About 40% of children miss out on school and have to work to survive while nearly 2 million children have lost one or both parents to an AIDS-related disease.

We are recruiting to fill the position of:

Job Title: Shelter and Settlement Officer

Child Safeguarding

  • Level 3.  The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3.
  • As part of these responsibilities the post holder will support the establishment of child safeguarding systems, promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis. 
  • The post holder should report and respond to interventions as determined by position related responsibilities identified in the Child Safeguarding Policy.

Introduction

  • Save the Children International is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work. 
  • This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

Role

  • The Shelter & Settlement Officer will directly assist the S&S coordinator while working closely with the BHA Shelter partner to implement the Shelter and Settlement/Shelter NFI components of the project.
  • The S&S officer will supervise the construction/repair and distribution of shelters and shelter NFIs in MMC and Jere LGAs of Borno state.

Main Responsibilities
With support from the S&S Coordinator:

  • Assist in sensitization of local government structures, communities, and traditional authorities on the targeting criteria and identification and registration of the beneficiaries;
  • Undertake regular field visits to project sites; work with the implementing partner to understand impacts, operational challenges, and continuously identify opportunities for learning and improvement; and ensure timely delivery of programme activities (for example, monitoring against log frames, individual performance management work plans).
  • Ensure that partner field staff are aware of and implementing with agreed M&E tools and the management team can monitor, review and evaluate the effectiveness and quality of programming
  • Work with the S&S Coordinator to ensure actions agreed by the response team are effectively tracked and followed up.
  • Work with Supply Chain to ensure procurement request are submitted and treated timely according to the procurement plan.
  • Assist in training of any Save the Children and partner staff on Shelter and Settlement programming.
  • Actively participate in relevant field assessments to identify the beneficiaries’ needs, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs
  • Conduct the implementation and monitoring of all Shelter and Settlement activities, at the field level, as laid out in the Detail Implementation Plan (DIP).
  • Assist in the registration of target HHs, ensuring that the data is collected and is recorded appropriately
  • Compile and submit regular project reports and updates Integrate community approaches, protection mainstreaming, gender sensitivity and capacity building into all activities as appropriate;
  • With support of the community mobilization team, Coordinate the sensitization of Shelter and Settlement beneficiaries.
  • Identify emerging issues related to the Shelter/Shelter NFI and make recommendation for further solution.

Support the S&S Coordinator and other Sector colleagues to:

  • Conduct vulnerability mapping with community representatives to identify the most vulnerable new arrival IDP in communities of implementation.
  • Develop strategies to address the economic barriers impeding the IDPs’ access to their basic needs (WASH, Food, Shelter, etc) in collaboration with the community representatives.
  • Implement Shelter and Settlement programs for IDP new arrival HHs, to allow families to be able to settle in their new communities.

Overall:

  • Ensure that you work to the best of your ability and demonstrate high levels of commitment to Save the Children International and our vision, mission and values to ensure the objectives of your role and the country programme are met;
  • Ensure the effective and efficient use of all Save the Children International resources to keep costs low and ensure safety in the workplace; and
  • Comply with the requirements of the Save the Children’s Child Safeguarding Policy to ensure maximum protection for children.

  • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of children. This may involve supporting coordination working groups within the IDP camps and host communities or target project sites.
  • Contribute to communications and media work as required through correction of data and information and sharing with the project heads

Qualifications & Experience
Essential:

  • B.Sc / HND in a relevant course –Architecture, Building Technology, Civil Engineering or related relevant discipline
  • At least 2 years post NYSC relevant experience implementing Shelter and Settlement in Humanitarian emergency
  • Excellent communication skills, calm, with a good sense of working in an intercultural environment;
  • Excellent Microsoft Office applications skills (Excel, Word, PowerPoint, Emails, Skype, Web researchers);
  • Ability to design and interpret Architectural working drawings and develop bill of quantities.
  • Self-motivated and results orientated;
  • Highly diplomatic and emotionally intelligent with strong oral and written communication skills.
  • Demonstrates a strong commitment and passion for the realization of women’s and girls’ rights and gender equality;
  • Knowledge of women’s rights and gender equality and willingness to strengthen her/his capacity in this area; and
  • Able to effectively advocate for change and influence others.
  • Knowledge of and adherence to the Save the Children Code of Conduct understands other international development guidelines.

Desirable:

  • High level of communication in a local language related to working environment
  • Proficiency in AutoCAD or similar drafting software and a high level of computer literacy (word, excel, ppt etc)

Experience in gender mainstreaming, social protection programming.

Working Conditions

  • Normally working condition within environments in which security assessment has been carried out.
