Overview

  • The firm is headquartered in Washington, DC and has program operations and activities in over fifteen countries around the world. Banyan Global operates within six practice areas: gender, youth, finance and investment, enterprise development, health, and evaluation and learning.
  • Banyan Global is the prime recipient of the Nigeria Health Workforce Management (HWM) Activity in Nigeria.
  • The HWM Activity is a five-year task order to support the establishment of a cost-effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi, and Sokoto States and the Federal Capital Territory (FCT).
  • By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 100,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches.
  • Targeted interventions will contribute to improved management of maternal, child, and newborn health conditions and increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary health care (PHC) workforce.
  • This activity will contribute to the achievement of USAID/Nigeria’s Country Development Cooperation Strategy (CDCS) Development Objective 2 “a healthier, more educated population in targeted states” and Intermediate Result (IR) 2.1 “Utilization of quality health services in targeted areas and population groups increased.”
  • The HRH Consultant will be based in Abuja and Sokoto and will reports to the HWM Country Director.
  • The Consultant will strengthen the ongoing technical assistance provided by HWM to the Sokoto State Government in its health workforce cadre conversion effort, which is designed to increase the number of health workers trained as skilled birth attendants (SBAs) and enhance the quality of services offered in its PHC facilities. 

Responsibilities

  • Facilitate four cadre conversion workshops in Abuja and Sokoto State (two in each) with stakeholders drawn from the Sokoto State Government, Federal Minister of Health (FMOH), National Primary Healthcare Development Agency (NPHCDA), four professional regulatory boards USAID Implementing Partners (IPs), and HWM 
  • The first Abuja workshop will focus on stakeholder engagement, curriculum adaptation, planning, and design. The second Abuja workshop will consist of an evaluation to review the progress of implementation. The audience for these workshops will include:
  • 2 Representatives of the Community Health Practitioners Registration Board of Nigeria (CHPRBN), Sokoto State MOH, FMOH, NPHCDA, NMCN, USAID IPs, and HWM
  • The Sokoto workshops will include identification of suitable Pre-service Health Training Institutions (PSHTIs) for training programs, review of State Government commitments to the program, and a kickoff of the training program. The audience for these workshops will include representatives from:
    • PSHTIs, Sokoto State MOH, Office of the Head of Service, State PHCDA; NMCN, and CHPRBN - 18 days 
  • Provide support to the Sokoto State Government and relevant regulatory boards to identify objectively and systematically
  • Lists of qualified individuals to be enrolled for the first cadre conversion training
  • Suitable PSHTIs to host the trainings, and work with the selected ones
  • Suitable resource persons from the schools to be involved in the program - 7 Days 
  • Conduct a five-day training workshop on strategies for publication in a national or international journal for 20 participants drawn from FMOH, HWM (8), 1 each from the 4 + 1 States, USAID IPs (IHP and BAN) and NPHCDA - 5 days 
  • Identify a local or international journal and provide technical support for the development of at least two manuscripts for publication in any of the identified public health journal - 5 days 

Reporting Line and Deliverables
The consultant reports to the HWM Country Director but is expected to work collaboratively with the Sokoto State Ministry of Health and the Office of the State Head of Service, NMCN, CHPRBN, the HWM Training Technical Lead, HWM State Coordinator in Sokoto and other HWM Technical Team to achieve the key deliverables listed below: 

  • Provide a technical report of each of the four workshops conducted    
  • Submit a database of participants enrolled for the first batch of cadre conversion intervention in Sokoto State, and all supporting documents
  • Draft completed manuscripts of at least two articles for publication in an identified national or international journal

Qualifications

  • Degree in Medicine, Nursing, Public Health or another relevant field 
  • Minimum of 15 years of experience in a Pre-Service Health Institution (PSHTI)
  • Experience in writing and review of manuscripts for publication in a national or international public health journal with at least eighteen national or international publications.
  • Experience working with professional health regulatory boards and associations, government officials, civil society partners, and other stakeholders
  • Experience facilitating workshops and trainings 
  • Strong familiarity with the Nigerian academic institutions; particularly PSHTI
  • Demonstrated skills in quantitative and qualitative research methods 
  • Demonstrated capacity to analyze complex issues, draw relevant conclusions, and produce comprehensive technical reports
  • Cultural sensitivity, particularly in multi-ethnic and multi-religious contexts
  • Fluency in English

Timing and Level of Effort:

  • The expected period of performance for this assignment is 35 days between April and August 2022.
  • Travel days under this consultancy will not be more than twenty-two and provision made for phone airtime for communication.
