Background
The Nigerian Red Cross Society (NRCS) was established through an Act of Parliament in 1960. This Act depicts that the NRCS is recognized by the Federal Government of Nigeria as a community based Voluntary Aid Society, auxiliary to and complementing the public authorities in the area of humanitarian interventions. The NRCS was recognized by the International Committee of the Red Cross (ICRC) in 1961 and admitted by the International Federation of the Red Cross Red Crescent Societies (IFRC) as the 86th National Society in 1961.
The Nigerian Red Cross Society (NRCS) has a country wide presence with 37 branches and a network of trained volunteers with access to hard-to-reach communities which gives the NRCS capacity to support the delivery of timely humanitarian aid. NRCS complement public authorities in humanitarian interventions with the mandate to prevent and alleviate human suffering at times of peace or conflict, and to support individuals and communities to respond effectively to emergencies, without any form of discrimination as to class, gender, race, political opinions or religion.
In its auxiliary role, NRCS has been complementing the efforts of Government of Nigeria in engaging the public, providing updates on current situations, coordination with Movement Partners and other actors, distributing live saving supplies, improving livelihoods and advancing preparedness and strengthening health systems during outbreak responses including COVID-19.
Vaccination remains the ultimate step towards reducing severe illness from COVID-19 pandemic as well as saving lives of affected persons. In Nigeria, several set targets of COVID-19 vaccination has been missed and vaccination has remained low due to vaccine hesitancy, lack of confidence, drop out and non-compliance. Efforts have been intensified by the Government to boost vaccine uptake through partnership with key stakeholders including Donors, Implementation partners, policy experts, foundations, civil society organisations, community leaders and faith-based organisations. Job Purpose
The Project Manager - Emergency Health Response (PM-EHR) will support the NRCS headquarters in the implementation of its Risk Communication and Community Engagement (RCCE) strategies for COVID-19 vaccine uptake. Job Description The Assistant Coordinator Health and Care - Project Manager, Emergency Health Response (PM-EHR) has the following responsibilities:
Strategic:
Support the NRCS in the process of defining and documenting a clear strategic direction for RCCE for COVID-19 vaccine uptake and other Emergency Health intervention responses.
Identify needs and develop workplans and proposals for RCCE for COVID-19 vaccine uptake and other Emergency Health intervention in Nigeria.
Ensure that relevant NRCS and national/international guidelines and best practices are followed in RCCE for COVID-19 vaccine uptake and other Emergency Health intervention program in Nigeria.
Operational:
Establish the understanding for drivers and scale of vaccine hesitancy and develop a strategy to combat it
Conduct perception studies and social research on COVID-19 vaccines to inform accelerated COVID-19 vaccine uptake on the continent
Collect, analyse, visualize and disseminate community feedback data, with a specific focus on qualitative data
Implement NRCS COVID-19 vaccination RCCE strategies in Nigeria
Support the design or updating of RCCE strategies, and implementation of agreed activities
Design training materials and provide training for vaccine influencers such as religious and traditional leaders, teachers, healthcare workers, political leaders, and other community influencers to support the implementation of RCCE strategies for COVID-19
Support local media to share trustworthy, factual information about the vaccine
Set up systems and tools in NRCS for effective communication of COVID-19 vaccine uptake RCCE
Identify and set-up tools required to share preventative messaging, for example reducing vaccine hesitancy and notifying people of their eligibility for vaccinations
Participate in National inter-agency RCCE working groups
Document and share learning and best practice on RCCE activities
Duties Applicable to all Staff:
Actively work towards the achievement of the NRCS goals
Abide by and work in accordance with the Red Cross Fundamental Principles and NRCS Statutes
Show capacity to assist other members of staff and management, aptitude for maintaining cooperation and team spirit necessary to achieve the objectives of the National Society
Perform any other work-related duties and responsibilities that may be assigned by Line Manager
Key Performance Areas:
Impact and quality of NRCS COVID-19 RCCE activities in the state
Strong network of health volunteers
Number of lives saved due to COVID-19 RCCE efforts
Qualifications and Experience
First Degree in Social / Health Sciences, or related discipline with minimum of 5 years previous experience carrying out related task with donor-funded project is desirable.
Post-graduate Degree in Social / Health-related discipline is an added advantage.
Experience with policy document development/reviews, and report writing is required.
Previous experience working in infectious disease outbreak response including design, implementation, monitoring, and evaluation is required
Experience in field research, developing and coordinating data collection, processing, and analysis systems from multiple sources or program areas is desired.
Ability to work collaboratively and proactively with diverse stakeholders including ministries, departments and agencies in the public health sector is required.
Excellent organizational, problem-solving skills and attention to details are essential.
Ability to work independently and proactively and track multiple activities and deadlines.
Strong communication skills (written & spoken) in the English language and one or more Nigerian language(s) are required
Interviewing skills, interpersonal communication skills are highly desirable
Ability to travel within Nigeria and work successfully within a cross-cultural, multi-sectoral, multi-project team-based environment.
Understanding of NRCS Fundamental Principles and Code of Conduct
Ability to protect the reputation of NRCS through the quality of work, knowledge and experience
High ethical standards and honesty in handling the organizational resources and zero tolerance to corruption
Culturally sensitive, globally minded and showing respect to the views and opinions of others
