Job Title: Consultant to Support the Listed States Agencies to Prepare and Strengthen the Health Insurance Scheme for Enrollment and Provision of Effective Services to the Informal Sector Enrollees

Locations: Kebbi, Sokoto and Ebonyi

Purpose

• The consultants will support the various states agencies to develop/adjust enrollment modules, facilitate the adoption of the ICT / software & infrastructure for the enrollment, and advocate for funding necessary for the various states agencies to avail the staff for registration and management of the informal sector enrollees.
• The above efforts will prepare the enabling environment for the proper enrollment and services delivery to the informal sector enrollees.
• Subsequently, IHP will involve a GUC to support various state agencies in expanding coverage of people in the informal sector.
• The consultant is required to be embedded with the various state agencies team in their state office(s) for the period of the consultancy.

The major tasks and outcomes of this assignment are:

• Review and, where applicable, develop/ update guidelines, standard operating procedures (SOPs) and tools for the informal health sector enrollment.
• Support various state agencies to set up and operationalize the guidelines and SOPs for the efficient informal sector enrollment processes.
• Facilitate adjustment/tweaking of the formal sector enrollment database for use by the informal sector enrollment and ensure that the database includes aggregates, as well as analyzes, and reports enrollment data from various enrollment points.
• Support the institution of a claims review, adjudication, and payment process for the state.
• Advocate with various state agencies on the effective staffing allocation for the informal sector enrollment management.
• Ensure stakeholders’ engagement and multisectoral collaboration for the development of various state agencies’s informal sector enrollment strategy and operationalization, various state agencies’s staff on the informal sector enrollment system.

Type of Contract

• This contract is a firm-fixed-price deliverable-based contract.
• The consultant is expected to accomplish the deliverables before getting paid for that deliverable satisfactorily.
• The IHP Chief of Party reserves the right to confirm if a deliverable is delivered adequately or otherwise.
• No price change is expected after the contract is signed. IHP will not pay for the cost of any deliverable that is not complete, of quality, or on time.
