The Alliance for International Medical Action (ALIMA) is an independent humanitarian medical NGO that was created in 2009 by professionals of humanitarian medicine. ALIMA’s mission is to provide medical care in emergency situations or medical catastrophes.

We are recruiting to fill the position of:

Job Title: Logistics Coordinator

Location: Abuja (FCT)
Project: Abuja Coordination
Contract Term: contract under French law, 6 months’ renewable.
Desired start date:  01 June 2022

ALIMA in Nigeria

  • The humanitarian crisis in Nigeria’s northeast and the Lake Chad region is one of the most severe ongoing crises in the world, now entering its ninth year and showing no sign of abating.
  • In 2021, at least 8.7 million people are in need of urgent humanitarian assistance in the worst-affected states of Borno, Adamawa, and Yobe. Up to 5.1 million people risk being critically food insecure during the next lean season (June - August 2021), a level similar to 2016-2017 when famine was looming over Borno State
  • Nigeria is now facing a second wave of COVID-19 infections. Borno, Adamawa, and Yobe states have recorded new cases. Aid actors are intensifying actions and prevention measures
  • Despite challenges including humanitarian space reduction, aid workers had already provided around 5 million people with life-saving assistance in Borno, Adamawa, and Yobe states in 2020.
  • Conflict, explosive remnants of war, and insecurity have cut people off from their main means of livelihoods-farming and fishing. This causes major food insecurity in northeast Nigeria, which COVID-19’s effects on incomes have exacerbated: despite good crop yields, food insecurity is rising. Findings of the October 2020 Cadre Harmonisé (CH) analysis projected that about 5.1 million people in the three states will be food-insecure in the lean season between June and August 2021 – a 19% and 34% increase in 2020 (after COVID-19 June CH Update) and 2019 figures respectively. According to the Nutrition and Food Security Surveillance Round 9, conducted in October 2020, the level of acute malnutrition increased in all three states compared to 2019. Global acute malnutrition (GAM) rates of 10.7% were recorded in Borno, 7.5% in Adamawa, and 13.6% in Yobe. According to the survey, several LGAs had high pockets of global acute malnutrition above the 15% threshold (emergency phase), including Gubio, Magumeri, Mobbar, and Bayo in Borno State and all LGAs in northern Yobe. Movement restrictions and insecurity continue to hamper the ability of IDPs, returnees, and the host communities to access basic services, livelihoods, and land for farming and grazing. This means that more people will rely on humanitarian aid to survive in 2021.
  • In 2017, ALIMA continued to implement projects in Muna Garage in Jere LGA, where ALIMA performs general consultations for children under 5 and provides Sexual and Reproductive Health (SRH) to pregnant and lactating women (antenatal and postnatal consultations). An Outpatient Therapeutic Feeding Program (OTP) is also available for children under 5 suffering from severe acute malnutrition (SAM) in the clinic, where women and caretakers are trained to screen their children for malnutrition using the MUAC tape.
  • In Maiduguri MC, where ALIMA is working in partnership with the University of Maiduguri Teaching Hospital (UMTH), the Inpatient Therapeutic Feeding Center (ITFC) manages children under 5 suffering from SAM with medical complications in a 50-bed capacity building.
  • In December 2020, ALIMA conducted a needs assessment survey in the north of Yobe where a high level of acute malnutrition was recorded by the nutrition sector. The results of this survey prompted ALIMA to open a nutrition and health project covering the Kasasuwa LGA, one of the most affected LGAs, and where there was a gap. This project started in May 2021 and fund by ECHO aims to support Karasuwa health facilities and improve access to nutrition and health services including pediatric healthcare and reproductive health.
  • ALIMA also supports COVID-19 vaccination in Borno and Yobe with a focus on the most vulnerable.
  • In parallel, ALIMA is opening an emergency nutrition project in Katsina state and is present in Owo state since 2018 for Lassa fever response and research.

Protection of Beneficiaries and Community Members:

  • Level 3: As part of his/her duties, the job holder will visit programs and come into contact with children and/or vulnerable adults. Therefore, a criminal record check or a certificate of good conduct will be required. In situations where the impossibility of providing a criminal record or a certificate of good conduct is found, a declaration of honor will be requested.

Mission and Objectives

  • Define and implement technical and logistics strategies and support to the field under the technical
  • support and management of the Logistics Desk Manager, dedicated to the approval of the global
  • logistics strategy, ensuring the pertinence and coherence of logistics planning & programs, adequacy of the means provided and the compliance with ALIMA standards and protocols in order to enable the development of the mission in perfect working conditions and optimize the impact of the medical projects activities.

Tasks & Responsabilities

  • Implement The Operational Logistics Strategy
  • Participate actively in the elaboration and update of annual project planning, budgets proposals and any emergency operations, give support in strategies definition and providing advice to the HoM in the translation of the identified logistical/technical needs into objectives, priorities, and resources needed for the mission. 
  • He shall ensure to provide all documentation and assume his role.

Monitoring the Implementation of Logistics Activities and Procedures:

  • Follow up the activities and support the mission in the different sectors, which involve logistics: construction and rehabilitation, warehousing and supply of medical and non-medical material, transport, communications, water and sanitation, fleet and engines management, assets control, security, reporting, etc.
  • Implement and apply ALIMA harmonized validated procedures and documentation.
  • Reinforce controls and enhance training on use.
  • He is accountable to ensure compliance with ALIMA standards, protocols, and procedures.
  • His role request to report to the HoM on the development of the ongoing programs and proposing reorientation strategies, with contribution and technical approval of the Logistics Desk Manager, when needed.

Management of Logistics Teams And HR Policies:

  • Is responsible for the proper application of HR policies and associated processes (recruitment, capacity building (induction, coaching, training), briefing/debriefing and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for.
  • Develop activities planning, action plans, appraisal & evaluation for Logistics managers and other national positions.
  • Review and adapt consequently and timely all jobs description for the national logistics staff.
  • He/She is responsible for ensuring technical reference, supporting logistics teams on all technical issues in the Borno mission, and providing basic guidelines and knowledge to programmes staff to follow procedures.
  • He/She has to assume their implementation.

 Management of Assets and Premises Structures and Equipment:

  • Monitoring and following up on the registration, codification, and tagging of all new assets, purchased or donated. 
  • Ensure that all in-use equipment is recorded and tagged.
  • Set and supervise a regular physical inventory of the assets list. Keep assets list updated.
  • He is responsible for ensuring the installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition, as well as all the equipment, required.
  • Supervise the proper use and maintenance of IT (computers, software, backups, etc.), office, communication, transportation, and energy equipment.
  • Assume and raised reports on assets for each donor as references for audit and control.
  • Proceed to inquiries/investigations in case of damages or loss on any asset for reporting.

Monitoring of Security and Risks Management:

  • Elaborate, define and monitor technical aspects of the risk reduction policy, transport, communication, protection, identification, and preparation of the technical aspects of the mission security policy and guidelines, evacuation plan, and contingency plan performing day-to day monitoring of security rules observation and reporting of any problem to the HoM. 
  • For this purpose, the Logistics Coordinator will have to create an appropriate environment to facilitate the exchange of information on the security situation and will be the security back up in the absence of the HoM.
  • Develop or improve the tool to proceed to elaborate a risks analysis report and update the
  • different SOP’s (base, coordination, and mission).
  • Collect and compile all useful and right information from his network then to share timely within the mission or with dedicated staff.
  • He has to establish good communication means in the Mission (including numbers & frequencies), allowing permanent communication between capital, projects, bases and HQ.
  • Procure to all staff in the Mission benefits from a welcome briefing on security SOPs and from proper training on some topics like how to use communications equipment (e.g, satellite phones, HF/VHF radios, computers, etc.), what to do in case of a fire alert or attack from terrorists.
  • The role of the logistics coordinator is to ensure the setup of security measures and their application by all ALIMA staff in the Borno mission.
  • He is in charge and responsible to select appropriate information to spread.

Settings and Improvement of Reporting:

  • Analyse monthly projects reports, and comments and send feedback to all logistics manager before the consolidation of the monthly mission report.
  • Provide, on weekly or monthly bases, reporting on activities from projects/mission evolution from the technical/logistics perspective and propose corrections if needed.
  • Consult the logistics referent in case of an amendment.
  • Improve contents of the report, monitor closely results of procurement follow up, stocks management and value, fuel consumption, and action points.
  • Role and responsibility to ensure the quality of reporting, exchanges, and sharing of reliable information and data.

Representation:

  • Represent ALIMA in meetings with Authorities and other NGOs for technical/logistics or
  • Security-related issues.
  • Acting HoM for all issues when he is assigned as his representative in his absence

Experience and Skills
Essential:

  • Degree and Specialization in Humanitarian Logistics
  • Medical logistics knowledge (Biomed equipment, wash, etc..) will be considered an asset
  • Minimum of 4 years of demonstrable relevant logistics experience.
  • Working experience in management positions is essential.
  • Working experience with an international medical NGO, is an asset.
  • Fluency in English. Speaking French is an asset.
  • Essential, computer literacy (word, excel, internet). The knowledge of Homere (HR
  • management software) and Saga (Finances management) is highly appreciated.
  • Strong interpersonal skills, and teamwork.
  • Strong communication skills
  • Negotiation skills

Languages:

  • English is compulsory, others are an asset.

Remuneration and Benefits

  • Depending on experience + per diem
  •  ALIMA pays for:
    • Travel costs between the expatriate’s country of origin and the mission location
    • Accommodation costs
    • Medical cover from the first day of the contract to a month after the date of departure from the mission country for the employee
    •  Evacuation of the employee
