Job Title: Dialogue Facilitation Guide / Manual Consultant

Background

  • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on humanitarian assistance, economic development, and conflict mitigation. With the ongoing insurgency in Northeast Nigeria causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs. As the crisis has persisted, Mercy Corps’ strategy has also expanded to address the root causes of the conflict and seek to build the long-term resilience of communities with integrated programs focusing on governance, the recovery of markets and livelihoods, social cohesion and social protection, youth empowerment, and local conflict management.

Project Description

  • Mercy Corps, with funding from the European Union is currently implementing a 3-year ‘Building Resilience in Complex Crisis’ (BRICC) program in consortium with Danish Refugee Council (DRC) and Cooperazione Internazionale (COOPI) in 6 LGAs of Damturu, Potiskum, Gujba, Gulani, Geidam and Yunusari of Yobe state. The program seeks to increase the ability of Poor Vulnerable Households to cope with shocks and stresses by restoring their access to basic services, providing access to inclusive financial services and building community assets for conflict mitigation and prevention. One of the objectives of the BRICC programme is:
    • Vulnerable and conflict-affected households have restored and improved livelihoods that are more resilient to conflict and climate shocks and stresses.
    • (IO1) Vulnerable households can meet their basic needs and Yobe state has increased capacity to deliver on a social safety net programme.
    • (IO2) Strengthened community resilience including improved community conflict resolution capacity.
    • (IO3) Women, youth and adolescents have greater access to financial services.
    • (IO4) Essential market systems functions restored and improved resulting in greater access for vulnerable populations to markets for quality inputs and services and improved on-farm agricultural production.
    • (IO5) Increased access for youth to diverse income sources from off-farm employment.
  • Over the past years, Mercy Corps and its consortium partners have facilitated several multi-stakeholders dialogue sessions between community members and government officials across all BRICC implementing program communities. It is based on this backdrop that Mercy Corps plan to engage a qualified Consultant to develop dialogue facilitation guide/module that will serve as a resource to the community resilience groups (CRGs), other development partners, including State and Local Government to facilitate community dialogue at the State, LGAs, and local communities and for the purpose of improving social cohesion, serve as early warning and early response mechanisms thereby mitigating future conflicts.
  • Mercy Corps aims to ensure that the skills of CRGs, government partners are continually strengthened, and the current multi-stakeholders dialogue sessions sustained. It is on this premise that Mercy Corps seek to develop a standardized dialogue facilitation guide/module. The Guide will support multi-stakeholder dialogue sessions, and it will also serve as a resource material for training dialogue facilitators at the community level. However, the principles set out in the Guide will apply, regardless of the setting, context, topic, or scale of the effort.
  • Mercy Corps through the E.U BRICC program is working in five LGAs and across several communities in Yobe State to elevate dialogue as a tool for social cohesion and community-driven advocacy for lasting peace in the State.

Consultant Objectives

  • In support of Intermediate Outcomes 2 (IO2), the Consultant will develop a dialogue facilitation guide for BRICC Consortium partners, local partners, CRGs and Government actors in Yobe State. All techniques and approaches for engaging these groups will be embedded in this guide to make it a bit more generic. This is aimed at deliberately promoting and standardizing the culture of dialogue.

The Guide will consist of four parts:

  • Concept and Theory,
  • Design, Planning and Preparation
  • Characteristics and Techniques.
  • Checklist, Pre- and post-dialogue stages/processes.

Consultant/s Activities
The Consultant/s will:

  • Develop a standardized 40 pager dialogue facilitation guide in English with graphic illustration of processes depicting local community dialogues involving different community stakeholders
  • Consultant will translate finalize work from English version to Hausa and Kanuri that reflects the right and generally acceptable language translations from an accredited body.
  • Validation meeting with BRICC, Partners and select stakeholders.
  • Final proofreading and submission for printing.

Requirements

  • Consultants should possess relevant qualifications
  • 3 - 5 years experience in Content Development, Designing and Creating resources for training
