Nigeria Health Workforce Management (HWM) Activity

Banyan Global is the prime recipient of the Nigeria Health Workforce Management (HWM) Activity in Nigeria.
The HWM Activity is a five-year task order to support the establishment of a cost-effective, well-trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebonyi, Kebbi, and Sokoto States and the Federal Capital Territory (FCT).
By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 10,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches. Targeted interventions will contribute to:
Improved management of maternal, child, and newborn health conditions and
Increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary health care (PHC) workforce.
This activity will contribute to the achievement of USAID/Nigeria’s Country Development Cooperation Strategy (CDCS) Development Objective 2 “a healthier, more educated population in targeted states” and Intermediate Result (IR) 2.1 “Utilization of quality health services in targeted areas and population groups increased.”
The Grantee Technical Capacity Building – HRH Research consultant will be based in Abuja and operate from the HWM Office.
The consultant will report to the HWM MEL and Research Lead and will provide technical support to two HWM grantees implementing grants on research to improve the recruitment, deployment, attraction, and retention of frontline health care workers.
The consultant will provide technical assistance to the grantees on conducting research and review and assure quality of reports and deliverables the grantees submit to HWM.
LOE:
Provide technical assistance to grantees on conducting HRH research on factors affecting frontline health worker recruitment, deployment, attraction, and retention in HWM tates, especially in remote and rural areas. Findings from the study will be used to:develop State-specific research reports and policy briefs and identify evidence-based and prioritized strategies to improve health worker recruitment, deployment, attraction, and retention. LOE - 18 days
Review and assure quality of grantee submissions to HWM. LOE 20 Days
Prepare and submit a consultancy report that includes a summary of technical assistance provided to the grantees and recommendations for the scopes of work of follow-on grants. LOE - 2 days
Total LOE - 40 Days
Deliverables / Activities
The consultant will submit the following deliverables as and when due:
Reviewed and edited versions of grantee reports and deliverables
Consultancy report that includes a summary of technical assistance provided to the grantees and recommendations for the scope of work of follow-on grants.
Approach:
The consultant is expected to provide the technical support by working with the grantees to produce high-quality technical deliverables.
The consultant will ensure that all granteereports and deliverables meet HWM quality standards.
Qualifications
A Bachelor’s Degree in the Medical or Social Sciences with a Master’s Degree preferable
Expertise in conducting research using mixed methods and both quantitative and qualitative data analysis
Health-related research articles published in journals
Demonstrable experience producing high-quality reports, particularly for USAID-funded programs.
