The Position

  • The Local Security Analyst (LSA) position is located at the Country Offices (CO) in Abuja. The LSA reports to the UNFPA Representative who is accountable for matters related to UNFPA security.
  • UNFPA Office of the Security Coordinator (OSC) provides technical guidance and support through the Regional Security Advisor (RSA).

Job Purpose
The incumbent of the post will advise on security risk to UNFPA personnel, eligible dependents, premises, property and operations in country, and at the same time enabling UNFPA programme delivery throughout the country. This will be achieved through:

  • Advising that UNFPA security support features in the programming process at the Country Office level as well as in the case of each individual project, from project identification, planning, budgeting, implementation and right through to monitoring and evaluation.
  • Strengthening the security arrangements and business continuity management of UNFPA offices, sub-offices (field and project offices), and their personnel While maintaining a professional network of international and national security personnel.

Main Tasks & Responsibilities
You will be responsible for:

Outcome 1 - Safety and security of UNFPA personnel and operations enabled:

  • Liaise and coordinate activities with partner organizations and counterparts in the planning and execution of UNFPA missions, ensuring the safety and security of UNFPA personnel as the highest priority.
  • Maintain communication with the United Nations Department of Safety and Security (UNDSS) and relevant security personnel to ensure timely issue of security clearance and other security documentation necessary for the conduct of UNFPA activities.
  • Ensure security and safety of UNFPA premises, including coordination and timely follow-up on security related maintenance.
  • Coordinate the implementation of all technical security requirements listed in the UN Country Security Plan and related procedures.
  • Ensure effective and efficient emergency communication system for all UNFPA personnel, and report on testing and drill outcomes.
  • Ensure that fire evacuation plan, fire prevention measures and fire-fighting equipment are available and operational on UNFPA premises, and direct and conduct fire safety drills and training as necessary.
  • Implement timely report and actions to provide for the safety and security of UNFPA personnel and eligible dependents; and ensure follow-up on security incident that affected them.
  • Carry out any other duties as may be required by UNFPA leadership.

Outcome 2 - Technical guidance available to UNFPA personnel:

  • Provide the UNFPA Country Representative, the Country Office Security Focal Point (SFP) and management, guidance on the security accountability framework, security risk management policies and guidelines, and business continuity management, and monitor their compliance and implementation for the UNFPA area of responsibility.
  • Mainstream security into all levels of programme design, implementation and delivery through the substantive monitoring of ongoing and future projects and programmes providing innovative and proactive support, direction and solutions, where required.
  • Prepare, maintain and update UNFPA security documentation including the basic information required for the implementation of the UN Country/Area Security Plans, including updating staff lists, emergency communication systems, and ensuring the safety & security related equipment is operational/serviceable.
  • Participate in the drafting of documentation to be presented to donors, provide inputs to donor reports, as required, and ensure that the security related cost of UNFPA activities is included in all appeals/proposals/concept notes and project descriptions.

Outcome 3 - Timely and accurate threat and risk assessments provided to mitigate risks:

  • Monitor the prevailing local security situation and trends through public sources and professional networks to produce regular and timely reports with early warning value to the SFP and the RSA.
  • Conduct security risk assessments in the field consultation with UNDSS and other security partners to determine the extent of potential threats and risks to UNFPA activities and make recommendations to UNFPA management.
  • In close coordination with the SFP and the UN Department of Safety and Security (UNDSS), actively maintain official liaison with host government counterparts, local authorities responsible for law and order, security and defense forces.
  • Provide threat specific security advice and maintain security awareness among UNFPA personnel through security advisories/alerts.

Outcome 4 - Provision of policy implementation support:

  • Represent UNFPA as a key player and contributor in the United Nations Security Cell to ensure UNFPA positions are represented in the formulation of security risk assessments, plans, procedures, and Local Cost Shared Security Budget preparation.
  • Provide security policy guidance and business continuity management support to UNFPA management enabling effective programme planning, implementation, and delivery within the framework of UN security policies and procedures at the central and state levels.
  • Monitor and evaluate office physical security measures and conduct security surveys of installations and facilities, follow-up on security arrangement implementation.
  • Monitors that all projects/programmes contribute resources to implementation of security measures.
  • Lead technical oversight and quality control for UNFPA contracted security providers and guard force management.
  • Organize training courses on safety & security issues/awareness and preparedness; and ensure all UNFPA personnel undertake mandatory security training/briefings.
  • Lead capacity building initiatives to enhance the competencies of clients/stakeholders on security related preparedness and operations.
  • Develop, implement and maintains a meticulous archive recording management system.
  • Identify, capture, synthesize and share lessons learned for knowledge development and capacity building.

Qualifications and Experience
Education: 

  • Advanced University Degree or equivalent in Political Science, Military Studies, Security Management, Law Enforcement, Business Continuity Management or related discipline.
  • A First-level University Degree in combination with additional two (2) years of qualifying work experience or a diploma with additional ten (10) years of progressively relevant work experience may be accepted in lieu of the advanced university degree. Relevant would be the UN, the military or the police.

Knowledge and Experience:

  • A minimum of two (2) years of relevant and progressively responsible experience preferably in the UN, police or military context or related area are required.
  • Security management work experience in Northern Nigeria is required.
  • Experience in a Security Management System within the United Nations or similar International Organizations including international NGO is desirable.
  • Knowledge and experience in data collection, analysis and dissemination is desirable.
  • Computer literate in Microsoft Office.
  • Demonstrated willingness and ability to travel to the field whenever necessary.

Languages:

  • Fluency (written and verbal communication skills) in English is required.
  • Working knowledge of other major local languages is desirable.
  • Working knowledge of other UN official languages is an asset.
