Pro-Health International is a faith-based, non-profit organization that has provided free health care services to under-served populations in Nigeria for over 30 years. CDC and USAID have funded PHI to implement HIV/AIDS prevention, treatment, and care projects, OVC projects and Global Health security projects.
The ICHSSA-4 project is a 5-year USAID-funded award that commenced in December 2019 and will run up until December 2024. The project is being implemented by a consortium of partners, with Pro-Health International (PHI) as the lead partner and Catholic Relief Services (CRS) as the sub in Adamawa, Bauchi Taraba, Sokoto, Zamfara and Kebbi States. The ICHSSA 4 project aims to ensurethat Orphans and Vulnerable Children (OVC) are cared for and protected by their households, communities, local and state governments to reduce their vulnerability to HIV.

Job Title: Strategic Information Officer

Job Description
Support and oversee the SI work of the Civil Society Organizations (CSO) in the implementation and use of the ICHSSA 4 SIsystem.
Oversee the training of CSO staff in the ICHSSA 4 SIsystem including the NOMIS forms and database
Ensure CSO understand the information needs of project stakeholders and donors and adhere to system requirements
Work closely with the CSO SIofficers to ensure they understand the data requirements and data-gathering and report formats.
Support CSO SIstaff in their work with the community care workers (CCWs or equivalent) to ensure that sufficient training is done for CCWs, that the correct forms are used and that accurate reports are submitted on a timely basis.
Ensure that CSO using the NOMIS system and reports to PHI on a timely basis
Visit partners on a regular basis to monitor SIsystems
Work with contract SIfirm in the implementation of data quality assessments.Ensure that CSOs participate in the data quality assessment, understand the recommendations for remedial action, and comply with those recommendations
Support the TS SIand TS Database in the analysis of CSO and NOMIS data for the quarterly and annual reports to USAID and other reports as required
Coordinate with civil society and government actors and that data and reports are shared as required by the SIsystem
Participate in the SIWorking group to help ensure that the system is being implemented by all CSOs correctly.
Attend relevant ICHSSA 4 management and technical meetings to ensure close coordination between program, management, and SIstaff
Collaborate with ICHSSA 4 management and CSO in planning, designing and undertaking program evaluations and special studies
Perform other duties as assigned by the Director Strategic Information

Minimum Qualification
Bachelor’s Degree in Social Science with emphasis in Rural Development, Public Health, Statistics or a Development related field.
Demonstrated skills in SIdata management and quantitative and qualitative research methodologies.
At least two years of professional experience in implementing SIfor programs related to Health, HIV and OVC, agriculture or food and nutrition security programming, of which at least one year with a NGOs.
Experience in managing M&E databases including DHIS and NOMIS
Demonstrable computer literacy in MS Office - Excel, Power Point and Word.
Experience in data analysis in Access and at least one of the following: CSPro, SPSS, EpiInfo or STATA is an added advantage.
Ability to work effectively with government and civil society partners and communities as well as transfer knowledge to diverse audiences through workshops, training and meetings using participatory methods and adult learning principles.
