Job Title: Gender Equality and Social Inclusion (GESI) Advisor 

Location: Lagos, Nigeria

Job Description

  • The Nigeria NPAP is looking for a Gender Equality and Social Inclusion Advisor to promote and mainstream gender and inclusivity considerations throughout the partnership’s activities, approaches, and deliverables. 
  • The Gender Equality and Social Inclusion (GESI) Advisor will lead on two main deliverables: the Gender and Social Context Assessment and the Intersectional Gender and Inclusion Strategy.

Essential Duties/Key Job Roles and Responsibilities
The roles and responsibilities of the National GESI Advisor are as follows:

Deliverables and Description
Oversee the Gender and Social Context Assessment:

  • National GESI Advisor to support the development of analysis to understand the gender and social inequalities within the existing national plastics economy and the underlying gender and social norms, roles, and relationships that lead to these inequalities. The context assessment will be conducted in collaboration with a research organization selected through RFP.
  • Analysis should include gender and social issues related to plastics’ production, consumption, management, and disposal. It should also look at marginalized communities disproportionately affected by plastic pollution and gender and social inequalities within the solutions to plastic pollution, such as financing obstacles for plastic alternatives, etc.
  • Provide a critical stakeholder assessment alongside insight into gaps and means for supporting equal access in the circular economy.
  • Discuss national regulatory, market, and social preparedness for supporting and participating women and traditionally marginalized communities across the plastics value chain.
  • The work will include but is not limited to:
    • Overseeing the research firm in their selection, planning, qualitative research, analysis, and report drafting
    • Building relationships with key GESI advocates and potential influencers across sectors, especially within the government, to ensure all stakeholders are included in the report creation process
    • Supporting the development of a brief on the state of the current gender discussion in Nigeria in policy and in the society from literature review and interviews (for example, the National Gender Framework)
    • Assess the best available quantitative gender-disaggregated data on plastics and discuss the gap in data where appropriate from literature review and interviews, especially with plastics stakeholders and members of the NPAP
    • Conduct and support key informant interviews beyond the easily identified plastics stakeholders, seeking out the voices of underrepresented and marginalized communities, considering class, ethnicity, language, wealth, geographic, gender differences, and disability. Informal economy workers should be represented.
    • Support the analysis, drafting, review, and dissemination of a report on the research findings
    • Lead the community dissemination plan for applying insights from the report, including designing and hosting meetings and workshops with relevant stakeholders who can influence the system to be more equitable
    • Provide recommendations on ways to improve the multistakeholder action map to incorporate gender considerations throughout
  • Expected Timeline: 3-4 weeks

Develop Intersectional Gender and Inclusion Strategy:

  • Based on a template provided to the Global Gender Equality and Social Inclusion Advisor, develop an Intersectional Gender and Inclusion Strategy that will cover programmatic and institutional objectives for the NPAP to meet along with concrete actions to meet these objectives.
  • The Strategy will be based on gender and social context assessment findings. It will align with the National Action Roadmap to ensure plastic pollution objectives work in tandem with the gender and social objectives.
  • The strategy will prioritize actions that remedy and channel attention to more marginalized subpopulations (such as women living in the lowest wealth quintiles, in informal housing, or working in the informal economy) while at the same time addressing inequalities throughout the entire plastics value chain, as identified in the social context assessment.
  • Expected Timeline: 3-4 weeks

Provide gender and inclusion mainstreaming recommendations for the Action Roadmap:

  • The National GESI Advisor will prepare a brief for the drafters of the National Action Roadmap with recommendations for integrating gender and social considerations into the main body of the Roadmap. 
  • The National GESI Advisor will then review the draft of the National Action Roadmap for its gender responsiveness and will identify further opportunities for integrating a gender and inclusion lens throughout the roadmap, including gender-sensitive policy options, some gender-targeted actions, gender-disaggregated data collection, and other essential recommendations for a holistic gender responsive and inclusive approach to plastic action in the country    
  • Expected Timeline: 1-2 weeks

Provide ongoing recommendations, workshops, and Communications to integrate GESI across key NPAP deliverables, initiatives, and actions:

  • The National Gender Equality and Social Inclusion Advisor will act as the point of contact for integrating gender responsive and inclusive approaches across the NPAP, including
  • The NPAP Task Forces focused on inclusivity, behaviour change, metrics, policy, innovation, and financing.
  • The GESI Advisor will participate in a select Task Force.
  • The GESI Advisor will also oversee the management of the NPAP community as it relates to gender equality and social inclusion, building relationships with critical advocates, socializing insights, and hosting training and workshops to translate insights into action.
  • Meetings provide feedback on opportunities to integrate gender-responsive and inclusive approaches throughout the decisions and recommendations made by the Task Forces.    
  • The GESI Advisor manages the ongoing commitments of the NPAP Secretariat and community to the GESI Strategy, regularly assessing progress and building agreements to ensure the objectives implement in the strategy.
  • The GESI Advisor will work with the other NPAP advisors and the GPAP GESI Advisor to elevate the visibility of GPAP and NPAP’s work through periodic blog posts, presentations, capacity- buildings, etc.
  • Expected Timeline: Ongoing

Lead and manage the establishment of the InclusivityTask Force:

  • Based on the needs of the local partnership, the GESI Advisor may determine that a vital enabler for gender-responsive and inclusive action across the NPAP is a Social Inclusion Task Force. In this case, the GESI Advisor will leverage their community-building skills to identify, host, and co-create the ongoing goals of a multistakeholder local inclusion task force from within the NPAP community. 
  • The task force will serve to integrate gender-responsive and inclusive actions across the plastics value chain and work to make the GESI Strategy a reality. 
  • The GESI Advisor may also identify additional opportunities for the task force and will ensure GESI insights are integrated across all the NPAPs activities and task forces.
  • The GESI Advisor will be responsible for ensuring the meaningful operation of the task force, whether this may include designing the structure, identifying chairs or co-chairs, convening the community, determining frequency, drafting agendas and long-term plans, and delegating necessary management to strong task force members who wish to contribute.    
  • Expected Timeline: Ongoing

Skills and Qualifications
The ideal Gender Equality and Social Inclusion Advisor candidate will exhibit:

  • Hold a Master's Degree in Social Science, Public Policy, or another related major
  • At least three years of professional working experience in the development sector, with expertise on gender issues. Working on other equity issues (such as disability rights, rights of workers in the informal economy, non-discrimination, etc.) is desirable
  • Candidate to be Nigerian and legally able to work in Nigeria
  • Strong analytical skills in situation analysis and gender analysis
  • Demonstrated ability in engagement with the public and private sector
  • Strong academic research skills
  • Excellent verbal and written English. Fluency in one or more Nigerian languages is desirable
  • Excellent oral and written communication skills
  • Excellent facilitation skills
  • Candidate must be self-motivated, detail-oriented, and an organized thinker with the ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines
  • High integrity, passion for sustainable development, and a good sense of humor preferred
  • Advanced skills in Microsoft Office, Internet, and virtual meeting tools.
