We are recruiting to fill the position below:

Job Title: Global Advocacy (GLAS) Manager

Location: Flexible (Nigeria)
Grade: 4
Functional Area: Gender Transformative Policy and Practice Team (GTPP)
Reports to: Head of Profession for Policy and Advocacy, Global Hub
Travel required: Limited
Type of Role: 1 Year Fixed Term contract

Role Purpose

  • The Global Advocacy Manager will support the Global Head of Profession for Policy and Advocacy in the Gender Transformative Policy and Practice (GTPP) Department of Global Hub to manage implementation of the newly refreshed Global Advocacy Strategy 2022-27, known as the GLAS  Image ENG.  
  • The refreshed GLAS was launched in September 2022 to align with Plan International’s new Global Strategy All Girls Standing Strong Creating Global Change and informs the organisation’s advocacy work over the next five years (2022-2027). 
  • It provides a shared strategic framework that connects advocacy efforts across Plan International offices and supports choices and priority-setting at each level of the organisation. 
  • It puts girls’ and young women’s agency, leadership and organisation at the heart of our advocacy and reflects significant contextual shifts (COVID-19 pandemic, escalating humanitarian and climate crises) and our commitment to principles of human rights, social justice, anti-racism, decolonization, localisation, inclusion and intersectionality. 
  • The incumbent will support implementation of the GLAS across the Plan International Federation, facilitating effective linkages across thematic agendas and offices, and will support, coordinate and/or manage integrated local-to-global advocacy plans which contribute to the global-level 2022-2024 influencing priorities (set out in the Global Influencing Ambition). 
  • They will support the piloting and implementation of a monitoring framework currently being developed to track progress against the GLAS Goals and will develop best practice for key approaches to guide GLAS implementation.  
  • They will also coordinate and/or lead new global policy agendas which underpin the successful implementation of the GLAS. 
  • The work location is flexible (in one of the countries where Plan International Inc works; home working is possible).

Dimensions of the Role

  • Works globally with influencing colleagues in Global Hub, Regional Hubs, Country Offices and National Organisations. 
  • Actively engages in external networks and represents Plan International in appropriate fora
  • Actively engages in key internal networks, in particular the Core Influencing Group and other influencing networks that support and deliver the GLAS Goals; identifies and leads relevant discussions and joint work related to the GLAS
  • Facilitates effective linkages across thematic agendas and offices and liaises with influencing colleagues at all levels of the organisation to build strong working relationships, in particular strengthening links  with country offices
  • Contributes to partnership engagement which can advance the ambition of the GLAS, in particular, with the Adolescent Girls Investment Plan (AGIP) 

Accountabilities
GLAS:

  • Works with colleagues at all levels to develop best practice for integrated advocacy plans which link local-to-global level on shared advocacy priorities
  • Facilitates and coordinates effective ways of working across technical hubs and other teams in Global Hub to maximise impactful delivery of the GLAS
  • Develops best practice for key approaches identified in the GLAS to guide its implementation. In particular, works closely with colleagues internally and externally, including youth-led organisations, to develop best practice to realise the GLAS commitment to put girls’ and young women’s agency, leadership and organisation at the heart of our advocacy and ensure their meaningful engagement in advocacy plans and activities
  • Supports development of plans and activities to socialise the GLAS across Regions, Country Offices and National Organisations, working with the Policy &Advocacy Officer
  • Supports key advocacy opportunities and moments that cut across GLAS thematic agendas working in partnership with Global Hub teams, Liaison Offices, Regional, Country and National Organisations 
  • Supports the piloting and implementation of a GLAS monitoring framework currently being developed to track and report progress against the GLAS, working with the P&A Officer and monitoring and evaluation colleagues (MERL)

Global Influencing Ambition (GIA):

  • Manages and/or coordinates integrated local-to-global advocacy plans which contribute to global-level influencing Outcomes set-out in the Global Influencing Ambition 2022-24 (GIA); develops plans and budgets; coordinates with offices to draft key supporting policy and advocacy documents; liaises with communications colleagues on externally facing content; manages activities to ensure all events and outputs are delivered in a timely, coordinated manner across multiple offices and teams; tracks and records successes
  • Supports others who lead the delivery of integrated plans under the GIA by providing coordination, drafting of documents, event organisation etc., as appropriate and agreed
  • Coordinates across the different GIA workplans and tracks and reports progress towards the Outcomes;

Global Policy Agendas:

  • Coordinates, supports and/or leads new global policy agendas which underpin the successful implementation of the GLAS e.g. developing thought leadership pieces, policy positions, research and evidence, etc liaising with colleagues across the organisation; creates working groups, networks or other effective ways of working to advance the work
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Key Relationships

  • The Global Advocacy (GLAS) Manager is a member of the Gender Transformative Policy and Practice Team (GTPP) and will report directly to the Head of Profession for Policy and Advocacy in the Policy, Advocacy and Climate Hub in GTPP. They will work in collaboration with the Policy and Advocacy Officers in the hub and the Climate Policy and Advocacy Lead.
  • Key working relationships include members of the GTPP department, the Global Policy and Advocacy Leads in GH, the Regional Influencing Leads and National Organisation Policy and Advocacy Leads. 
  • Other key working relations include with members of the Partnerships Team, GYPA team, colleagues in Country Offices , Liaison Offices, Communications Team, MERL team
  • They will liaise and collaborate with external partners, coalitions and networks including UN agencies, INGOs, youth-led organisations, youth networks

Technical Expertise, Skills and Knowledge
Essential:

  • Self-starter, experienced and self-motivated, able to work in a dynamic and fast paced environment, comfortable with shifting priorities and tight deadlines and working across multiple time zones
  • Fluency in English, both written and oral  
  • Experience of managing advocacy strategies across multiple countries to achieve impact in global processes, including coordination of advocacy and strategic communications, ideally within an INGO 
  • Understanding and experience of engaging with multiple external stakeholders to achieve influencing impact, including governments, multilateral agencies and INGOs 
  • Strong political awareness and understanding including understanding of intergovernmental political dynamics 
  • Sound understanding of children’s rights and gender equality, and rights-based approaches likely based on experience of working within an NGO, a UN agency, a government department, or other relevant institutions 
  • Experience of drafting and producing compelling policy and advocacy briefings and other resources 
  • Strong verbal communication skills and excellent writing and editing skills  
  • Able to consult, gather and integrate feedback into concise and accurate products 
  • Strong organisational and problem-solving skills, able to manage multiple demands, prioritise competing workloads, deliver high-standard work to tight deadlines and plan effectively 
  • High level of attention to detail and accuracy 
  • Strong team building and interpersonal skills, able to work in a collaborative and supportive way  
  • Able to network and build working relationships from afar

Desirable:

  • Excellent skills in Microsoft Office, including Excel, Word, Outlook and PowerPoint

Physical Environment

  • This post is part of Plan International Global Hub core staff and may be based either in any of Plan International’s Inc office or another suitable location. The role will involve limited travel. 
  • Due to COVID-19, at the present time most Global Hub staff are working from home, using virtual ways to communicate and collaborate with colleagues and external partners.

Level of Contact with Children:

  • High level: Frequent interaction with children and/or young people

Salary
We will be happy to disclose the salary and applicable benefits to applicants as part of this process, however, please kindly note that the salary and employment benefits will be set according to your location and therefore it is not possible to include full details here. As an indication if this role was based in the UK, the salary would be circa £45,000
