quality assurance strategy that maintains data quality throughout data entry, analysis, reporting, and use.
  • Supports the development and implementation of security, confidentiality and privacy policies and guidelines for electronically based laboratory information.
  • Builds capacity of facility and community service providers across supported states in conducting high quality review
  • Works with key project personnel to develop the EPMP at project inception and update it annually.
  • Facilitates and provides leadership to ensure effective design, review, and implementation of the project’s EPMP, including the development of project outputs, performance indicators, and targets to increase real-time data use for program improvement
  • Ensures that routinely collected data summaries are available promptly and in a user-friendly format for regular use by the Principal Investigator (PI) and technical team.
  • In coordination with PI and technical staff, prepares consolidated reports that include concise narratives and relevant tables and graphs to meet report requirements.
  • Conduct routine monitoring of data collection activities
  • Supports the design and implementation of a transition plan to ensure maximum sustainability for local ownership.

Education

  • A Bachelor's Degree or equivalent education in Public Health, Epidemiology, Statistics or related field, M.Sc. in relevant fields is prefered

Experience, Skills, and Minimum Qualifications:

  • Minimum of 8 years progressive and relevant experience is required.
  • Proven track record for applying knowledge and concepts in the design, development, and implementation of performance monitoring systems and evaluation studies.
  • Proven track record in leading collection and analysis of quantitative and qualitative data, and interpretation of results.
  • Demonstrated experience in data management and retrieval systems and online databases.
  • Experience in preparing reports and summaries, providing technical guidance and recommendations, and delivery of training.
  • Understanding of performance measures, outcomes, and continuous quality improvement
  • Interest in laboratories or the public health field preferred.
  • Excellent interpersonal skills to effectively interact with all levels of staff, members, government personnel, and others.
