We are recruiting to fill the position below:

Job Title: Head Social Performance Management

Location: Adamawa
Employment Type: Full-time

Job Summary

  • The primary role of the HSPM is to establish and build relationships with host communities to retain social license to operate, develop and implement community development and engagement strategy in line with DSR objectives.
  • The HSPM will lead the social DSR team in managing community relations strategy within the DSR target areas with the aim of Identifying community needs and mutually agreed projects/initiatives to address needs.
  • The HSPM will also support the development of local institutions within the community and build their confidence and skills to participate in democratic decision-making on issues that impact their daily lives.

Job Responsibilities
To design and implement a comprehensive Community Development Strategy through:

  • Supporting and participating to the execution of Environmental & Social/ Impact Assessment (ESIA), where necessary.
  • Developing and executing Community Needs Assessment study within DS host communities.
  • Working with HSSE and Corporate Communication Functions, Community Based Organizations (CBOs), relevant government agencies and existing local institutions in developing a Community Development Plan (CDP) which is premised on addressing identified community needs. The CDP is expected to be aligned with DS Corporate objectives on community development.
  • Develop and execute budgets for community programs.
  • Define work plans on CDP implementation annually.
  • Designing and executing a robust Community Engagement Plan to support the CDP effective implementation and objectives.
  • Reviewing and validating the Community Development Plan (CDP) annually before project execution.
  • Managing the planning and implementation of all community relations programs and events.
  • Coordinating outreach programs and developing relations with key individuals and groups in the target areas in DS host communities.
  • Coordinating the activities of all NGOs, CBOs and local institutions in implementing the CDP.

Community Engagement:

  • Build and maintain relationships with key stakeholders and host communities.
  • Represent DS in meetings at the community level and with relevant local authorities.
  • Coordinates annual community-related Program planning meetings with community institutions and or relevant government agencies.
  • Organize community sensitization and town hall meetings. Organize and lead other stakeholder meetings such as project disclosure meetings, CDP validation meetings, Feedback Interactive Sessions, etc.
  • Support local networking / promoting collective action between active individuals and community groups.
  • Develop and execute budgets for stakeholder engagement activities.
  • Define work plans on stakeholder engagement on a yearly basis.
  • Ensure free flow of communication on program to management, community institutions and relevant government agencies.
  • Coordinate community awareness program and enlightenment initiatives
  • Ensure regular additional lands from the communities for the Tut grower scheme as well as the release of lands belonging to DSR for the purpose increasing the land available for sugar plantation.

Grievance Management:

  • Design and execute a robust Grievance Management Process (GMP) in line with relevant Group Standards.
  • Generate awareness on DS GMP within host communities.
  • Develop and maintain comprehensive grievance register.
  • Resource Mobilization/Mentoring o Support Community Based Organizations and/or Local Institutions in advocating to relevant government agencies, stakeholders and to other investors for implementation of local community initiatives.

Capacity Building:

  • Build internal capacity for Sustainability, Safety and Community relations teams thorough regularly scheduled training, workshops and webinars.
  • Build the capacity of community institutions within DS host communities through training and mentoring.

HSSE Compliance:

  • Drive, enforce and monitor compliance to all relevant Group Management Standards and Policies.
  • Coordinate internal social audits conducted by HSSE Function.


  • Coordinate and submit all reports as defined by relevant Group Social Standards and Policies.
  • Report on key Social Key Performance Indicators (KPIs) to CE, DSR Numan on a monthly basis.
  • Undertake any other work assigned which are necessary to the successful implementation of program strategy.
  • Provide oversight function for social activities of project contractors.

Job Requirements

  • A Degree in Sociology, Community or Rural Development, Political Science, Humanities or related fields.
  • A Master's Degree in related field would be preferred.
  • Certification in Project Management.
  • 10 years working experience in similar role at a management position.
  • Effective Communication skills and Interpersonal Skills.
  • People management skills.
  • Conflict Resolution Skills.
  • Project Management Skills.
  • Presentation and negotiation skills.
  • Historical knowledge of community and community related issues.
