Project Description
The Fiscal Agent shall provide a broad range of financial management services to the Principal Recipient (“PR”) and/or Sub-Recipients (“SR”) in implementing the activities funded by the Global Fund and/or Gavi.

Job Description
In line with the General Terms of the project “Fiscal Agent for The Global Fund to Fight AIDS, Malaria and Tuberculosis” Nigeria the Group Leader is responsible for:
Management, Guidance and Overall supervision of the Accountants of his team including but not limited to operations meetings, staff organization – subject to agreement with the Team Leader of the project, staff productivity and staff morale;
With assistance by the Accountants responsible for approvals and authorizations of all payments including active participation in all major approval and authorization problems and payment procedures education events; timely payments, cash management, and financial reporting of the assigned Principal Recipient to The Global Fund and Sub Recipients to the Principal Recipient.

Supervising his team of local Senior and Junior Financial Management Specialists and the Deputy Group Leader;
Advisory role for the PRs/SRs and support to the PRs/SRs in all questions regarding procedures, compliances and documentation necessary for a professional internal control system at PR level;
Capacity building in all aspects of compliance to procedures established and to the points mentioned above.
Responsible for the implementation/elaboration of procedures manual analysis and elaboration of recommendation, the PR approval process analysis, market price evaluation, analysis of the possibility to reduce cash management, monthly forecast and activity planning meetings at the PR level and all other financial management activities of the ToR;
Supervision of the payment request review, final approval of payment and activity requests.
Support the PR in the follow-up on auditor findings and in preparing an action plan addressing audit findings;
Attend Audit entry, debriefing and exit meetings;
Responsible for the implementation of the work plans of PRs/SRs he/she is in charge for;
Responsible for any other activities necessary to fulfill the Fiscal Agent responsibilities as described by the Terms of Reference or assigned by the Fiscal Agent Team Leader;
Responsible for Capacity Development Trainings assigned by the Fiscal Agent Team Leader;
Progress monitoring and on –schedule reporting to the Fiscal Agent Team Leader.
Detailed Tasks:
Overall project management, supervision of team, quality control on deliverables, adherence to work plan;
Main contact point for all implementing partners including the Global Fund, Country Coordination Mechanism, the Principal Recipient (PR) and Sub Recipients, Local Fund Agent, External Auditors;
Financial management oversight of the PR under the Work Order with the Global Fund;
Responsible for approvals and authorizations of all payments to ensure compliance of grant expenses with the agreed budget; co-signatory authority over the payment vouchers;
Elaborate of PR’s financial reports (PU/DR, QFR); reconciliation between financial statements obtained from the PR accounting system and financial reports submitted to the Global Fund to ensure consistency;
Produce of the annual Financial statements of the PR; Support in the external audit and following up on the recommendations;
Regular reviews of the accounting entries and monthly reports/reconciliations to ensure that all transactions are timely and appropriately recorded in PR’s accounting system;
Review of the PR’s Procedures Manual and recommendation of improvements with regards to the Procedures Manual, to ensure compliance with the financial management and accounting rules and practices, particularly with respect to high-risk activities that can result in fraud or the misuse of funds;
Support the PR in reprogramming requests, budget monitoring and absorption analysis;
Supervision of quarterly on-site financial compliance reviews of the SRs;
Day-to-day capacity building of PR’s staff in the financial management of Global Fund grants.
Qualifications
A Graduate Degree, or a Degree followed by membership in an industry-recognised professional body (e.g. ACCA, CPA etc), in:
Finance/Accounting;
Public Administration;
Business Administration;
Social Science; or
Other relevant discipline.
Recognized Fraud management qualification (i.e. Certified Fraud Examiner) will be an asset
Good written and spoken English
Minimum of 10 years of financial management experience, preferably in the health, social or financial sector, with:
Strong Country management and team management skills, ability to prioritize tasks and meet multiple deadlines in complex environment;
An in-depth knowledge of issues relating to country management in developing countries;
Strong technical skills covering the key objectives that are included in the Terms of Reference;
Strong interpersonal skills, diplomacy and tact to effectively communicate with senior-level officials, multiple stakeholders and professionals from diverse cultural and professional backgrounds; and
Strong professional oral communication, writing and analytical skills, including the development of reports, oral presentations, and technical/persuasive documents;
Experience in fraud management in donor funded programs or public/private will be an asset
Work experience with Global fund and/or Gavi
International work experience (countries outside the native country).
