Job Title: EORE Training Specialist

Overview of Position

  • Northeast Nigeria is facing a problem of weapons and explosive hazard contamination as a result of protracted conflict.
  • The presence of explosive remnants of war (ERW), improvised explosive devices (IED) and landmines of an improvised nature, poses a serious threat to civilians as well as to United Nations and humanitarian personnel operating in the north-east of the country.
  • Our client deployed to Nigeria in April 2017 to conduct an Explosive Threat Scoping mission to Nigeria which resulted in the recommendation of the establishment of a humanitarian mine action coordination and support capacity in Maiduguri and immediate provision as appropriate, technical response to the explosive contamination impacting the humanitarian crisis in the north east.
  • In addition, the General Officer Commanding (GOC) for Division 7 of the Nigerian Army made a request through the Deputy Humanitarian Coordinator in December 2017, to have OUR CLIENT presence in the north east.
  • The GOC highlighted the negative implications of the explosive threat including Improvised Explosive Devices and Unexploded Ordnance on IDP return, livelihoods and return to normalcy in northeast of Nigeria.
  • In 2018 Our client established a permanent presence to implement a mine action programme in Nigeria to:
    • Improve the protection of civilians and facilitate humanitarian assistance;
    • Enhance national capacity to mitigate explosive threats and enable compliance with international treaty obligations;
    • Reduce the explosive threat to United Nations personnel and humanitarian workers.
  • According to the 2020 Humanitarian Needs Overview (HNO), 8.7 million people including 1.7 million internally displaced persons (IDPs) and 1.2 people returnees are in need of humanitarian assistance in Borno, Adamawa and Yobe (BAY) States in north-east Nigeria due to the ongoing crisis.
  • Given the widespread explosive ordnance contamination and prevalent use of IEDs by non-state armed groups, the 2021 NHO identifies 1.5 million people in need of mine action in north-east Nigeria.
  • There were 259 explosive incidents in 2020, and another 216 incidents took place from January to June 2021. From 2016 till June 2021, 1,247 people were killed and 2,048 injured, out of which 748 civilians were killed and1297 civilians were injured .
  • The 2021 NHO indicates 75% of incidents involving unexploded ordnance could have been prevented by non-technical surveys (NTS) to identify and mark suspected contaminated areas and release safe land and roads and explosive ordnance risk education (EORE) to deliver life-saving knowledge and foster safe behaviour. The need for EORE remains high particularly in Borno with 1.16 million people in need but also in Adamawa and Yobe where more than 200,000 and 176,000 people respectively need EORE.
  • Our client in Nigeria Programme takes a strategic, multi-year comprehensive approach for protection of civilians and humanitarian actors through humanitarian mine action in north-east Nigeria, supported by multi-donor contributions.
  • This approach encompasses a range of responses, including EORE, Conflict Prevention and Preparedness (CPP), Improvised Explosive Device Disposal (IEDD) and emergency medical response training for the national military and police forces, information management and explosive hazard mapping, and  NTS, with coordination as key cross-cutting enabling factors.
  • Under Japanese and German funding, our client is starting to implement a one year project aiming at protecting civilians and humanitarian actors in north-east Nigeria from the threat of explosive ordnance, and supporting the advancement of two
  • Outcomes: (1) National and local entities mitigate the explosive threat in north-east Nigeria; and (2) The immediate threat posed by explosive ordnance to civilians and humanitarian and development actors is mitigated.
  • Outputs and activities to achieve those outcomes will be (a) NTS, EORE, CPP and EOA to enhance safety and resilience of the at-risk population, (b) VA activities to enhance inclusive healthcare for the victims of EO incidents including persons with disabilities, and (c) support to the establishment of NMAC for sustainability and national ownership in humanitarian mine action.

Specific outputs for the contracted staff will be:

  • Establish a sustainable capacity of Non-Technical Survey officers facilitators in north eastern Nigeria within selected services of the National Authorities and Civil Society Organizations.

Role Objectives

  • The EORE Training Specialist (1 to be selected for this assignment) will have the responsibility to coordinate, oversee and provide mentoring and on the job training to organizations delivering EORE.
  • The organizations targeted are those that participated in the EORE ToT course that was delivered by our client from 14/02 to 11/03/22.

The targeted organizations are:

  • Ministry or Rehabilitation, Reconstruction and Resettlement (MRRR)
  • National Emergency Management Agency(NEMA)
  • State Emergency Management Agency(SEMA)
  • Nigerian Security Civil Defense Corps (NSCDC)
  • Taimako Development Initiative
  • Initiative For Educational Awareness and Economic Development
  • Peace Ambassador Center for Humanitarian Aid and Empowerment
  • Centre For Social Cohesion, Peace and Empowerment (CENSCOPE)
  • Reawakening And Development Initiative
  • Life at Best Development Initiative
  • Sahei Gender Development Initiative
  • First Step Action for Children
  • African Youths for Peace Development Empowerment Foundation
  • Child Protection and Women Empowerment Initiative.

Expected output

  • Track EORE delivery activities of the organizations listed, ensuring delivery is in line with workplans and information is reported to our client through standard IMSMA repo
  • Coordinate the activities of national EORE specialists, recruited through CTG, and embedded with CSO to provide a monitoring, mentoring and OJT(where required)
  • Provide mentoring and OJT to national authority organizations as required.

Qualifications

  • Bachelor's in relevant to the role. (essential).

Project reporting:

  • Tracking sheet of EORE activities implemented by listed organizations
  • Collation and summarization of monitoring reports  submitted by national EORE specialists.

Key competencies:

  • A minimum of two (2) years’ experience in EORE activities (Required)
  • A minimum one (1) year experience in developing and managing delivery of training courses in EORE (Required)
  • One (1) year previous experience working in remote/hardship locations, similar to north eastern Nigeria (Recommended).

Team management:

  • The person will work in collaboration with national EORE specialists recruited through CTG. The person will work also in strict collaboration with our client EORE Associates and our client Chief of Operations.
  • The person will need to collaborate and train local personnel of other organisations and national authorities, as selected.
  • The Trainer will need to be experienced in delivering training courses in Explosive Ordnance Risk Education (Mine Action pillar).

Sector Experience:

  • Minimum of Relevant experience of minimum one (1) year in developing and managing delivery of Training Management Packages (TMP) in EORE, Training of Trainers or in capacity building of national staff or Relevant experience of delivering training course to EORE Facilitators for a minimum of two (2) years year/s of demonstrable relevant Training experience (essential).

Geographical Experience:

  • Minimum of Recommended to have one (1) year previous experience working in remote/hardship locations, similar to north eastern Nigeria year/s of experience in Africa (desirable).

Languages:

  • Fluent in English (essential).
