Job Title: Senior NTBLCP Website Design Consultant

Location: Abuja (FCT)
Employment Type: Contract

Background

  • Tuberculosis Data, Impact Assessment, and Communications Hub (TB DIAH) is a five-year Associate Award funded by the United States Agency for International Development (USAID), and is implemented by the Carolina Population Center, University of North Carolina (UNC) at Chapel Hill and sub-recipient John Snow Inc. (JSI).
  • The objective of TB DIAH is to ensure optimal demand and analysis of both routine and non-routine TB data for decision-making and their appropriate use to support interventions, policies, and performance management of national governments, ministries of health, national TB programs, USAID and other stakeholders.
  • In 2021, USAID and the Stop TB Partnership issued their Governance of TB Programmes report, assessing the governance of TB programs in 22 high TB burden countries. The report established baselines for national tuberculosis programs (NTPs) in four theme areas, including transparency.
  • The transparency of each NTP was primarily measured through assessment of the availability of key TB information in the public domain. USAID/Washington and TB DIAH are collaborating with the USAID Nigeria Mission and Nigeria’s National Tuberculosis & Leprosy Control Programme (NTBLCP) to improve the NTBLCP’s sharing of key TB information via their website and address specific criteria of the Governance report.

Objectives
The objectives of TB DIAH’s proposed work in Nigeria are:

  • Assess the landscape for the current NTBLCP website among NTBLCP staff and stakeholders to identify strengths of the current site, categorize areas requiring attention, and develop a roadmap/action plan for improvements. Based on TB DIAH’s own analysis, the NTBLCP website (http://ntblcp.org.ng/) has been down since March 2022. Consultant will need to investigate the cause of the server/hosting issues and provide action plan to get the site back online.
  • Improve the transparency score of Nigeria’s NTBLCP web site through a website redesign including but not limited revamped design, additional resources, and expanded functionality.
  • Develop a sustainability plan for the new site, including content updates, staffing requirements, budget, and a calendar of required security updates, as well as a training package for site managers.

The expected outcomes for our engagement are three-fold:

  • Improved access to national TB data, guidelines and resources.
  • Improved site maintenance and operability.
  • Increased site management capacity amongst designated staff.

Tasks

  • Conduct a landscape analysis of the existing NTBLCP site among NTBLCP staff and stakeholders via in-person or written interviews to identify strengths of the current site and define areas requiring attention.
  • Develop a roadmap/action plan for improvements based on landscape analysis and results of TB DIAH transparency assessment.
  • Secure NTBLCP buy-in to proposed changes, including a well-defined approvals protocol, definitions of completion, budgetary responsibility, and timeline with benchmarks.
  • Support the identification and selection of a local web development firm to implement agreed-upon changes to the NTBLCP site, if required.
  • Support the site revision process, including coordinating review and feedback sessions with the NTBLCP.
  • Develop a site maintenance calendar that integrates with the NTBLCP’s existing web maintenance efforts.
  • Create a guidance document for web site managers and coordinate a training of current NTBLCP staff or identified consultant.
  • Document site redesign process, from landscape assessment, through design and development, to sustainability plan development.

Deliverables

  • A landscape analysis report
  • A roadmap/action plan for improvements approved by NTBLCP
  • Web development consultant or firm identified and hired
  • NTBLCP website refresh completed, with improved transparency as measured against the Stop TB Partnership criteria and TB DIAH Performance-based Monitoring and Evaluation Framework (PBMEF) indicators
  • Site maintenance calendar shared with NTBLCP
  • Site maintenance guidance document created
  • Training in site maintenance conducted with relevant staff and consultants
  • Comprehensive process documentation report.

Duration:

  • This consultancy will be from July to September 2022 (40 days Max.).

Required Qualifications

  • Minimum of 10 years relevant experience in web site design and management, including landscape analysis, user needs assessments, APIs and data integration, with at least five years’ experience in Nigeria. Applicability to international tuberculosis programming is preferred.
  • Demonstrated experience working with TB program and other infectious disease control programs in Nigeria or neighboring countries.
  • Sensitivity toward cultural diversity and an ability to work across various sub-group of people in the region.
  • Ability to work independently, lead, and manage multiple activities.
  • Ability to work effectively with NTBLCP staff, TB DIAH project staff, USAID, implementing partners, other donors, and international organizations.
  • Consultant must be based in Nigeria.
  • Strong interpersonal, diplomacy, organizational, oral, and written communication skills.
  • Working proficiency in English.
